About this file

This document is a response to industry questions regarding a federal solicitation for a 35-foot custom boat fabrication. The Forest Service is looking to purchase a 35-foot custom boat and has provided clarifications on several aspects of the requirements, including:

The government will accept a range of 11-12 feet for the boat's beam width, allow for progress payments, and extend the solicitation closing date by 7 calendar days. The Forest Service will provide the radio, antenna, and mount, while the vendor must provide an additional marine VHF radio. The government is open to offers with either inboard or outboard engines, and will accept boats with a 100% foam collar as long as the overall beam is not reduced. Vendors may submit multiple bids with different vessel configurations, but the priority will be for the product closest to the stated requirements. The government will also add an optional FLIR camera and supplemental joystick controls to the solicitation.

Response to Industry

1. Does the USDA have budget allocated for this project?

a. The government will not be providing this information for the purchase of a commercial product. Offers should be providing their best offer for the requested government need.

2. Will the government allow for project milestone payments?

a. Yes, the government can allow for progress payment provided the successful offeror can prove the expenditures are directly related to the product being purchased.

3. What is the timing for a potential award?

a. The award will be made within 2-4 weeks of the solicitation closing date. This is subject to pricing from industry or discussion/clarifications.

4. The requested vessel is to be 35’ with an 11’ beam, but further down the description it says the beam is to be 11 feet at water line. These types of vessels are always wider at the top than at the water line, so I’m wondering if there is a preference for if the 11 feet beam is at the widest point or the water line. For consideration, an 11’ beam at the water line will make about a 11’8” beam at the top of the hull. One considerable relevant issue is the passage through the Whittier tunnel. The tunnel is restricted to 11 feet wide for passage without special permissions.

a. The government requires a minimum of an 11’ hull width with a maximum of 12’ width, the government will remove the detail regarding the 11’ width at waterline to reduce confusion and ensure fair comparison offers.

5. Will the radio and antenna provided by USFS come with an antenna mount and antenna cable, or should we factor that into bid? If we need to account, any info on antenna would be helpful.

a. The Forest Service will supply a FS authorized radio and a matched marine antenna, as well as a mount and the RF cabling, vendor will install. BK M150 and the Antenna is a Morad Marine Antenna. The government will require an additional Marine VHF radio, installed with antenna and associated hardware, to be provided by the offeror.

6. For the diesel cabin heater, can we plumb that off the main diesel tank(s) or do you want to see a separate day tank?

a. If the most advantageous offer is with inboard engines, the heater can be plumbed to main diesel tank(s). If equipped with outboards it will need a separate day tank.

Response to Industry

7. If you choose to go with an outboard option, is there any plan of how to power hydraulics? We have heard of running a pump off the top of an outboard but am almost certain it would void the warranty and we believe it's an unreliable system.

The only other alternative would be an on-deck power pack. Should we factor any of this into the outboard option of the bid?

a. Yes, the government will accept offers with an electric anchor winch and electric hoist/ davit.

8. Would you like the back deck hatch to just be lift-off, or should we factor a hinge and air ram system into the bid?

a. The government will accept either hinged or lift-off.

9. Is there any leniency on length? Say up to 40' LOA?

a. Boat length listed in the specifications (35’) was chosen not including any swim steps or outboard motor brackets, so the overall length of the boat may be longer than 35’.

10. Is there leniency on the beam to be 12'?

a. The government will accept a range on beam length between 11’ to

12’ beam length.

11. Can multiple bids be submitted with different vessels/configurations offered?

a. Yes, the government will accept multiple offers, however the priority for procurement will be for the product most closely to the stated solicitation.

12. Would you accept a boat with a 100% foam collar?

a. If the overall beam of the boat is not reduced due to the collar.

13. Is the inflatable tender Customer Furnished or supplied by contractor?

a. The government will purchase and supply the inflatable tender.

14. There is no FLIR camera. Do you require and if so which model?

a. The government will add this as an optional item, please see the schedule of items. FLIR or similar, no specific model requested.

15. Do you want supplemental joystick controls for outboard or inboard engine package?

a. The government will add this as an optional item, see the schedule of items.

16. Is there a possibility of an extension on the due date? Potentially 1-week?

a. Yes, the government will extend the solicitation by 7 calendar days.
