About this file

This is a Combined Synopsis and Solicitation Notice for barracks security camera maintenance services at Fort Rucker, Alabama. The Department of the Army Mission and Installation Contracting Command (MICC) is soliciting quotes for non-personal services to integrate, configure, and maintain an existing closed-circuit television (CCTV) surveillance system across four barracks facilities (Buildings 8350, 8354, 8355, and 8356) for the 164th Theater Airfield Operations Group. The base year scope includes integrating government-furnished IP cameras and network hardware from three buildings into a central monitoring station, providing all ancillary materials (Cat6/fiber cabling, patch panels, connectors, mounting brackets, and PoE switches), and conducting network/software configuration. The contractor must also perform semi-annual preventative maintenance inspections per a 12-point checklist, provide routine corrective maintenance with 4-business-hour telephone response and 24-48-hour on-site arrival, and maintain 24/7/365 critical emergency response capability with 1-hour telephone response and 4-hour on-site arrival for outages affecting more than 25% of cameras. A $3,000 annual not-to-exceed parts allowance is established for replacement components, with items over $250 requiring Contracting Officer pre-approval and invoiced at direct actual cost with zero markup.

The contract consists of one 12-month base year plus four optional 12-month maintenance-only years, exercisable at government discretion. This is a firm-fixed-price commercial acquisition under FAR Part 12 set aside 100% for small businesses (NAICS code 561621, size standard $25 million; PSC S211) and will be awarded on a lowest-price-technically-acceptable (LPTA) basis. Quotes must be submitted by November 17, 2026, at 12:00 PM CST via email to Contract Specialist Jolene A. Granger. Technical evaluations use a pass/fail approach across four sub-factors: system integration approach, preventative maintenance plan, emergency/routine response capability, and administrative/warranty/security compliance. Volume I (technical narrative, maximum 15 pages) and Volume II (pricing schedule in Excel format, company information, SAM.gov registration proof, and amendment acknowledgments) must be submitted separately. An organized site visit is scheduled for October 28, 2026, at 2:00 PM CST at Fort Rucker with RSVP deadline October 23, 2026. Questions must be submitted by November 3, 2026, at 12:00 PM CST. All equipment and components must comply with federal supply chain security regulations and be NDAA/TAA compliant, excluding any products from Dahua Technology Company or Hangzhou Hikvision Digital Technology Company.

7. Evaluation & Basis of Award (LPTA)

7.1 Basis for Contract Award

This commercial acquisition is conducted in accordance with Far Part 12 (Acquisition of Commercial Products and Commercial Services), utilizing the simplified procedures authorized under FAR 12.201-1. Award will be made to the responsible offeror whose conforming quote meets all solicitation requirements and represents the Lowest Price Technically Acceptable (LPTA) to the Government.

The Government will conduct evaluations using the following sequential procedure:

All quotes received by the closing deadline will be ranked in order of Total Evaluated Price (TEP), from lowest to highest.

Beginning with the lowest-priced quote, the Government will evaluate Volume I (Technical Capability) on a pass/fail basis against the technical sub-factors defined below.

If the lowest-priced quote is evaluated as Technically Acceptable, evaluation of other quotes will cease, and award will be made to that offeror (subject to contractor responsibility determination).

If the lowest-priced quote is evaluated as Technically Unacceptable, the Government will evaluate the next lowest-priced quote. This process continues until a technically acceptable quote is determined.

7.2 Evaluation Factors

Quotes will be evaluated under two (2) factors:

Factor 1: Technical Acceptability (Pass / Fail) Factor 2: Price

7.3 Factor 1: Technical Acceptability Criteria

To be rated "Technically Acceptable," an offeror’s Volume I submission must be rated Acceptable under all four (4) of the following sub-factors. A rating of "Unacceptable" for any single sub-factor renders the entire quote technically unacceptable and ineligible for award.

Technical Sub-Factor
PWS Reference
Minimum Requirement for "Acceptable" Rating
Sub-factor A: Technical Approach for System Integration
PWS 2.0, 11.0, 14.1, 14.2
The quote must provide a clear, feasible technical narrative detailing the contractor's plan to integrate video streams from Buildings 8354, 8355, and 8356 into the centralized monitoring station in Building 8350. The narrative must address network configuration, port forwarding, installation of contractor-furnished ancillary materials (cabling, patch panels, PoE switches), adherence to DPW standards, and an explicit commitment to evaluate existing GFE NVR capacity and notify the COR within 10 calendar days of award if sizing upgrades are needed.
Sub-factor B: Preventative Maintenance & Inspection Plan
PWS 3.0, 9.0, 15.0
The quote must confirm the capability and protocol to execute semi-annual maintenance inspections adhering to all 12 sections of the PWS Maintenance Checklist. The offeror must affirm that written completion documentation will be delivered within 48 hours of maintenance completion.
Sub-factor C: Emergency & Routine Response Capability
PWS 7.0
The quote must affirmatively demonstrate operational readiness to meet mandatory on-site response standards regardless of company location: 1) Routine Calls: Telephone/email response within 4 business hours and on-site arrival within 24–48 hours (Monday–Friday, 0800–1630); and 2) Critical Failures: Telephone response within 1 hour and qualified technician on-site within 4 hours, 24 hours a day, 7 days a week, 365 days a year.
Sub-factor D: Administrative, Warranty & Security Compliance
PWS 5.0, 6.0, 11.0, 12.0, 13.0
The quote must explicitly commit to: a 1-year warranty on new parts and contractor labor/workmanship; compliance with the 250 pre-approval threshold, zero markup); mandatory AT Level I and iWATCH personnel training within 90 days; and strict compliance with installation PIV badging and vehicle identification requirements.

Technical Acceptability Ratings:

Acceptable: The quote clearly meets the minimum requirements of the Performance Work Statement.

Unacceptable: The quote fails to clearly meet the minimum requirements of the Performance Work Statement.

7.4 Factor 2: Price Evaluation

Price Reasonableness: The Government will evaluate quoted pricing for fairness and reasonableness using commercial price analysis techniques authorized under FAR 12.203.

Total Evaluated Price (TEP): TEP will be calculated as the sum of the contractor-priced line items across Base Year and all four (4) Option Years set forth in Attachment 3_Volume Pricing Schedule.

Base Year CLIN 0001: Product and Product Installation (Restructuring/Integration) CLIN 0002: Security Service Maintenance (Semi-Annual Inspections) CLIN 0003: Warranty Option Year 1 CLIN 1001: Security Service Maintenance (Semi-Annual Inspections) Option Year 2 CLIN 2001: Security Service Maintenance (Semi-Annual Inspections) Option Year 3 CLIN 3001: Security Service Maintenance (Semi-Annual Inspections) Option Year 4 CLIN 4001: Security Service Maintenance (Semi-Annual Inspections) Government-Established Fixed CLINs (NTE & NSP):

· Repair and Replacement Parts (CLINs 0004, 1002, 2002, 3002, 4002): Funded via a Government-established Not-to-Exceed (NTE) allowance of $3,000.00 per year ($15,000.00 total contract maximum). Because this is an identical fixed ceiling across all offerors, it is excluded from competitive price ranking.

· Reporting Requirements (CLINs 0005, 1003, 2003, 3003, 4003): Designated as Not Separately Priced (NSP / $0.00).

Evaluation of Options: Evaluation of options shall not obligate the Government to exercise such options.
