Project Title 35 foot Crew Boat for Chugach NF
General Information
1.0 Background and Purpose
Vessel will be used in Prince William Sound, Alaska, and based in Cordova, Alaska. Boat travels to Whittier, Chenega Bay, Tatitlik, and Valdez, and completes boat-based trips up to 11 days in length with crew sleeping aboard facilitating up to five people. Vessel operates from April through October, operating in seas of 0-6', but predominately in seas of 0-4'.
Contractor Requirements
2.0 Technical Requirements / Tasks
Vessel is used to transport crew and gear to work sites, transporting gear payloads up to 4000 lbs.
The vessel will also be used for SCUBA diving at times. Aluminum single deep-V hull vessel 35 foot with a 11-foot wide beam, inboard diesel engines or outboard engines. Aluminum or galvanized steel trailer to be included in package.
Accessibility: Cordova is a small fishing community situated on the southeast shore of the Prince William Sound in southcentral Alaska. There are no road systems connected to Cordova. Cordova is accessible by commercial airflight, state operated ferry and commercial barging services.
3.0 Salient Characteristics.
Size:
1. Boat should be of commercial grade construction, hull seams welded 100% inside and out.
2. Length- 35 foot
3. Beam- 11 foot at waterline
4. Deep V hull, deadrise aft not less than 12 degrees. Deadrise forward varies by design and can be from 24-40+ degrees.
5. .250” Aluminum (5086) hull on bottom, sides constructed of .190” aluminum (5086), minimum
36” gunwale height around rear deck
6. Forward facing windows shall be forward leaning at top of window. 360-degree visibility from helm.
7. Four individual sleeping bunks in the bow of the vessel- minimum 6 ft 6in in length, plus one at the dining area for a total of 5 bunks.
8. Open rear deck with minimum 10 feet of space lengthwise bow to stern (for loading of inflated
13 ft zodiac or 8’-16’ lumber) and a minimum 9 feet side to side.
9. Storage in rear deck hold with large hatch access- 4ft x 4ft hatch or similar
10. Vessel shall have a minimum gear/payload of 4000 lbs.
11. Vessel shall have a minimum 300-mile range
12. Operating (cruising) speed between 22-27 knots
13. Hydraulic anchor winch and hydraulic lifting davit with main hydraulic controls mounted at aft exterior cabin bulkhead. Valve control for speed and valve selection between anchor winch and davit, and davit control mounted at aft exterior cabin bulkhead location. Anchor winch control mounted next to anchor winch at bow.
14. Boat trailer must also have a galvanized steel or aluminum I-Beam construction. Triple-axle trailer of the correct size weight rating with side guide bunks/uprights.
15. Boat shall be built to meet USCG regulations and American Boat and Yacht Council standards.
Engines:
16. Option item: Twin inboard diesels engines, 350-400 hp each with appropriately sized stern drive lower units. Throttle controls located at helm. (Ex. Yanmar 6LY400 series, Volvo D6- 400/435 series, Lugger L1276A series, MTU, etc.). Installed with enough open space around engines to perform required maintenance
a. Option item: Dual Yamaha 425 hp outboard with digital instrument panels and throttle controls.
17. Instrument panel for each engine to include tachometer, hour meter, engine temp, fuel level (for each tank), voltmeter, trim tab gauges mounted at helm.
18. Stainless steel propellers of appropriate size- 2 normal rotation, 2 counter-rotating. Spare propellers for each outdrive shall be mounted under rear deck not on the bottom centerline of the hull but off to the side(s). Mounting location of spare propellers so as not to be sitting in bilge water.
19. Bow thruster (12-volt electric) of appropriate size for vessel, with controls mounted at helm.
20. Engine compartment (if equipped) shall be a separate compartment from other below deck compartments.
Fuel Tanks:
1. Minimum 350-gallon fuel capacity.
2. Fuel/ water filters of appropriate size for each fuel tank and fuel type- minimum of 2 filter units per engine.
3. Fuel cutoff valves for each tank-engines capable of using one tank, multiple, or all tanks while operating.
4. All fuel tanks vented a minimum of 16 inches above rear deck. Fuel vent lines shall have an anti-water ingestion valve vent fitting.
5. Tank fuel filler valves with stainless-steel caps (1 ¾” filler opening- 2” in diameter cap or larger). Fuel filler valve location should not be under any drip edge or in a location that pools water at filler opening.
Batteries:
1. A quantity of four (4) to six (6) 12-volt deep/ cycle marine batteries with sufficient cold cranking amps/ reserve/ amps to power all systems on the boat.
2. Master battery shutoff switch for all batteries.
3. Shutoff switches for each battery bank, with selectable control for off, 1, 2, or all batteries.
4. Battery management system such as Blue Seas ML-ACR or equivalent with remote control switches mounted in cabin near helm.
5. Capability to use all batteries to start engines.
6. Battery banks labeled for what they power- ex, House, Main engine 1, main engine 2, etc.
Interior:
1. Four individual sleeping bunks in the bow of the vessel, with a fifth bunk at a dinette table that can be converted into a bunk. The four forward bunks minimum of 6 feet 6 inches to accommodate taller crew members.
2. Interior cabin height needs to be a minimum of 6 feet 6 inches. Cabin door needs to be a minimum of 6 feet in height.
3. Light for each bunk- LED red/ white stainless (4 total).
4. Upholstered cushions for all bunks and dinette seating.
5. Marine carpeting on side walls of interior.
6. Marine carpet or plastic covered cabin ceiling/ headliner on interior cabin.
7. Removeable heavy duty carpet mats for interior floor. Mats to be located at helm, copilots chair, under dinette, in v-berth, in isle way inside of cabin.
8. Non-skid paint or non-skid adhesive on cabin floor.
9. Enclosed marine head with shower option and 10-20 gallon holding tank for marine head.
Marine head holding tank shall have some means of emptying/ removal (discharge pump or portable/removable tank). Require discharge pump.
10. Marine sink in galley- large 1 or 2 basin stainless steel sink (size 24”-28” w x 17”-20” L x 10”- 12” d), with water pump on/ off breaker switch on helm 12-volt DC panel.
11. Propane stainless steel marine oven and stove with 3-4 burner stovetop, with electronic safety cutoff switch and alarm. Master switch mounted on DC breaker panel at or near helm.
Aluminum 20 lb. propane cylinder (vertical) mounted at exterior of cabin bulkhead with regulator/ pressure gage. Tank enclosed in aluminum box with removable lid at deck level if necessary.
12. Electric 120v AC/12v DC refrigerator (size 30”-36” h x 21”-24” w in size), with on/ off breaker switch at helm.
13. 120–150-gallon freshwater or drinking water tank with electric water pump and drain valve.
Tank should be plumbed to sink, marine head, shower, and hot water heater. Water pump on/ off 12v DC breaker switch mounted at or near helm.
14. 10-15-gallon stainless steel hot water heater. 120v AC/12v DC operation or passive heating from engine cooling system. Water heater on/ off breaker switches mounted at or near helm.
15. Galley storage or drawers. If possible, would include 6 drawers and 2-3 large cubbies. Storage areas should accommodate pots, pans, and dishes for 4-5 people and food for up to 10 days.
16. Dinette table with seating for a minimum of 4 people. Can be “C” or “U” shaped, with ability to use as a sleeping bunk with a minimum length of 6 feet.
17. Storage under footing area of dinette table if there is space available.
18. Captain’s chair with suspension and armrests, plus secondary suspension chair for lookout/ copilot seating. Shockwave S2 mid back, Shoks, or similar. Captain’s chair should have fore-and-aft adjustability.
19. Stainless steel LED red/ white lighting throughout interior, minimum of 6 lights in main cabin area. One above helm, front seat, above galley, above dinette. Additional led lights in engine compartment (if equipped) and any under-deck areas. Stainless LED red/ white light at each bunk (4 total). Master interior lighting breaker switch mounted at or near helm. Additional lighting (under-deck storage, etc.) control breaker switches mounted at or near helm.
20. Carbon monoxide and smoke detectors installed inside cabin. Smoke and CO detectors should meet OSHA, EPA, and ABYC standards. Units must be of the type that can be re-certified annually.
21. 12-volt diesel marine cabin heater (Espar or similar) with installed ducting and vents throughout cabin. Ducting should also be routed to forward facing windows in cabin. Duct vents located throughout cabin- forward bunk area (2), galley (1), dinette (1-2), head (1), forward windows (2). Cabin heater shall be plumbed to a diesel fuel tank. Cabin heater shall also have fuel filter located between tank and heater unit. Cabin heater breaker switch mounted at or near helm on 12-volt DC breaker panel. Temperature control switch mounted near helm.
22. Defroster fans for each forward-facing window (3 total). Defroster fans shall have on/ off switches integrated into them, but master breaker switch mounted at or near helm on 12-volt DC breaker panel.
23. Minimum of two (2) - 2000 gph bilge pumps mounted in bottom of hull with auto/ manual/ off switches mounted at helm. At least one bilge pump per compartment if bilge is sectioned by bulkheads.
24. Garmin chartplotters/ Multi-Function Displays, touchscreen control with radar, GPS, and transducer controls mounted at helm. Radome and GPS sensor mounted on radar arch above cabin. Radar should have minimum 18 NM range. Transducer should have a minimum depth range of 1000 feet. Chartplotter screen size minimum 12 inches. Two chartplotters. Garmin GPSMAP 8612. Transducer should be mounted on an external aluminum bracket at stern of vessel.
25. Marine VHF radio mounted at helm with antenna mounted on radar arch and exterior loud hailer mounted on underside of radar arch or where space is available. Antenna and loud hailer shall be mounted using stainless steel hardware.
26. Space at helm to mount USFS radio (provided) on independent 12-volt DC breaker switch.
Antenna to be mounted on radar arch with stainless steel hardware.
27. Illuminated navigation compass mounted at helm with on/off switch mounted near helm on 12-volt DC breaker panel. Can be wired into navigation light circuit if necessary.
28. Interior cabin shall have grab handles at various locations in cabin for rough seas. Grab handles may be incorporated into existing design.
29. Hydraulic system master breaker switch mounted at helm on 12-volt DC circuit breaker panel.
Electrical:
1. Complete 12-volt DC marine circuit Blue Seas breaker panel with labeled switches to include 4-6 spare circuits mounted at or near helm.
2. Complete 120-volt AC marine circuit Blue Seas breaker panel mounted at or near helm.
3. 12-volt DC to 110-volt AC inverter/ charger 2500-3000 watt with remote mounted control panel mounted at helm. Inverter Xantrex Freedom SW 3012 or similar.
4. A minimum of five (5) - 110-volt AC outlets spaced throughout cabin. One at helm, one at copilot seat, two at dinette, one at galley.
5. Shore power hookup- 30 amp, watertight thru-bulkhead fixture mounted on exterior cabin bulkhead, isolated from hull.
6. Galvanic isolator of appropriate size for electrical system.
7. Voltmeter gauges for each battery bank mounted at helm. One gauge per 2 batteries is acceptable if gauge can be switched between batteries. Gauges should have digital readout of voltage.
8. Two (2) - 12-volt DC “cigarette lighter” sockets. One mounted at helm, one mounted at copilot’s seat area.
Exterior:
1. Access door at stern and “swim step” area for entry and exit to water. Access ladder for boarding vessel from water. Boat will be used for SCUBA diving at times so access ladder will need to have a 300 lb capacity. Ladder can be removable. Swim step area to be used for loading personnel and gear into zodiac, kayaks, and pack-rafts.
2. There should be at least two (2) brackets located at stern below waterline on hull for attachment of two (2) replaceable hull zinc blocks/ plates.
3. Bottom of boat hull painted with anti-fouling coating over primer. Antifouling paint should cover all areas of hull at water line and below when boat is fully loaded with gear, supplies, fuel and freshwater.
4. Hydraulic anchor winch of appropriate size to hold 500-700+ feet of anchor line and 50-70 feet of chain. Boat should be furnished with appropriately sized and length line, chain, and Bruce-type anchor for vessel. Line, chain, and anchor attachment hardware should be made of galvanized steel or stainless-steel construction. Winch to be - Kinematics KAW-16 or similar.
5. 12-volt LED Navigation side lights, LED stern light, and LED anchor light rated for international waters. Navigation light breaker switch and separate anchor light breaker switch mounted at helm.
6. 12-volt stainless-steel horn mounted on cabin roof near or on radar arch with switch mounted at helm.
7. Windshield wipers mounted on all forward-facing windows with individual on/off switches for each motor mounted at helm.
8. 12-volt LED exterior flood lighting for rear deck, cabin roof, engine compartment, and bow.
Lights for bow and cabin roof can be mounted on radar arch if space allows.
9. Remote controlled 12-volt LED spotlight mounted forward on radar arch. Spotlight control and on/off breaker switch mounted at helm. ACR Electronics RCL-985 LED searchlight or similar
10. Aluminum radar arch above cabin with space to mount radome, GPS sensor, EPIRB, two antennas, loud hailer.
11. Aluminum cradle mounted on top of the cabin to hold a 9-foot rigid bottom inflatable.
12. Nine-foot rigid aluminum bottom inflatable tender with included oars/paddles, pump, and repair kit. Tender should be able to accommodate up to a 15 hp engine. Inflatable equipped with lifting bridle for loading onto cabin roof.
13. Hydraulic lifting boom/ davit with controls mounted on aft exterior cabin bulkhead for deployment of rigid bottom inflatable.
14. Step(s) to cabin roof welded to both sides (port and starboard) of aft side of cabin exterior for access to roof of cabin.
15. Non-skid paint or 3M adhesive non-skid on all working surfaces including bow, cabin roof, rear deck, interior floor, gunwale, and stern swim step.
16. Mounting space(s) in rear deck area for up to 2 small outboards (15 hp). Can use gunwale for mount. Mounts should not impede engine hatch cover operation.
17. Provide, mount, and install USCG/ SOLAS approved ocean liferaft- 6-person capacity, mounted on cabin roof, to include aluminum or stainless-steel cradle and hydrostatic release.
Cradle should be mounted so as not to impede deployment (no overhead obstructions).
18. Hydraulic system controls to be mounted on exterior aft cabin bulkhead. Hydraulic system shall have reservoir tank and inline replaceable filter. Controls shall include speed, anchor/ davit selection, davit up/ down lever.
19. Seawater washdown pump and hose installed/ mounted on either rear deck side. Washdown pump can be an engine belt driven pump (if equipped with diesels) or 12-volt electric pump.
Hose should be of sufficient length to rinse all areas of rear deck and swim step.
20. Quantity of two (2) - 12-volt LED engine compartment flood lights.
21. Automatic fire suppression system installed in engine area.
22. Minimum of six (6) - 10-inch cleats welded on the gunwale, minimum 3 per side (bow, amidship, stern).
23. Handrails or coaming on cabin roof edge and aft vertical edges (ex. bulkhead to deck transition area). Handrails at bow near anchor as well. Handrails at bow can be mounted on exterior edge or extending from cabin roof on interior space.
24. Space on gunwale to walk around exterior of boat to access bow area/ anchor winch. Gunwale shall be painted with non-skid paint.
25. Recessed cargo tie-down points on rear deck. Minimum of 4 on rear deck. Recessed cargo tie-down points on deck sides- 4 minimum on deck sides.
26. Boat shall be equipped with trim tabs of appropriate size for the vessel- 12-volt electric/ hydraulic with controls and gauges mounted at helm.
27. Boat shall be equipped with hydraulic steering system linked to both drive units. Stainless steel steering wheel mounted at helm.
28. Install a 6-8 peg coat/ gear hanger on the exterior cabin bulkhead.
Miscellaneous
1. Provide a mounting location on exterior of cabin for category I EPIRB. Location should be free of any obstructions or overhangs. May be located on the side of the radar arch (USFS will provide EPIRB)
2. Fire extinguishers- 2 handheld B-I, one located in cabin, one located on exterior aft cabin bulkhead, and automatic fire suppression system in engine compartment(s). Fire extinguishing system must meet USCG regulation for vessel of its size.
3. US Coast Guard approved Type IV throwable device- ring buoy or life sling mounted in appropriate location on aft deck.
Trailer
4. Package to include a properly sized GVWR aluminum I-beam or galvanized steel bunk style boat trailer with surge brakes, swivel, or removable jack(s) (welded or bolt-on) with sand foot, and mounted spare tire is required. Each axle requires an electric brake system. Side guide on bunks. Three to four-axle trailer of the correct size weight rating with side guide bunks/uprights.
boat trailer Includes HD frames, LED lights, 3” Side guide kit, bow post with manual winch, bunk style boat bunks with plastic slides. Electric over hydraulic disk brakes on all axles.
OPTIONS:
5. Provide and install Seakeeper 3 boat stabilizer. Boat would need space available, and bracket welded to hull structure for mounting. Seawater intake and battery power is necessary. Can be mounted in exterior deck hold near bulkhead between cabin and deck for access. Controls mounted at helm.
6. Removable aluminum frame rear deck cover with removable canvas top and canvas/ vinyl sides. Side canvas should have clear windows for visibility. Deck cover should enclose not less than 2/3 of rear decking. Deck cover sides should be removable so top can be used independently.

1. Forest Service radio and antenna – KNG M150R
2. Two (2) FS shield decals, 12”x12”
4.0 Travel
Manufacturer shall perform sea trials of completed boat, testing all systems. The Forest Service requests notification 30 days prior to vendor performing sea trials of finished vessel. Forest Service representative(s) will attend sea trials at the governments expense.
Site visit at 50-65% (government expense) when placement decisions are being made for interior, this would be the time for the manufacturer site visit with Forest Service representative(s).
Additional Information:
The photos below are of the current US Forest Service vessel WCF2357 “Tenacious” located in Cordova, Alaska. The proposed new vessel will be replacing this vessel.
Current vessel is 36’ long (38’ OAL including swim step) x 10’ (at waterline) with 14’ rear deck. Nine-foot long aluminum hull inflatable shore skiff not shown in image, but is stored on cabin roof.
