About this file

This is a Specifications Document for the procurement of an industrial baler system with an integrated conveyor to replace aging equipment at Camp Hansen Okinawa Japan, Building 2463 Camp Hansen Recycle Center.

The procurement requires a new, turnkey Excel Model 2R63D Two Ram Baler with accompanying 48-inch wide by 15-foot in-feed conveyor system, inclusive of delivery, installation, and training. The system must be electrically powered with a 20 HP, 3-phase, 60 Hz main motor (208V, 230V, or 460V options), featuring a pressure-compensated piston pump and DOE-compliant efficiency standards. The baler must process 3-5 tons per hour with a 29-second main ram cycle time (21-second optional short stroke), producing uniform bales measuring 60 inches long by 48 inches wide by 30 inches high using a multi-wire automatic tying system. The equipment must be compatible with recycling streams including office paper, OCC, PET, HDPE, aluminum cans, tin cans, and textiles, accepting standard 12-gauge high-tensile baling wire. All equipment must comply with ANSI Z245.5-2013 (or 2023), OSHA 29 CFR 1910 Series, EPA environmental standards, and NEMA electrical standards. The system must include PLC-based controls with touchscreen interface, real-time diagnostics, audit logging capabilities (bale counts, cycle activity, fault conditions), safety interlocks on hopper access doors, accessible emergency stop controls, and automatic shear jam correction. Operating temperature range is -20°F to 110°F with optional heater, or 40°F to 110°F without. Delivery is required to the specified Camp Hansen location Monday-Friday 0700-1600, with installation to be performed by MCIPAC Facilities Engineers Section or contracted out.
