About this file

This document contains detailed technical specifications for a vehicle-mounted Dynamic Message Sign (DMS) system, likely intended for transportation and traffic control purposes. The specifications outline a full matrix electronic sign capable of displaying various messages and graphics, designed to be mounted on vehicles such as trucks with configurations including headache rack, truck bed floor, or bed rail mount. The DMS is engineered to operate in extreme temperatures ranging from -34°C to 74°C, withstand harsh environments, and function without requiring additional environmental controls like air conditioning or heating.

The system features a wireless controller with local WiFi connectivity, allowing operation through devices like tablets, laptops, or cellular phones without requiring cellular data. The sign includes 16 strobe lights for 360-degree visibility and 2 additional lights for oncoming traffic, with the ability to display at least 12 different strobe light patterns. The specifications require the manufacturer to have a minimum of 10 years of experience in manufacturing DMS for the transportation industry, with a corporate quality manual available upon request. The sign is constructed with a 1" x 3" aluminum frame channel, weighs no more than 140 pounds, and can display messages using a standard font with configurable pixel sizes and brightness levels adjustable from 1% to 100%.

GENERAL SPECIFICATIONS

Intent

The purpose of these specificaons is to describe a vehicle-mounted enhanced lightbar that is capable of traffic control full matrix dynamic message sign (DMS).

Such signs may also be referred to as Variable Message Signs, Changeable Message

Signs, Electronic Signs and Acve Signs. The DMS shall allow mounng to a vehicle in a variety of atachment configuraons. The DMS shall allow operaon while moving at freeway speeds or while parked. The unit shall be operated from the

12 VDC vehicle electrical system.

DMS Operaon

The DMS shall be capable of displaying character or graphics informaon. The DMS shall be controlled through any device that can connect to the sign controllers local WiFi network. No cellular signal shall be required. The system shall capable of 99 predefined messages including messages that will provide arrows and chevrons.

The standard font shall be 7 pixels wide by 12 pixels high and double stroked and capable of 7 pixels wide by 5 pixels high.

Equipment Components

DMS Display Modules

The DMS shall be made up of display modules which shall contain four (4) LEDs per pixel and pixel spacing of 44mm”. The modules shall be of an environmentally sealed weatherproof design with a rectangular configuraon of 12 pixels by 8 pixels. The pixel design shall provide for a 30-degree wide viewing angle. The body of the module shall be composed of UV-inhibited, high impact, ABS thermo plasc material and be environmentally sealed against contaminants.

The display modules shall operate in a temperature range of -34 C to 74 C without environmental controls such as heang and air condioning. The display modules shall be capable of withstanding harsh vibraon and environmental condions as set forth by NEMA TS 4. The display modules shall have an IP64 cerficaon for dust and water protecon under the Internaonal Standard IEC

60529 Edion 2.1.

The display modules shall be replaceable within approximately five minutes using simple hand tool, which shall be provided with each sign. The display modules shall be fully interchangeable with no addressing, dip switch sengs or other adjustments.

DMS Sign Panel

The DMS shall be a full matrix. The DMS shall withstand harsh environments without the need of a sealed sign case for component protecon and environmental controls. The DMS shall minimize energy consumpon and environmental impact by not requiring air condioning, heaters or constant fan driven air circulaon.

The DMS shall be supported by a 1” x 3” aluminum frame channel. The frame shall be heliarc welded. A DMS back panel shall be .063 aluminum sheet and be welded to the frame. The aluminum frame and back shall be chromate etched and finished with a coat of non-reflecve flat black enamel paint. The DMS size will vary depending on the number of pixels on the DMS. The Traffic regulator shall weigh no more than 140#.

Pixels Nominal DMS Size Sign Modules Typical Message

48 wide x 8 high 83” x 19.75” 4x1 Horizontal 1 Lines 4 Char

12x7 18” Font

Communicaons and Power Cabling

The design shall use a weatherproof main bus with posive lock connectors for the transfer of power and communicaons to the display modules.

Sign Controller (SC8)

Each vehicle mount DMS shall be controlled by a wireless controller that emits a local area Wi-Fi connecon. Cellular data shall not be required to operate and control the DMS. The sign controller shall provide all the control necessary for sign applicaons and raising and lowering the sign. Sign applicaons include the ability of running single and mulple page messages. A separate control box for powering on and off and deploying and stowing the sign shall not be required.

The controller shall have the ability to turn on and off auxiliary work or strobe lights that are connected to the vehicle.

The sign controller shall have communicaon and control of a sign through its WiFi network. The following devices may be connected to the Wi-Fi network:

a) Cellular Telephone locally through wifi

b) Tablet

Vehicle Mount 2023 ADDCO 5

c) Laptop or desktop PC

The sign controller shall provide necessary non-volale memory for storing a minimum of 99 message sequences.

The sign controller shall feature a photocell to control the brightness of the DMS.

The DMS shall be regulated from 1% to 100% in a minimum of 10 steps.

The sign controller shall control the default message opons when the sign is turned on or power is restored. The opons shall include:

Sign shall turn on blank.

Sign shall resume the previously displayed sequence.

Sign shall display a preset sequence.

Set up sign parameters.

Customizing the message quick keys

Allow the user to select stored sequences to display on the sign.

Use the sign as an arrow board.

Troubleshoot sign components.

Provide a preview of the message before displaying on sign.

Select and run alphanumeric message sequences from a stored library.

Edit sign parameters such as flash rate and on and off mes.

Provide viewing of a sequence name before displaying it on the sign.

Sign Panel and Power Tilt Assembly

If designated, a 12-volt DC power lt unit shall be incorporated into the sign panel mounng frame to provide a method to remotely move the sign panel between the horizontal (stow) posion and vercal (deployed) posion. The power lt unit shall consist of a 12-volt DC, linear actuator(s), 250-pound capacity, equipped with automac reset thermal overload and ball detent overload clutches. The actuator control funcon shall be incorporated into the DMS controller for operaon of the power lt from user’s interface device.

Sign Surround strobe lights

16 strobe lights shall be on the leading edge of the 3” boarder of the sign to provide a 360-degree lightbar when in the stowed posion. 2 addional lights shall be on the botom of the bar to provide strobes for oncoming traffic when the sign is depoloyed. Each strobe light shall be surface mounted with 2 fasteners, and 6

LEDS that are fully sealed. Each strobe light shall be harnessed together with power and shall flash in uniform and be capable of displaying at least 12 different paterns.
