About this file

This document is a COR (Contracting Officer's Representative) briefing presentation for the EHRM Infrastructure Upgrades project at Great Lakes CMOP in Hines, Illinois (Project 765-24-700).

The project supports VA EHR Modernization through electrical, telecom, and data center upgrades including fiber backbone and server room rebuild at an active CMOP facility. The work is organized into four phased stages: Phase 1 establishes temporary infrastructure with temporary fiber backbone and redundant pathways; Phase 2 begins system migration onto temporary backbone and selective demolition of mechanical, electrical, and server room components; Phase 3 constructs permanent infrastructure including new server room/data center with UPS systems, power distribution, CRAC cooling, and permanent fiber backbone; Phase 4 performs final cutover from temporary to permanent infrastructure and decommissions obsolete equipment. The temporary fiber backbone utilizes OM4 multimode and OS1 singlemode fiber with primary and redundant pathways critical to operations continuity. The presentation includes architectural and mechanical plans showing server room demolition and rebuild, mechanical systems upgrades, and ceiling coordination details. Key risk areas include critical system redundancy (2N UPS, redundant power distribution, panelboard upgrades), site constraints (active healthcare production environment, infection control requirements, dust containment, maintained staff access), and execution constraints (no unplanned outages, strict trade coordination, limited work hours, advance shutdown notice). Contractor expectations include field condition validation, detailed phasing planning, cross-trade coordination, and mission-critical project experience. Key dates include Questions Due: April 7, 2026 @ 1pm EST; Answers posted to SAM: April 14, 2026; and Suspense Date: April 30, 2026 @ 2pm EST.

EHRM Infrastructure Upgrades Great Lakes CMOP – Hines, IL

Project 765-24-700 COR Briefing – Site Visit Includes Phasing, Server Room, and Infrastructure

Upgrades

Project Overview Supports VA EHR Modernization Electrical, telecom, and data center upgrades Fiber backbone and server room rebuild Active CMOP facility

Phasing Strategy (G-101)

Phase 1 Enable the Transition (Temporary Infrastructure) •Install temporary fiber backbone •Establish redundant pathways

•Prepare environment for migration

•Begin early demo where safe

Phase 2 Begin Migration + Initial Demo •Start migrating systems onto temporary backbone

•Begin selective demolition (mechanical, electrical, server room prep)

•Coordinate with OIT for early cutovers

Phase 3 Build the New Permanent Infrastructure •Construct new server room / data center

•Install: UPS systems, Power distribution, CRAC and cooling, Permanent fiber backbone

•Continue phased work around active operation

Phase 4 Final Cutover + Decommission •Migrate systems from temporary → permanent infrastructure

•Decommission:

Temporary fiber and old equipment

•Final testing and commissioning

Phasing Strategy (G-101)

Temporary Fiber Backbone From Phase 1C:

OM4 (Multimode) and OS1 (Singlemode) fiber Primary and redundant pathways Supports live migration Critical to operations continuity
