All Attachments will be counted against page limitations when applicable.

b. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and RFP number in the header or footer.

c. Page limitations are identified for each Volume/Section of the proposal in Table 1, below, and will be treated as maximums. Please be advised that any exception, deviation, or request for waiver from the instructions provided in Section L, or any other section, of this solicitation may render an offeror’s proposal unacceptable and ineligible for award.

If the offeror finds it necessary to take any exception, deviation, or request a waiver to any of the requirements specified in this solicitation, the offeror shall clearly identify the applicable Volume and the exception, deviation, or request for waiver with a complete explanation of why the exception, deviation, or request for waiver was taken, what benefit accrues to the Government (if any), and its impact (if any) on the performance, schedule, cost, and specific requirements of the solicitation. Each exception, deviation and/or request for waiver shall be specifically related to each paragraph and specific part of the solicitation to which the exception is taken. In consideration of these limitations, applying default continuous line numbering satisfies the line numbering requirement. The requirement for line numbers DOES NOT apply to Volume IV, Attachment 5, Pricing Workbook. In the event the offeror creates an ambiguity in their numbering of pages, the Government may exercise its own discretion in counting pages.

6.. Indexing. Each volume submitted by the Offeror shall contain the information included in Table 3, Additional indices (e.g., Table of Figures), where applicable, may be included by the Offeror for ease of reference.

8. Compliance. Attempts to circumvent the intent of these limitations (condensed printing, oversize paper, extensive or unnecessary use of large foldouts, utilizing the incorrect volume to submit additional information, or other similar actions) may result in removal of such material from the proposal and its exclusion from the evaluation.

10. Content Requirement. Offerors shall be limited to one proposal for this Solicitation. No alternate proposal(s) will be accepted. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this acquisition. Offerors shall carefully follow the instructions contained herein to assure timely and equitable evaluation, and to avoid exclusion from further consideration. Organization, clarity, accuracy of information, and relevance are of prime importance. The proposals shall provide sufficient detail and scope to permit the Government to evaluate the information in accordance with the evaluation factors.

12. In response to this solicitation, offerors shall confine the proposal to the Government to essential matters sufficient to define the offer, which will provide an adequate basis for evaluation. Likewise, offerors are cautioned against using general, vague, or unsubstantiated statements, that prevent or render difficulty to the Government’s evaluation. Statements such as, “will comply,” or “noted and understood” without supporting discussion to define compliance are not acceptable. Further, proposals that fail to provide the required information or approach to meeting the solicitation’s requirements, are not acceptable and may render the offeror unsuitable for award. The Government will not assume that an offeror possesses any capability, understanding, or commitment that is not specifically delineated and supported in its respective proposal. An offeror who was or is an incumbent or a subcontractor for an incumbent for any of the previous contracts is still required to demonstrate in its proposal that the offeror meets the requirements stated in this solicitation. An offeror shall not, based upon the offeror’s incumbency, presume the Government’s knowledge regarding its performance, corporate experience, skills, or any other aspect which is not specifically provided in the offeror’s proposal.

All information shall be confined to the appropriate volume. As identified in Table 3, refer to the applicable requirements for the Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the volume. Proprietary information shall be clearly marked.

13. Any assumptions stated by the offeror has to be clearly stated and will not be accepted by the Government unless the Government accepts at the time of submission or before award of the contract. Any silence by the Government means the assumption has been rejected unless accepted in negotiation or accepted by the Government before award.

14. Any offeror is allowed to provide discounted prices provided it is clear that an accurate and real discount is being offered. Any inaccurate or misleading discount may be grounds for the proposal to be deemed non-compliant and ineligible.
