Statement of Work

Repair of multi-purpose range

Bulboaca Peace Operations Training Center (POTC), Moldova

August 17, 2023

1. Purpose:

This Statement of Work defines requirements for the repair of a multi-purpose range at the

Bulboaca Peace Operations Training Center (POTC), where the Government of Moldova holds

United Nations (UN) peacekeeping-related training.

2. Background:

a. The Moldovan Army Range Complex at Bulboaca was upgraded between 2013 to 2015 with the final acceptance inspection occurring in November 2015. The project included:

i. design, redesign, and construction of a 900-meter multipurpose maneuver range using previously procured Excess Defense Article (EDA) pop-up targets

ii. redesign and construction of a 300-meter small arms static range using stationary standup E-type silhouettes; and

iii. enhancement of the range access road in several locations on the complex

b. The original design for the upgrade project (specifically the 900-meter multipurpose range) was developed by the United States Army Garrison Grafenwoehr, Germany, Joint Multinational

Readiness Center and Navy Facilities Engineering Systems Command/Europe Africa Central

(NAVFAC/EURAFCENT).

c. The primary concern at the Bulboaca Range complex is the 900-meter multipurpose range power (high voltage) and signal (low voltage) cable system and included electrical distribution, transformer, transformer junctions and the pop-up trajectory junction boxes (voltage/signal).

Additionally, there are several ‘Infantry Target Mech Palletized’ (pop-up target) systems that are inoperable and transistors that control target sequencing in the range tower have blown, possibly because of overloaded circuits.

d. During the redesign upgrade, the contractor delivered and installed ‘plastic sheathed cable’

(per specifications NYM-J 3 x 1.5s mm) which was buried 1-meter deep, but the contractor did not install the required cable duct/pipe ducts. At each of the personal and vehicle concrete target pits there is “corrugated tube pipe” running from the concrete pit to the lifter junction boxes

(voltage and signal), but it does not extend into the buried plastic sheathed cabling in the ground.

Buried cable 500-meter target line from junction box LVPP2 and 100-meter target line.

Example corrugated tube pipe (L) and cable duct pipe (R).

e. The 900-meter multipurpose range has seven (7) individual target lines between 100 to 900-meters and six (6) vehicle target placement positions (left side of layout) between 300 to 900-meters as shown in the below diagram. The diagram below also shows: (1) the national electric junction where power is brought in from the national grid; (2) the range tower; (3) the transformer prefabricated building; and (4) the four (4) transformer junction boxes that distribute high voltage power cabling to multiple target lines.

f. The 900-meter range surface danger zone (SDZ) runs generally on a 120° (east) azimuth. The target array was designed to account for the undulating terrain beginning at approximately 400-meters running south/east on approximately 150°, out beyond the 900-meter line.

g. The range tower transfer box has a total of sixteen (16) transistor control circuits, but only thirteen (13) are currently attached inside the panel box (see pictures below). Preliminary investigation raised the question about the compatibility of the installed transistors with the electrical current available at the range (U.S. vs European standards).

h. An electrical panel in the range tower has short-circuited, possibly caused from a lack of circuit breakers.

3. Work Execution

The construction program shall be carried out in a planned and progressive manner. Activities shall be sequentially planned by the Contractor, and that plan shall be approved by the COR prior to commencement of the project. No work shall be initiated that contradicts the project plan. No work shall be performed without necessary protection from the elements. No work shall be performed that creates a safety hazard or creates unnecessary risk of damage to other work elements. Any change to the work plan must be approved by the COR.

The Contractor shall provide a networked construction schedule in Microsoft Project (MPP) format. All work shall be detailed with the date of performance and delivery. The Contractor shall submit a baseline schedule for approval by the COR prior to the Notice to

Proceed. Progress schedule updates shall be submitted monthly as part of the pay requisition by the contractor to the Government. All schedules will be subjected to review by the COR and by

Government technical staff.

4. Scope of Work

a. The contractor shall plan, resource, design, supervise, and execute the repair of the electrical system at the Bulboaca POTC in Moldova. The contractor shall verify that all components of the refurbished system are compatible with the locally available current and will operate as intended with available power. All new and existing components are to be compatible with each other and will be tested together, along with power supply cabling as a fully integrated system. Full functionality is to be restored to all target areas and all control equipment and all work must be in compliance with the applicable country building codes and regulations.

b. The contractor shall disconnect all existing voltage & signal cables from existing concrete target pits and dig/lay Class II ‘black’ ducting pipes at least 5.9” (150mm) in 19.7’ (6-meter) lengths from the transformer to the four (4) transformer junction boxes and onward to all fifty

(50) personal concrete target pits and the six (6) vehicle concrete target pits. Voltage and signal cables shall be distinguished by differing colors for future maintenance requirements.

c. The contractor shall install new voltage and signal cabling to each personal and vehicle target pit and shall test all target pit junction boxes for serviceability. Faulty junction boxes and rubber weather guards that cover the target junction boxes shall be replaced if required.

d. The contractor shall replace:

i. all electrical wiring in the range tower panel box and add circuit breakers; and

ii. all fifteen (15) transistors in the panel box within the range control tower.

e. The Contractor shall coordinate with Moldovan officials and facilitate the procurement and delivery of equipment and supplies as required to complete all tasks. Local purchase of materials and procurement of equipment & related services is authorized. The Bulboaca

POTC will provide space for both temporary facilities and a material storage area. Actual locations will be discussed and determined during the post award site coordination.

f. The contractor shall run electrical lines from existing camp power sources to all range components requiring electrical power at the POTC using their own transformer. The electrical design must be able to be maintained by local electricians.

5. Invoice Instructions

a. In accordance with the Office of Management and Budget's Memo (M-15-19), the

Department of State is implementing electronic invoice submission and approval for all appropriate procurements. The Contractor/Vendor is required to submit all invoices through the

Department of Treasury’s online Invoice Processing Platform (IPP). The invoice instructions and invoice address code to use IPP is located at https://www.ipp.gov/.

b. All submitted invoices shall be in English. All backup documentation shall be either in

English or accompanied by a substantive translation with an affidavit of accuracy signed by the translator.

c. The United States Dollar (USD) is the currency for all values, rates, costs, prices, etc., specified in this task order and all related documents. All submitted invoices shall be in USD.

When submitting backup documentation in other currencies, the Contractor/Vendor shall provide sufficient documentation to support the currency conversion from the currency of payment to

USD, to include the applicable exchange rate for the day the cost was incurred.

d. If the Government determines an invoice improper, the invoice is considered rejected, and the Contractor/Vendor will be promptly notified in writing. In such notification, the Government will identify the reasons for rejection. If the Contractor/Vendor decides to resubmit the invoice, it shall resubmit it within 60 calendar days of receipt of the rejection notification under the same invoice number but adding “REV_” to the number to indicate the revision. Each revision for a given billing period shall be marked sequentially (e.g., REV1, REV2, REV3, etc.) and submitted within 60 calendar days of receipt of the applicable rejection notification. Each revision shall include the Government’s reasons for rejecting the invoice, the Contractor/Vendor respective responses, and adequate information and/or documentation.
