About this file

This Statement of Work (SOW) details maintenance requirements for the Soil Climate Analysis Network (SCAN) operated by the USDA National Resources Conservation Service (NRCS) National Water and Climate Center. The network currently comprises 213 stations across the U.S., including Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands, with an emerging focus on Tribal SCAN (TSCAN) stations on tribal agricultural lands. SCAN stations collect critical hourly data on soil moisture, soil temperature, air temperature, humidity, solar radiation, wind conditions, and precipitation, utilizing towers with sensors, electronics boxes, and soil probes powered by solar panels and 12-volt batteries.

The SOW outlines comprehensive maintenance requirements for 2026, including site visits, sensor replacements, equipment calibration, and documentation. Contractors must have technicians with at least ten years of experience in electronic equipment maintenance, Campbell Scientific datalogger expertise, and ability to work in extreme environmental conditions. Key technical requirements include installing cross-arms, replacing sensors, checking equipment functionality, verifying sensor levels and orientations, and completing detailed site visit reports using ArcGIS Survey123. The maintenance process involves precise scheduling, with specific maintenance windows for different regional site clusters between January and December 2026, emphasizing the network's importance for agricultural practices, precision agriculture, and climate analysis.

Statement of Work (SOW) for

Project: Soil Climate Analysis Network (SCAN) Maintenance

GENERAL INFORMATION

1.0 Scope: The United States Department of Agriculture (USDA) National Resources Conservation Service (NRCS) National Water and Climate Center (NWCC) operates and maintains the Soil Climate Analysis Network (SCAN) stations across the U.S., including Alaska, Hawaii, Puerto Rico and the U.S. Virgin Islands, with a focus on U.S. agricultural areas.

Currently, there are 213 SCAN stations that provide soil and climatic data in near real-time that are used for agricultural practices and climate analysis. In addition to the SCAN stations, the agency is currently involved with assisting tribes in the installation of Tribal SCAN (TSCAN) stations on lands across the U.S., focused on agricultural lands situated on Tribal lands in the U.S.

SCAN is an essential tool for assessing climatic conditions, carrying out precision agriculture and drought mitigation. The Under Secretary for USDA held a workshop in January 2020 to bring together other federal agencies in supporting SCAN as a tool with multiple applications that fits in with mission priorities. The network has generated widespread interest across government agencies, and the data provides a unique representation of local, regional and national soil characterizations and hydrology. To accurately assess conditions, a long-term record is required for each site that spans decades, and therefore it is critical to properly maintain the current network while expanding the number of stations in areas with sparse data coverage.

2.0 Background: SCAN data collection station sites collect hourly information on soil moisture content and soil temperature at standard depths (2, 4, 8, 20, and 40 inches), air temperature, relative humidity, solar radiation, wind speed/ direction and liquid precipitation. Each station consists of a tower (typically 20 ft high), electronics box and soil probes. The sites utilize sensors for data collection and use primarily Cellular Telemetry, but in some cases, satellite transmitters are used. Sites are powered by 12-volt batteries that are charged by solar panels. Each site requires annual maintenance which includes changing out certain site components, maintaining site vegetation and making minor repairs. There are some sites that may require significant repairs that will require specialized experience and expertise related to electronics and the physical ability to climb towers and handle heavy and awkward loads (e.g., batteries, antennas, and solar panels).

SCAN is the largest comprehensive soil moisture monitoring network in existence and the only broad-scale network established with the purpose of collecting soil climate (temperature and moisture) data. There are many requests for new SCAN stations all the time from federal partners and the NRCS States across the U.S. In addition, there are guidelines set down by the Chief of NRCS as outlined in National Instruction 450-303-NI, 1st Ed., Amend. 1, Mar 2018) 303-1 – Guidance on Soil Climate Analysis Network (SCAN) Station Investment related to external requests for new SCAN stations.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: The Contractor shall perform all duties as prescribed in the SCAN site punch list to the standards defined by the SCAN Maintenance Manual.

4.0 Government Furnished: All SCAN Site components and replacement parts will be provided by the government. Field verification devices will also be provided by the government.

5.0 Deliverables / Schedule:

A pre-performance meeting is required within 21 days of award and NLT the 3rd week of October 2025, to discuss the finer details on the statement of work and coordinate any additional purchases that may be a result of this further examination. This ensures that initial coordination and logistics planning can occur with enough time to then furnish the components that the Government provides as part of this work.

Calibration and furnishing of components for the required maintenance begins within 60 days of award, NLT the 1st week of November 2025, and continues through the performance period as work is completed and as components for calibration are returned from the field. The Government calibrates and provides components on a rotational basis as the cost of each unit is significant.

Logistics coordination meeting to occur within 30 days of award and NLT the last week of November 2025 to lay out transfer of tools and GFE, whether by shipment or pickup, negotiation of supply and inventory shipping and locations for the staging of equipment.

Pre-trip planning report. A separate logistics meeting is then required at least one month prior to work being accomplished in each region as described in the 2026 SCAN Maintenance Contract Punchlist (attachment). The first round of work will begin in January 2026 with an initial coordination meeting to occur NLT the 1st week of December 2025. Components are distributed to the appropriate staging area for the sites being supported during that round of work.

Two weeks prior to scheduled work and NLT the 2nd week of December 2025, contractor must reach out to SCAN staff for an updated sensor malfunction list and confirm maintenance schedule or provide updates (if any).

Between 30 days and two weeks prior to scheduled work and NLT the 2nd week of December 2025, contractors must initiate communication with local points of contact such as farmer cooperators, project managers, and NRCS field offices to coordinate site access.

Pre-Trip Planning

1. Site Location Information Most stations are located on Government or university property; however, some stations are located on private land. GPS Required.

2. IMPORTANT: Always contact the landowner prior to going to the SCAN station location.
