Commercial Solutions Opening (CSO) FA2521-23-S-C0001, Call 0003
Areas of Interest/Problem Topics
DESCRIPTION: Space Launch Delta 45 is a team of mission-ready warriors and professionals delivering assured access to space for warfighters and our Nation through the Eastern Space Launch Range and two Airfields. Space operations support areas of interest include weather, business systems & information technology that facilitate space lift mission success. The Space Force wishes to stay at the cutting edge of these various functions and technologies and is looking to partner with innovative small businesses that may have solutions to Space Force Areas of Interest (AOIs). The AOIs listed below are high level AOIs for Patrick Space Force Base (PSFB) and Cape Canaveral Space Force Station (CCSFS) for a Pitch Day that will occur on:
17 July 2024
SLD 45 estimates combined available funding in the amount of $405,000.00 for Areas of Interest 1-6.
AOI 1: Need for Secure Centralized Unit Communication and Resource Platform The 45th Force Support Squadron (45 FSS) at Patrick Space Force Base lacks an app-enabled platform that offers secure employee access to internal resources, job postings, policy updates, and other critical command information that is off NIPR. There are roughly 300 employees spread out across 9 different sections, there tends to be decentralized information flow that is inconsistent across these sections. 45 FSS is looking for a platform with the ability to be accessed off NIPR, with a secure employee password, allowing FSS members to interface with employee resources and have information easily disseminated to them on their mobile devices or personal computers, while not forcing them to initiate a social media account (Facebook, Slack, WhatsApp, etc.) This will ultimately allow information to flow through a centralized network in real time. The proposed solution does not require approvals to operate on the Air Force Network.
AOI 2: In-Processing Lab The 45th Comptroller Squadron (45 CPTS) at Patrick Space Force Base lacks efficiency in the current process revolving around in-processing and overall travel voucher procedures. Currently, travel vouchers are completed on a hard-copy document which are prone to mistakes, confusion, or poor penmanship resulting in potential re-work for the members and delays in payment receipt.
Furthermore, 1-2 Airmen spend 2-3 hours for each in-processing brief, after which the documents need to be scanned and sent to an alternate for final approval and payout. Manual, paper travel vouchers are frequently returned from the center for simple mistakes or illegibility. 45 CPTS is looking for a system that would create a solution in streamlining the in-processing operations for customers and Military Pay technicians from cradle to grave. This solution should be able to help at least 6 customers at once. Within this system, there should be an easily fillable questionnaire or app that would walk a customer through travel voucher creation, leading to a completed digital travel voucher which can be easily scanned to the travel voucher processing center. This tool should also provide the capability for operators to update the forms if new versions published. The proposed solution must have all required approvals to operate on the Air Force Network.
AOI 3: Efficiently Scan, Store, Maintain and Manage Property The 45th Force Support Squadron (45 FSS) at Patrick Space Force Base is currently lacking an efficient system for property management. The squadron conducts property inventories of over 3,000 assets in accordance with DoD regulations in the Air Force serviced accounting system updating the Master Fixed Asset Listing (MFAL) for each addition and removal. The current process is time-consuming and entails printing labels, manually taking inventory from printed records, and adding, deleting, and transferring the items on separate documents. 45 FSS is seeking an inventory control system that maintains records for their assets, generates property documents and reports, and provides a mobile capability for inventory personnel. Since the inventory list is currently on the MFAL and must be maintained there, the system must have the ability to convert MFAL CSV files to upload the in initial inventory list and update as necessary. The proposed solution must have all required approvals to operate on the Air Force Network.
AOI 4: ID Card Office Customer Flow and Service Management The 45th Force Support Squadron (45 FSS) is seeking a solution to decrease wait time and congestion in the ID card office. Currently the customers are required to physically wait an average of 1-1.5 hours in the lobby. This challenge seeks to address the dual predicament of protracted wait times compounded by the frequent occurrence of missing documentation, which not only extend the duration of the visit but also require members to return to the ID card office for a second time, thus decreasing throughput of servicing new members. The objective of this area of interest is to devise a streamlined process that minimizes wait times and increases awareness of required documents to process personnel actions prior to arriving to the ID office. The outcome would be increased efficiency of the FSS ID office. Moreover, this solution may include a customer notification system, informing the customer where they stand in the queue. The proposed solution does not require approvals to operate on the Air Force Network.
AOI 5: Enhancement of PSFB Fitness Center The current atmosphere of the Patrick Space Force Base Fitness Center is not conducive to a new generation of Airmen and Guardians. The facility lacks modern aesthetics and digital enhancements, which are critical to making our fitness center desirable and competitive with off-base gyms. The fitness center envisions a space where cutting-edge technology seamlessly integrates with sleek, contemporary design elements to create an environment that not only inspires but also motivates individuals on their fitness journey. By harnessing the power of innovative technological advancements, the fitness center aims to set a new standard in fitness excellence. The solution must be fully operable when connected to the local Wi-Fi available at the fitness center.
AOI 6: Military Family & Readiness Center Training Capability The current Military Family and Readiness Center (MFRC) at Patrick Space Force Base lacks a space where newcomers feel a part of the mission from day one during their orientation. Moreover, it does not have a location where their families having a space to connect, especially when their loved ones are deployed. The center is seeking to elevate its current space by integrating immersive technology, thereby enhancing the learning experience, and fostering a deeper connection between military personnel and their families. By incorporating immersive technology, the center aims to provide a dynamic and engaging environment that military members and their families look forward to visiting. Additionally, this must include the training and independent ability for MFRC staff to manage the solution moving forward. The solution must be fully operable when connected to the local Wi-Fi available at the MFRC.
