About this file

This document is a comprehensive specifications manual and bid document for the EHRM Infrastructure Upgrades Construction Project at the Great Lakes Consolidated Mail Outpatient Pharmacy (CMOP) in Hines, Illinois (Project 765-24-700). The specifications establish detailed requirements for a complex renovation project encompassing electrical infrastructure upgrades, server room reconstruction, telecommunications infrastructure improvements, fire suppression integration, and hazardous materials assessment and abatement.

Key project requirements include: provision of two new UPS units for redundant power systems, installation of redundant power busway systems, upgrade of electrical distribution infrastructure, complete server room renovation including HVAC, lighting, power devices, and electrostatic dissipative flooring, relocation of servers from existing Room C1080 to new Room C1060A, upgrade of communications infrastructure to Cat 6A cabling with fiber backbone improvements, implementation of NEPA and hazardous materials assessments, provision of commissioning agent services, life safety and fire protection design modifications, and development of infection control risk assessment (ICRA) plans. The project is structured in four phased construction sequences designed to maintain CMOP operations (24/7) throughout execution. Critical requirements address security procedures, occupant notification, utility service interruption coordination, asbestos roofing abatement (estimated 500-750 square feet), lead-based paint removal, structural steel framing with welded connections, thermal insulation, firestopping, joint sealants, hollow metal doors and frames, door hardware with master keying systems, gypsum board installation, resilient tile flooring (ESD tiles specified), painting, and comprehensive quality control and commissioning protocols. The contractor must comply with all OSHA construction standards, maintain a certified Site Safety and Health Officer on-site, perform continuous air and personnel monitoring for hazardous materials abatement, and provide detailed warranty management including four and nine-month post-occupancy inspections. This SDVOSB set-aside project is estimated at $10,000,000 to $20,000,000 with NAICS Code 236220 and PSC Code Y1BG.

Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to COR and Contractor, as follows:

Phase 1A:

• CMOP to remove all equipment and furniture from the area of work in Hardware Storage (C1061), including but not limited to, the storage racks on the plan west side of the wall scheduled for demolition.

• Install ICRA barriers according to the ICRA plan and matrix for Phase 1A on sheet G-602.

• Construct new demising firewall between Hardware Storage

(C1061) and new Server Room (C1060A). Complete all work in

Hardware Storage (C1061), as shown on drawings, to provide finished space for CMOP use.

• After COR approval, reposition ICRA barrier according to the ICRA plan and matrix for phases 1B through 4 on sheet

G-602. Release Hardware Storage (C1061) for CMOP use.

Phase 1B:

Demolition:

01 00 00 -10

• Concurrently, existing Rooms C1060A and C1060B and their appurtenances, as indicated in the construction documents, shall be demolished, including but not limited to removal of existing ACT ceiling, light fixtures, electrical panels, existing UPS components, CRAC units, diffusers, and all related equipment, floor finishes and base, doors, frames, hardware sets, sills and jambs, and removal of existing demising wall between Hardware Storage (C1061) and existing rooms C1060A and C1060B. (See demolition sheets for all disciplines).

New Work:

• After the demolition of existing rooms C1060A and C1060B and their appurtenances, as indicated in the construction documents, they shall be combined as Server Room (C1060A) and the new data center shall be constructed within Server

Room (C1060A).

• Finish construction of new firewall separating Hardware

Storage (C1061) and new Server Room (C1060A).

• Construct new metal stud in-fill walls as indicated on new work plans.

• Install new doors, frames, hardware sets, sills and jambs

(see door schedule).

• Repair and finish new and existing walls to match existing finishes.

• Patch/fill any holes in floor slab as required prior to installing new ESD floor tile, and base.

• Install and paint fire-rated plywood backboard for service provider/security/video equipment around new Server Room

(C1060A) walls as needed to accommodate new equipment mounted on them.

01 00 00 -11

• Install all new electrical, mechanical, and telecommunications equipment per drawings.

• During this phase, the new telecommunications primary and redundant backbone pathways shall be installed from the new data center (C1060A) to the new Telecommunications

Enclosures (TE), existing Telecommunications Rooms (TR), and existing DEMARC rooms (RM. 137 & RM. 138).

Phase 1C:

• Once the new Server Room (C1060A) is completed as per Phase

1B, a temporary fiber backbone connection is required between the new Server Room (C1060A) and the existing

Server Room (C1085).

• (1) Primary 72-strand OM4 multi-mode fiber optic cable and

(1) 24-strand OS1a single-mode fiber optic cable shall be routed from the new data center (C1060A) to the existing server room (C1085). (1) Redundant 72-strand OM4 multi-mode fiber optic cable and (1) 24-strand OS1a single-mode fiber optic cable shall be routed from the new data center
