1.0 Scope

1.1 General Requirements. This requirement includes support of Aerospace Ground Equipment (AGE) operations, maintenance, repair, and dispatch services at Hill Air Force Base (HAFB), UT host and tenant units to include Little Mountain, Utah Test and Training Range (UTTR)/Eagle Range and 309th Aerospace Maintenance and Regeneration Group (AMARG) Davis-Monthan Air Force Base (DMAFB), AZ. UTTR support shall be maintenance only. The contractor shall accomplish all services identified in this PWS. AGE shall include all equipment included in the workload estimate.

1.2 Ordering Requirements. Workload quantities and special requirements shall be identified at the task order level. Additional AGE may be added during the Period of Performance (PoP) at the task order level to equipment previously negotiated by the CO not to exceed 3% increase of the net total of units of a given category.

2.0 Description of Services

2.1 Basic

2.1.1 The contractor shall provide qualified personnel, tools, supplies (office, cleaning, etc.), equipment, transportation, freight, and training necessary to perform AGE operations (e.g., preparing for use, servicing, inspecting, maintaining, overhauling, cleaning, blasting, painting, repairing, dispatching, transporting). The contractor shall operate a dispatch service ensuring drivers for all Government-initiated movements on HAFB and AMARG. All AGE services shall comply with all local, state and federal laws. Contractor services shall include the operation of the AGE Dispatch Operations function, Equipment Maintenance and Servicing Shops (e.g., corrosion control paint and blast, battery shop, tire shop, supply/bench stock support, safety office, quality control office, hazard material, publications/forms, drawings, prints, Technical Orders (TO), TO librarian and libraries, and contingency/emergency services as described herein and where available). Equipment maintenance/documentation shall be performed in accordance with (IAW) TOs, Air Force Instructions (AFI), and supplements identified within the PWS and Appendix B, Listing of Publications. The contractor shall comply with this PWS in its entirety.

2.2 Documentation

2.2.1 Database. The contractor shall utilize Government Management Information Systems (MIS) to track/manage all AGE inventory movement and maintenance activities. The contractor shall demonstrate a thorough understanding of maintenance documentation utilizing Maximo, electronic Facility Equipment Maintenance System (FEMS) if available IAW TO 00-20-2, and Autonomic Logistics Information System (ALIS). The contractor shall plan maintenance documentation actions accordingly to meet all requirements. The contractor shall utilize Production Acceptance Certification Standard System (PACSS), Training Scheduling System (TSS) Portal, Air Force Global Enterprise Tracking (AFGET), Reliability and Maintainability Information System (REMIS), Joint Deficiency Reporting System (JDRS), and System for Award Management (SAM), where available.

2.2.1.1 FEMS. All updates and corrections to the database shall be accomplished within 2 business days.

2.2.1.2 F-35 Management Information System (MIS). For AGE specific to the F-35 program, the contractor shall use the MIS specific to that program in addition to FEMS. Currently, the system utilized is ALIS. This program contains technical orders, manages scheduling, and is used to order parts for all F-35 AGE acquired by the Joint Program Office (JPO). Training is provided by the Lockheed Martin AGE/GSE Field Service Representative.

2.2.2 Database Maintenance Work Orders. The contractor shall create a work order from the MIS by Close of Business (COB) on the day AGE is received for service. COB is considered 11:59 PM Mountain Standard Time (MST). The work order shall include: Work Order Number, Equipment Identification, Location, Work Order Type, Work Order Status, Model, Organization, Preventive Maintenance Inspection (PMI) Cycle, Monitor and Phone, and Due Date.

2.2.3 Work Order Status. Once a work order is generated, the contractor shall place the work order in the proper MIS status. As the status of the equipment changes, so shall the work order status. Approved work order status codes will be provided during the Orientation Period.

2.2.4 Forms. The contractor shall complete applicable forms.

2.2.4.1 The contractor shall ensure AGE has completed and attached an Air Force Technical Order (AFTO) Form 244, Industrial/Support Equipment Record in a forms bag/packing envelope. The contractor shall update equipment decals with inspection due dates and annotate AFTO Form 244 with current information and any discrepancies identified IAW TO 00-20-1.

2.2.4.2 The contractor shall complete and attach an AFTO Form 375, Selected Support Equipment Repair Cost Estimate, for all Turn-in AGE IAW TO 00-25-240.

2.2.4.3 The contractor shall complete Department of Defense (DD) Form 1574, Serviceable Tag, DD Form 1577, Unserviceable (Condemned) Tag, and DD Form 1577-2, Unserviceable (Reparable) tag and attach to the appropriate Turn-in Age IAW TO 00-20-2.

2.2.5 Red X. The contractor shall utilize Red X as required IAW TO 00-20-1. The contractor shall provide a Red X Signature Roster of personnel who are qualified to sign off Red X equipment conditions to the Contracting Officer’s Representative (COR) IAW PWS paragraph 2.7.1.

2.3 Dispatch Operations

2.3.1 Basic. The contractor shall provide dispatch service across various locations. The contractor shall update MIS upon completion of any dispatch operations. The contractor shall comply with Flight-Line driving, Pacer Protect areas, and commercial off-base travel requirements. The contractor shall ensure that all dispatched AGE is in operational condition. AGE shall not be transported with visible loose foreign objects IAW applicable area requirements.

2.3.2 Routine. The contractor shall provide dispatch for customer-requested movement of equipment. On HAFB, the contractor shall accomplish all routine dispatch within the Pacer Protect area within 30 minutes of request and within two (2) hours of request outside of the Pacer Protect area (yet still within HAFB). On AMARG, the contractor shall accomplish all routine dispatch of requested equipment within 60 minutes for flight line operation requests and within 90 minutes for desert operation requests. Flight line equipment will take priority over desert equipment. When time requirements cannot be met the contractor shall notify the COR with justification of the delay and estimated completion time.

2.3.2.1 Ready Line. The contractor shall maintain Ready-Lines (formerly referred to as sub-pools at AMARG) of serviceable AGE for AMARG.

2.3.2.2 Inactive (Strategic) Storage (does not apply to AMARG). The contractor shall prepare equipment for inactive storage or return to service as directed by the COR IAW TO 35-1-4. Items placed in storage by Government shall not be included in the PMI schedule or counted for the purpose of determining in-commission rates.

2.3.3 Trouble Calls. On HAFB, the contractor shall respond to trouble calls for maintenance of AGE within the Pacer Protect area within 30 minutes of request and within two (2) hours of request outside of Pacer Protect area but within HAFB. On AMARG, the contractor shall respond to trouble calls for maintenance of AGE within two (2) hours of request. Trouble calls are for minor repair of AGE in-place. When time requirements cannot be met, the contractor shall notify the COR with justification of the delay and estimated completion time. Repairs that cannot be accomplished on site shall be transported to the AGE maintenance shop. Additional trouble call requirements may be defined at the task order level.

2.3.4 Special Dispatch Government may request mass relocations of equipment for Government requirements (e.g., Air Shows, relocation of complete Ready-Lines (RL), striping). The contractor shall move equipment upon receiving a minimum of one (1) day notice from the CO, COR or Program Manager (PM) with tasking to be completed within time designated by the CO, COR, or PM. Additional special dispatch requirements may be defined at the task order level.

2.3.5 Contractor shall ensure that all equipment located on assigned RLs awaiting dispatch is serviceable and ready for use.

2.4 Maintenance

2.4.1 The contractor shall manage PMI schedules, inspections, scheduled/unscheduled maintenance, preparation of new equipment being added to the inventory and repairs on various AGE (see Appendix D, Attachment 5, Workload History AGE). The expected workload growth is 3% annually based on historical data. The contractor shall perform all steps necessary to decommission any equipment being removed from the inventory. The contractor shall use 35-series TOs as a minimum. The contractor shall pick up and deliver all AGE. The contractor shall maintain a 95% in-commission rate monthly for AGE inventory items as listed by line item in Appendix D, Attachment 5. The contractor shall maintain a Minimum Essential Level (MEL) in the MIS of AGE identified by the customer as critical where MEL is utilized.

2.4.2 Preventive Maintenance Inspection (PMI) Schedule Forecast Report (CDRL A003). The contractor shall provide a monthly schedule of AGE requiring PMIs derived from the MIS by COB on the 15th of each month prior to each month items are due (if the 15th falls on a weekend contractor shall provide the Friday before the 15th). The schedule shall include AGE asset identification number, nomenclature, National Stock Number (NSN)/part number, owning organization, performing organization, date of scheduled pick-up, date of scheduled delivery, and AGE monitor name. The contractor shall verify that PMI schedules in MIS are IAW TOs, work cards, engineering drawings, or other Government provided documentation and notify Government representative (GR) of any discrepancies IAW TO 00-5-1, TO 00-20-1, and TO 00-20-2. The contractor shall provide a PMI Schedule Forecast Report IAW PWS paragraph 2.7.3 and CDRL A003.

2.4.2.1 On-Site PMIs. Under certain circumstances, some equipment may require the performance of its PMI as an on-site PMI. Contact COR for prior approval of this circumstance and provide COR with a list of the PMIs that were performed on-site prior to closing out the associated work order. Approval is not required on equipment that is permanently assigned and worked as on-site PMIs.

2.4.3 Preventive Maintenance Inspection (PMI). The contractor shall perform PMI on all AGE. PMI shall include, but is not limited to, inspection of equipment (a look phase), safety inspection, repair of discrepancies, and cleaning of unit IAW applicable TOs and work cards.

2.4.3.1 Categorization. For scheduling/planning purposes, AGE shall be categorized by complexity of reoccurring maintenance. AGE shall be categorized by the COR as follows:

2.4.3.1.1 Category 1: On-Call. All On-Call units may be powered or non-powered and only require unscheduled maintenance as needed, to include stenciling and repair IAW all applicable Air Force (AF) technical data, local work cards, and commercial technical data. All AGE requires dispatch services, pick-up and delivery. Reference Appendix D, Attachment 5, Workload Listing AGE. HAFB AGE requires welding, blasting, and painting as needed.

2.4.3.1.2 Category 2: Non-Powered. All Non-Powered units require scheduled PMI at frequencies such as 90, 180, or 365 day intervals and unscheduled maintenance, as needed, to include servicing, stenciling, and repairing IAW all applicable AF technical data, local work cards, and commercial technical data. All AGE requires dispatch services, pick-up and delivery.

2.4.3.1.2.1 HAFB AGE requires welding, blasting, and painting as needed as well as Oil Analysis Program (OAP), and Non-Destructive Inspection (NDI). All Engine Oil Service Carts (EOSC) listed will require a bi-weekly OAP sample. All Adapter Engine Transports require a NDI every three (3) years. All Gas Turbine Engine (GTE) Disassembly Stands require a NDI annually. Reference Appendix D -Attachment 5, Workload Listing AGE.

2.4.3.1.3 Category 3: Powered. All Powered units require scheduled PMI at frequencies such as 180 or 365 day intervals and unscheduled maintenance, as needed, to include servicing, stenciling, and repairing IAW all applicable AF technical data, local work cards, and commercial technical data. Some units require various special inspections at specific intervals IAW applicable AF technical data to include, but not limited to, wheel bearing inspections, filter changes, miscellaneous inspections and air receiver hydrostatic tests. All AGE requires dispatch services, pick-up and delivery. Reference Appendix D Attachment 5.

2.4.3.1.3.1 HAFB AGE requires welding, blasting, and painting as needed.

2.4.3.2 Timeframe and Frequency. The contractor shall perform PMI on AGE at the frequency established IAW applicable AF technical data, local work cards, and commercial technical data. AGE frequencies are documented in the MIS. Reference Appendix D, Attachment 5 for estimated AGE PMI frequency. The contractor shall complete PMI within the timeframe specified in Table 1 according to category. The timeframe for the completion of the repair shall begin upon delivery to the AGE facility. The contractor shall provide a Maintenance Timeframe Report (CDRL A007) IAW PWS paragraph 2.4.5.1. When time requirements cannot be met the contractor shall request approval from the COR. Provide justification for the delay and estimated completion time to the COR. Government approved deferred status is not counted against the time requirements below.

2.4.3.3 PMI Corrosion Control. In conjunction with PMI, the contractor shall accomplish a corrosion control assessment IAW TO 35-1-3 and PWS Corrosion Control and Paint paragraph 2.4.4. No equipment with Category 4 corrosion condition (IAW TO 35-1-3) shall leave the shop without first receiving a complete re-paint.

2.4.3.4 Scheduled Pick up/Delivery

2.4.3.4.1 Pick up. The contractor shall pick up AGE IAW PMI schedule. At Hill AFB, all Bowsers that require draining prior to PMI shall be delivered to bldg. 514 for pumping. If AGE is not available outside the customer's facility or on their ready line, the contractor shall perform a physical search in attempt to locate the AGE. The contractor shall utilize Radio Frequency Identification Device (RFID) tracking system to locate AGE as required. If AGE is not found, contractor shall contact AGE Monitor and schedule pick up for next business day. If contractor cannot locate equipment during 2nd attempt, contractor shall contact the COR via e-mail. If the COR is able to locate the equipment, the contractor shall pick it up for PMI and the item shall remain on the monthly PMI schedule. If the item is still not found, the contractor shall document the missing item in the MIS and on the monthly AGE Missing Report and remove the item from that month’s PMI schedule upon approval from the COR. The contractor shall provide an AGE Missing Report (CDRL A004) IAW PWS paragraph 2.7.4. If AGE is in use, unsafe, incomplete, or Foreign Object Damage (FOD) issues prevent transport, the contractor shall refuse to pick up and document refusal in MIS and on the Refusal Report. The contractor shall provide a Refusal Report IAW PWS paragraph 2.7.11.

2.4.3.4.2 Delivery. The contractor shall ensure AGE is safe, operable, and clean, free of foreign objects, and accompanied by all applicable and complete documentation prior to return to customer. The contractor shall annotate MIS and update status to “Closed” by COB within the same business day of delivery. The contractor shall notify the AGE Monitor of their AGE delivery to include the AGE drop-off location by COB within the same business day of delivery.

2.4.3.5 New Equipment Adds. The contractor shall have 15 business days from the receipt of the Government’s written request to induct new AGE, perform the initial PMI/Acceptance Inspection and return the item back to the customer. If this cannot be accomplished due to circumstances beyond the contractor’s control, the contractor shall provide a written notification to the COR and update the MIS prior to the 15 business day induction of new AGE timeframe. Contractor notification shall include an explanation of circumstances causing the delay and an anticipated delivery date. The final decision to accept a delay shall be made by the COR.

2.4.3.5.1 Stencil/Decal. The contractor shall stencil/decal all newly acquired AGE with: United States Air Force (USAF), MIS identification number, tire pressure, model, cautions and warnings as required. Stenciling/decaling on AGE not covered by TO guidance shall be consistent (e.g., location, color, size and font style) IAW TO 35-1-3, Air Force Materiel Command Instruction (AFMCI) 21-117.

2.4.4 Corrosion Control and Paint

2.4.4.1 Assessment. The contractor shall accomplish a corrosion control assessment for category determination to establish required action IAW TO 35-1-3, Tab 3-1.1.

2.4.4.2 Preparation. The contractor shall prepare, stencil, and replace reflective tape on all completed corrosion control items IAW AFI 24-301, TO 35-1-3, TO 36-1-191, AFMCI 21-117.

2.4.4.2.1 On HAFB, the contractor shall accomplish complete paint operations in Government provided facilities referenced in Appendix D, Attachment 7. These facilities are located within the AGE shop and are for the sole use of the AGE contractor. Paint operations shall include preparation, stenciling, and reflectorization. The contractor shall perform paint in conjunction with PMI on all required corrosion control items. Items requiring paint shall be granted an additional ten (10) business days added to the PMI time requirements in Table 1 as applicable. The contractor shall provide a Paint Report (CDRL A014) IAW PWS paragraph 2.7.14.

2.4.4.2.2 Protection of Equipment. The contractor shall ensure the protection of equipment and cover or remove all gauges, lubricating fittings, wiring, rubber components, lenses, reflectors, data plates, and other items requiring protection prior to any painting operation.

2.4.4.2.3 On AMARG, the contractor shall deliver AGE requiring corrosion control and paint to AMARG paint shop designated by the COR.

2.4.4.2.4 For AMARG task orders, the contractor shall remove and install aircraft adapters to 3000/4000 Engine trailers as required (i.e., customer requests, PE on trailer).

2.4.4.2.5 For AMARG task orders, the contractor shall perform hook, chain and rope inspections every 30 days on overhead hoists in building 7222.

2.4.4.3 Return to Customer. The contractor shall uncover and/or reinstall removed and/or covered items prior to operating AGE or prior to return of AGE to customer.

2.4.5 Unscheduled Maintenance. Unscheduled maintenance is maintenance not previously planned but which requires prompt attention and may include repairing, servicing, maintaining, and restoring a unit to a serviceable condition. The contractor shall perform unscheduled maintenance on AGE IAW AFI 21-101, paragraph 5.6.2.11. The contractor shall perform PMI in conjunction with completed unscheduled maintenance and document the MIS IAW PWS paragraph 2.2.1.

2.4.5.1 Unscheduled Priority. The contractor shall perform required repair and maintenance for each piece of equipment, except trouble calls. Repairs on Routine priority trouble calls shall be completed within 5 business days. Repairs on Immediate priority trouble calls shall be completed within 2 business days. The COR shall relay immediate priorities of unscheduled work to the contractor. The timeframe for the completion of the repair shall begin upon delivery to the AGE facility. The contractor shall provide a Maintenance Timeframe Report (CDRL A007). Government approved deferred status is not counted against the time requirements.

2.4.5.2 On-Site Unscheduled Maintenance. AGE maintenance which can be completed within two (2) hours shall be completed on-site. On-site maintenance shall include inspection, minor repairs, and document maintenance actions in MIS.

2.4.5.2.1 Deferred On-Site Unscheduled Maintenance. The contractor shall defer on-site unscheduled maintenance until the next scheduled maintenance action only when the AGE serviceability is not affected, damage to the item or other Government property shall not result from its continued use and user safety is not jeopardized. The contractor shall initiate maintenance work orders for deferred unscheduled maintenance requirements and shall enter deferred status onto the AFTO Form 244 IAW TO 00-20-1 and update the MIS.

2.4.5.3 Unscheduled Pick-up/Delivery

2.4.5.3.1 Pick-up. The contractor shall pick up AGE when requested by the customer to provide unscheduled maintenance. Refer to PWS paragraph 2.4.3.4.1 for further requirements.

2.4.5.3.2 Delivery. Delivery shall be the same as for scheduled AGE. Refer to PWS paragraph 2.4.3.4.2 for further requirements.

2.4.5.4 Preparation for Turn-in. A Turn-in is any AGE that: (1) the customer no longer requires AGE support for, (2) is being returned to supply, (3) has been deemed beyond economical repair, or (4) is being prepared for Defense Reutilization and Marketing Office (DRMO). The contractor shall request approval from the AGE Monitor and COR before proceeding with contractor requested Turn-in action. The contractor shall record in MIS the reason for the Turn-in action, update the appropriate status code, and prepare the item according to the COR’s written instruction. Turn-in AGE shall be returned to the owning organization. The AGE shall be deleted from the MIS once all actions are complete. IAW Air Force Handout (AFH) 23-123V1, AFH 23-123 VP2.

2.4.5.4.1 Serviceable Turn-in. The contractor shall return serviceable items back to the customer with an AFTO Form 375 and DD Form 1574, Serviceable Tag.

2.4.5.4.2 Unserviceable Reparable Turn-in. The contractor shall return unserviceable reparable items back to the customer with an AFTO Form 375 and DD Form 1577-2, Unserviceable (Reparable) Tag.

2.4.5.4.3 Beyond Economical Repair Turn-in. The contractor shall return condemned items back to the customer with an AFTO Form 375 and DD Form 1577, (Condemned) Tag.

2.4.6 Non-Destructive Inspection (NDI). The contractor shall prepare equipment for NDI, including necessary blasting, transportation to and from NDI facilities, and preparation for service (including painting, stenciling and reflective tape) IAW TO 33B-1-1 and AFI21-101 Air Force Material Command Supplement (AFMCSUP) I. Items requiring NDI are listed by line item in Appendix D, Attachment 5. NDI testing shall be performed by Government approved NDI shop.

2.4.7 Oil Analysis Program (OAP). The contractor shall take samples every 15 calendar days on assigned aircraft jet engine oil carts listed by line item in Appendix D, Attachment 5, unless a different time interval is specified at the task order level. IAW AFI 21-124, TO 33-1-37, AFI 91-303, and AFI 21-101_AFMCSUP I. OAP testing shall be performed by Government approved Chemical Laboratory. Refer to PWS paragraph 13.

2.4.8 Heating, Ventilation, and Air Conditioning (HVAC). The contractor shall perform maintenance services on AGE containing HVAC and shall possess and maintain universal (Type I, II, and III) Chlorofluorocarbon (CFC) refrigerant certification. Contractor shall utilize disposal facilities provided by the Government at no cost to the contractor.

2.5 Material Support

2.5.1 Parts. The contractor shall only use new Original Equipment Manufacturer (OEM) parts or Government provided parts from Standard Base Supply System (SBSS) or the F-35 MIS in making repairs. Parts and materials requisitions submitted by the shop mechanics to the supply section shall be placed on order through SBSS, local vendor, or appropriate Government supply system within 5 days of receipt. If requisitions cannot be placed on order within 5 days, the Contractor shall notify the COR in writing explaining the cause of the delay. Local purchase parts that exceed $1,000 shall be approved by the COR prior to purchase. The Government may provide the contractor with parts meeting TO or equivalent specifications when it is in the Government’s best interest. The contractor shall use Commercial-Off-The-Shelf (COTS) hardware. If COTS hardware is not available, the contractor shall receive approval from the COR prior to purchase. In the event the use of any replacement parts in repairing equipment results in the OEM refusing to support the equipment or voiding existing warranties, the contractor shall provide equal support and/or warranty services. The contractor shall record all material/parts in MIS and provide the material/parts purchased on a Parts Report (CDRL A005) IAW PWS paragraph 2.7.5.

2.5.2 Deferred Maintenance. The contractor shall obtain parts necessary for the accomplishment of deferred maintenance requirements prior to the AGE next scheduled maintenance action.

2.5.3 Product Quality Deficiency Reports (PQDRs). The contractor shall prepare and submit PQDRs as needed or as directed by the COR into JDRS (https:jdrs.mil/) IAW TO 00-35D-54. The contractor shall keep defective PQDR items as exhibits until disposition instructions have been received. The contractor shall also prepare a DD Form 1149, Requisition and Invoice/Shipping Document and follow shipping instructions provided by the COR.

2.5.4 Bench Stock. The contractor shall maintain a bench stock consisting of only the right items in the right quantity to facilitate efficient throughput of AGE IAW AFMCI 21-130 paragraphs 2.44 and 2.45.1 and AFI 23-101. This requirement does not apply to F-35 JPO-supplied AGE.

2.5.5 Defense Reutilization and Marketing Office (DRMO). The contractor shall perform DRMO functions, this includes but is not limited to; Turn-in of scrap metal, unserviceable hoses, tires, batteries, air ducts, etc., using DD Form 1348-1A, Issue Release/Receipt Document IAW AFI 32-7042, AFMCI 21-130, Ogden Air Logistics Center (OO-ALC) 23-102, Department of Defense Manual (DoDM) 4160.28 V1, V2, and V3.

2.6 Additional Program Requirements

2.6.1 Contractor Manpower Reporting The contractor shall report ALL contract labor hours (including subcontractor labor hours) required for performance of services into the System for Award Management (SAM) database no later than 31 October of each fiscal year (https://www.sam.gov). Reporting inputs will be for the labor executed during the PoP for each Government fiscal year (FY), which runs 1 October through 30 September. IAW title 10 United States Code sections 235 and 2330a.

2.6.2 Combating Trafficking in Persons. The contractor shall comply with Defense Federal Acquisition Regulation System (DFARS) Procedures, Guidance and Information (PGI) 222.1703 policy.

2.6.3 Shop Equipment. Any fixtures and/or equipment present in the AGE facilities at the beginning of the contract shall be in place and in good working order, with consideration for normal wear and tear, at the end of the contract performance period.

2.6.3.1 The contractor shall maintain shop equipment assigned to the contractor that does not require specific Operator Maintenance (OM), specific servicing inspections, or for which technical data does not exist, IAW TO 34-1-3.

2.6.3.2 Maintenance bays have some fixtures in place for use by the AGE contractor that are not listed as GFE (e.g. work benches, parts storage bins, parts washers, jack tester)

2.6.3.3 Office areas are fully furnished by the Government and include computers and computer accessories (e.g. keyboards, printers, etc.). The computers and networks are supported and inventoried by the respective Information Technology (IT) Help Desks at Hill AFB and AMARG.

2.6.4 Equipment Abuse. The contractor shall document equipment abuse apparently caused by the customer, which is not a result of normal wear and tear, on an Equipment Abuse letter. The contractor shall provide the letter IAW PWS paragraph 2.7.6.

2.6.4.1 Equipment Abuse. In cases of confirmed customer equipment abuse that results in damage to equipment, the contractor will be entitled to additional compensation as Over and Above to repair the damage. The contractor will notify the COR of the suspected abuse/damage and prepare a repair estimate on the modification form. The COR must review and approve the modification form prior to any repair work being performed.

2.6.5 In Commission Rate. The contractor shall maintain a 95% in-commission rate for AGE inventory items as listed by line items in Appendix D, Attachment 5.

2.6.6 Over & Above (O&A). The contractor shall perform Time Compliance Technical Orders (TCTO) maintenance and modifications using the designated O&A Contract Line Item Number (CLIN) when identified and approved by the Contracting Officer (CO). The contractor shall not start maintenance until the CO has directed work.

2.6.6.1 Time Compliance Technical Order (TCTO) Maintenance. The contractor shall accomplish maintenance actions IAW the TCTO when received from higher headquarters and approved in writing by the CO. The contractor shall change the status in MIS and order all parts not on-hand. When all material is received, the contractor shall perform the work and return the unit to service within the time specified in the TCTO. The contractor shall input completed TCTO information into REMIS.

2.6.6.2 Modifications. The contractor shall modify locally manufactured units when approved by the CO IAW HAFB and AMARG engineering requirements provided by the CO. The contractor shall change the status in the MIS and order all parts not on-hand.

2.6.6.3 Equipment Operational Necessity. The contractor shall not change equipment from its present configuration (form, fit, and function) without prior written approval by CO. Upon receipt of written approval, the contractor shall utilize parts from predetermined AGE identified in the approval letter to repair other AGE also identified in the approval letter.

2.6.6.4 One-Time Option. The contractor shall perform special work when it is in the best interest of the Government and approved by the CO. One-time option special work includes deleting items from MIS, removing stickers and placards from items, performing AGE overhauls, etc. AGE overhauls shall include, but are not limited to, the disassembly, cleaning, inspection, repair or replacement of parts or components and, once reassembled, will result in a “like-new” piece of equipment that is operationally functional and safe. The contractor shall perform the work using the designated CLIN(s).

2.6.6.5 Shipper Equipment. Contractor shall dispatch, perform PMI, perform NDI preparation as required, complete blast, repaint and stencil on Shipper Equipment (aircraft engine transport equipment that is temporarily on base in AMXG’s possession) that is due for maintenance while on HAFB. The estimated shipper workload is 80 actions per year. AMARG does not have shipper equipment.

2.7 Contractor Reporting

2.7.1 Red X Signature Roster (CDRL A001). The contractor shall utilize Red X as required IAW TO 00-20-1. The contractor shall provide a Red X Signature Roster of personnel who are qualified to sign off Red X equipment conditions to the COR within 30 calendar days of contract award and within 5 business days of any changes.

2.7.2 Resource Management and Staffing Plan (CDRL A002). The contractor shall provide the Resource Management and Staffing Plan IAW paragraph 3.2 with contract proposal and within 5 business days of any changes.

2.7.3 PMI Schedule Forecast Report (CDRL A003). The contractor shall provide a monthly report of all PMI scheduled during the upcoming month, organized by date of scheduled pick up. The report shall be sent to all affected Government organizations (AGE Monitors) by the 15th of the month prior to the first day of each month. The schedule shall include AGE identification number, nomenclature, NSN/part number, owning organization, performing organization, date of pick up, date of delivery, AGE Monitor name. The contractor shall verify AGE information against MIS are IAW TOs, work cards, engineering drawings, and/or other Government provided documentation. The contractor shall notify the COR of any discrepancies that need to be corrected IAW TO 00-5-1, TO 00-20-1, TO 00-20-2.

2.7.4 AGE Missing Report (CDRL A004). The contractor shall provide a monthly report to the COR (by the 5th business day of the month) of AGE identified as missing/past due for PMI. The report shall include identification number, nomenclature, owning organization, and status.

2.7.5 Parts Report (CDRL A005). The contractor shall provide a weekly (by Monday or the first business day of the week) parts report to the PM and COR. The report shall include identification number, nomenclature, work order number. The report shall also identify if parts were ordered through SBSS or locally purchased and include the date parts were ordered and received within the past week.

2.7.6 Equipment Abuse Report (CDRL A006). The contractor shall provide a report to the COR (as occurs) for AGE that appears to have been abused by the customer. The letter shall include identification number, nomenclature, AGE Monitor name and phone number, and reason for the equipment abuse letter.

2.7.7 Maintenance Timeframe Report (CDRL A007). The contractor shall provide a monthly report (by the 5th business day of the month) to the COR on the time it took to complete PMIs and unscheduled maintenance. The report shall include the number of items completed and the number of days from date received by contractor to MIS ‘COMP’ completion date or equivalent status date.

2.7.8 Quality Assessment Pass Rate Report (CDRL A008). The contractor shall provide a monthly report to the PM and COR no later than the 5th business day of the following month of the quality plan’s assessment pass rate of the previous months data. The report shall include number of items completed, number of items passed, number of items failed, percent pass rate, and deficiency.

2.7.9 Program Management Review (PMR) Meeting Minutes (CDRL A009). The contractor shall conduct formal PMRs which, at a minimum, shall address HAFB and AMARG: quality, timeframe, backlog, deferred statuses, training progress and concerns, Performance Assessment Report (PAR), Corrective Action Report (CAR) and Contractor Deficiency Reports (CDRs). PMRs shall be conducted with the Government at a facility on HAFB on a quarterly basis unless otherwise directed by the CO. The contractor shall provide a copy of the PMR meeting minutes and any documentation presented no later than the 5th business day after the PMR.

2.7.10 Government Furnished Facilities/Equipment (GFF/GFE) Inventory Report (CDRL A010). The contractor shall provide an annual report to the COR (by the 5th business day of May) of the GFE inventory. The report shall include identification number, nomenclature, status (e.g., accounted or not accounted and reason for missing items), date completed, and signature of person who accomplished the inventory.

2.7.11 Refusal Report (CDRL A011). The contractor shall provide a report to the COR (as occurs) of AGE refused to be picked up by the contractor due to unsafe AGE conditions and FOD issues IAW PWS paragraph 2.4.3.4.1. The report shall include ID number, nomenclature, owning organization, name of customer contacted, date contacted, and reason for refusal.

2.7.12 Lost Tool Report (CDRL A012). The contractor shall provide a lost tool report to the COR as occurs. The report shall include the identification number, nomenclature, and tool box number of the lost tool and what action was taken to find the tool and what action is planned to prevent losing the tool in the future.

2.7.13 Lost Badge Report (CDRL A013). The contractor shall provide a lost badge report to the COR and Group Security Manager (GSM) within one (1) day of loss. The report shall be on company letterhead, including employee name, social security number, and details of loss through the CO to the 75 SFS/S on HAFB and 355 SFS and AMARG Security Office on DMAFB.

2.7.14 Paint Report (CDRL A014). The contractor shall provide a monthly report to the COR for HAFB (by the 5th business day of the month) of AGE completed paint the previous month. The report shall include identification number, nomenclature, and date paint completed.

2.7.15 AGE “Deadline” Report (CDRL A015). If required at the task order level, the contractor shall provide a weekly report to the PM and COR each Monday of the following week (Tuesday if Monday is a Federal Holiday) of all AGE that is “Deadlined”. The report shall include: (1) AGE asset number; (2) nomenclature of part order; (3) requisition document number/Purchase Order (PO) number; (4) National Stock Number (NSN)/part number; (5) date the asset was “Deadlined”; (6) Estimated Delivery Date (EDD) of requisition/PO; (7) Work Order Number and (8) remarks column. The contractor shall ensure EDDs remain current, following up with the Standard Base Supply System (SBSS) on NSN items or vendors for local purchase items and annotate in the remarks column.

3.0 Contractor Information/Personnel

3.1 Program Management Plan (CDRL A016). The contractor shall provide a Program Management Plan with the contract proposal. The plan shall address the contractor’s approach to meet the requirements of this PWS.

3.1.1 Contract Manager. The contractor shall appoint a contract manager and alternate who shall be responsible for the performance of the work at both HAFB and AMARG locations.

3.1.1.1 The contractor shall provide a Contract Manager Appointment Letter (CDRL A017) which shall include the Names and 24-hour contact telephone numbers of the contract manager and the alternate contract manager to the CO within five (5) business days of contract award.

3.1.1.2 The contract manager and alternate shall have full contractual authority to obligate the contractor in the performance of this effort. The contract manager or alternate shall meet with the Government as designated by the CO.

3.1.1.3 The contract manager shall ensure a PMR is conducted with the Government IAW PWS paragraph 2.7.9.

3.1.1.4 The contract manager or alternate shall be available during normal duty hours and contingencies. The contractor shall notify the COR and CO within two (2) business days when changes to contract manager and alternate positions are made.

3.2 Staffing. The contractor shall provide a Resource Management and Staffing Plan (CDRL A002) to include both HAFB and AMARG on-site locations.

3.2.1 For each location, the contractor shall appoint a Production Manager (primary point of contact for daily operations at each location), Quality Control Manager, TO Librarian, HazMAT Manager, Hazardous Waste Site Manager, Resource Conservation and Recovery Act (RCRA) Manager, Air Quality Manager, Security Manager, Flight-line Driving Program Manager (FDPM), FOD Manager, Voluntary Protection Program (VPP) Manager, and Safety Manager to manage applicable programs in this PWS. The Quality Control Manager shall not be the same person as the Production Manager to preclude a conflict of interest. All other duties listed in this paragraph may be assigned to the same individual at their respective locations.

3.2.2 Resource Management and Staffing Plan submitted with contract proposal does not need to include specific appointees for each position listed in paragraph 3.2.1, but shall include them within 30 days of contract award. Updates shall be made IAW 2.7.2.

3.3 Identity and Appearance. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees, by company name and employee's name. Contractor employees shall identify themselves as contractors in all written, electronic and verbal communications.

3.4 Training. The contractor shall ensure all personnel are trained and certified on assigned duties and responsibilities.

3.4.1 General Training. The contractor shall maintain training records, provide documentation of training and certification (CDRL A018) to the COR within 30 calendar days of award or hire of a new employee. Specific general training areas are as follows:

3.4.1.1 Tool Training. The contractor shall accomplish tool control training on all personnel before the start of work and shall consist of the familiarization of Chapter 10b of AFI 21-101. Government-provided training material issued during the initial training phase of the contract shall be made available to all applicable employees.

3.4.1.2 FOD Training. The contractor shall contact the assigned project manager for scheduling of contractor personnel for required training. The project manager shall contact the training office, OO-ALC/OBHA to set up the training. The contractor shall provide copies of the training certificates to the COR and PM. These requirements apply to all contractor personnel throughout the life of the contract.

3.4.1.3 Hazardous Material (HazMAT) Training. The contractor shall complete Basic Hazardous Materials Management Process (HMMP) training (Course #587) prior to contractor personnel transporting or using any potential HazMAT. On AMARG, contractor personnel shall complete Resource Conservation and Recovery Act (RCRA) training prior to contractor personnel handling or disposing of RCRA hazardous waste. Refer to this PWS Appendix D, Attachment 2 – Training. Government Environmental Coordinators shall have access to all contractor employee training records for all employees who handle hazardous waste.

3.4.1.4 Computer Network Training. Contractor personnel shall receive documented Information Assurance Awareness Protection (IAAP) and Computer Network Defense (CND) training prior to receiving access to the network. Training required to obtain a network user license is standardized in the Total Force Awareness Computer-Based Training (CBT) course. Access the CBT on the Advanced Distributed Learning Service (ADLS) site via the AF Portal. Successful completion of this course satisfies the AF training requirement for a network user license. Additional user training may be developed locally to reflect local needs and concerns IAW AFI 33-115, Volume 2.

3.4.1.5 Operations Security (OPSEC) Training. Contractor personnel who have access to an AF Installation, facilities or critical information shall have OPSEC training IAW AFI 10-701. Refer to Appendix D, Attachment 2 – Training.

3.4.2 Voluntary Protection Program (VPP) Training. At Hill AFB, the contractor shall accomplish VPP training for all personnel and provide proof of training to the COR within 60 days of contract award and 3 business days of expiration of annual training or employee new-hire. (CDRL A019) Note: AMARG this requirement does not apply to AMARG.

3.4.3 Security Training. The Government shall provide the necessary HAFB, DMAFB, and AMARG specific training and or training materials to include but not limited to Control Access and OPSEC training. Course lengths and required recurring training are listed in Appendix D, Attachment 2 – Training. The contractor shall provide proof of completed security training (CDRL A020) within 30 calendar days of contract award and within three (3) business days of annual training expiration or employee new-hire. Ensure that new mandatory training is completed within timeframes designated by the AF.

3.4.3.1 All training must be completed prior to the issuance of any AF Form 1199, as well as any additional forms that may need completion. The contractor shall be responsible to ensure contractor personnel receive adequate training (e.g., safety, security). The contractor shall develop and maintain training and briefing records for all personnel attending contractor and Government furnished training and briefings and make records available to the COR and/or PM upon request.

3.4.4 Welding. Welders shall obtain OO-ALC Welding Certification and provide it to the COR and PM (CDRL A021) within 60 days of awarded contract or from start of employment.

3.4.5 Vehicle Training. The contractor shall provide proof of training, certification, and licensing for all individuals authorized for flight line driving and/or special purpose vehicles (CDRL A022) to the COR within 30 calendar days of contract award or from start of employment.

3.4.5.1 Vehicle Operators’ Training, Certifying and Licensing. Contractor personnel who are required to operate vehicles on the Flight-line shall be trained, certified and licensed to do so. The contractor is responsible for scheduling the training through 75 Operations Support Squadron (OSS) on HAFB and 366th Training Squadron, Detachment 7 and AMARG Vehicle Control Officer on DMAFB, with adequate lead time not to interfere with the contract schedule. Upon completion of the training, an AF Form 483, Certificate of Competency shall be issued by the Airfield Manager’s office, which certifies that the individual has been trained on Flight-line driving. This certification must be in the possession of the vehicle operator when driving on the Flight-line. The contractor shall designate a FDPM who shall provide training and certification to all required contractor personnel IAW AFI 13-213, Chapter 4.

3.4.5.2 Special Purpose Vehicle Training. The contractor shall ensure personnel are trained to operate special purpose vehicles. These vehicles include, but are not limited to, tugs, forklifts, towing equipment, bomb lifts and remote aircraft movers.

3.5 US Citizens. Contractor personnel must be United States citizens, and shall comply with all Government security policies and regulatory requirements. All contractor personnel must obtain at least a favorable clearance.

3.6 Conflict of Interest. The contractor shall not assign to the contract any person including any employee of the US Government if employing that person would create a conflict of interest under any law, regulation or policy of the US Government. Additionally, the contractor shall not assign to the contract any person who is an employee of the Department of the Air Force (DAF), either military or civilian, unless such person seeks and receives approval according to DoD Directive 5500.7-R and any other applicable regulation or policy of the DAF or its subordinate commands, as applicable, including Air Force Material Command (AFMC).

3.7 Emergency Treatment. The contractor shall provide necessary treatment for contractor employees requiring emergency treatment or medication for acute medical conditions. The on-base medical facility may not be able to treat contractor employees, but in the event treatment is provided by the on-base medical facilities, the contractor shall compensate the Government.

3.8 Privacy Act. The contractor shall ensure that all employees both understand and adhere to the Privacy Act of 1974, 5 U.S.C. 552a IAW AFI 33-332.

3.9 Labor Laws. The contractor shall adhere to all Department of Labor Laws (e.g. required minimum wages, lunch breaks).

3.10 Data Rights. The contractor shall be responsible for creating, maintaining, and disposing of Government required records (e.g., quality inspection system records, training certificates). The contractor shall allow the Government unlimited access to all workload records and data.

4.0 Tool Control

4.1 Tool Requirements. The contractor shall be responsible for controlling tools IAW AFI 21-101.

4.1.1 Tool Marking/Identification. Contractor provided tools shall be marked with an identification number consisting of the first initial of the last name and four digits the contractor assigned to the employee. The contractor shall provide a list of tool identification numbers to the COR within 30 calendar days of contract award (CDRL A023) and within 10 days of any changes to the list. The same marking and identification requirements apply to employee supplied tools. Additionally, tools requiring calibration shall be calibrated and documented as required IAW PWS paragraph 12.

4.2 Tool Security. Contractor personnel shall secure tools when the work area is unattended, inventory and inspect tools daily, replace worn or broken tools as…
