Subject: Draft_Result Summary for Fort Mason Building 201 Lead-Dust Sampling

Mr. Kren, In November 2021, Millennium Consulting Associates (Millennium) performed an assessment at the Golden Gate

National Recreation Area’s (GGNRA) Fort Mason Building 201 for the presence of lead-containing dusts under

Contract 140P8621P0069. This report presents the findings of the November 5, 2021 assessment including the visual assessment, the collection and analysis of dust samples from interior spaces by wipe sampling, the interpretation of dust sampling results, and the preparation of this report presenting the findings.

Background

Building 201 is the park headquarters and has had several renovations and additions since its original construction in 1902. As part of a seismic improvement project, a hazardous materials survey was conducted to identify and communicate existing site hazards and/or materials (such as lead-containing paint and asbestos) to contractors prior to performing the seismic-related construction tasks. This survey was performed by Burleson Consulting, Inc. and HTA Science & Engineering, Inc. in October 2017. The results of this survey indicated both asbestos-containing materials and lead-containing materials to be present within the east wing of Bldg. 201. It is noted in the

Burleson/HTA 2017 report that lead samples were not collected and all paints were presumed to be lead-based paint. Other previous inspections at Bldg. 201 have documented the extent and condition of lead-containing paints within the structure.

On October 14, 2021, Mr. Jeremy Malson, CIH, CSP, CDPH I/A and Ms. Beverly Buchanon, CDPH I/A/PM performed a site walk with Mr. James Kren to review the east wing of Bldg. 201. Mr. Kren provided a synopsis of the seismic project and history of the project to date. As discussed in the site visit and in provided documents, previous seismic strengthening rehabilitation project was substantially completed in 2020 on the second floor. The first and third floors were substantially completed in May 2021. The scope of this construction project was limited to interior areas only of the East wing of Bldg. 201. During a partial move in on the 2nd floor, an Occupational

Health and Safety Manager for the park service conducted a lead dust screen in the newly completed work areas.

This screening indicated lead was present in residual dusts. Millennium was retained by the GGNRA to perform an additional lead assessment of the Bldg. 201 1st, 2nd, and 3rd floors.

Observations during this site walk were noted and include the following summary (a photo log is attached for the documentation of existing conditions):

1. The east wing was in an overall good condition with newly painted walls, ceilings, windows, appurtenances

(e.g., radiators) and new carpet.

2. There were some areas with paint chip on the carpets. While present, the amount of paint chips observed were not extensive (see photolog).

3. Settled dusts were observed on all floors and especially at windows and other horizontal surfaces. Some areas contained settled dusts which were not cleaned at the completion of the seismic work (e.g., light fixtures in Rm. 302). At the windows, there appeared to be some dusts that have accumulated on the interior windowsill which originated from the outside in addition to the potential of poor housekeeping practices during the lead-related construction work. It was also noted in the contract documents that exterior-related work at windows will be performed later.

Methods

The area to be assessed was divided into sampling areas per floor. The general sampling area layout can be seen in

Figure 1-3. Wipe samples for settled leaded dusts were then collected from carpeted and uncarpeted floors, at interior windowsills, and other horizontal surfaces using the sample collection method outlined in Appendix 13.1:

Wipe Sampling for Settled Lead-Contaminated Dust of the HUD Guidelines for the Evaluation and Control of Lead-Based

Hazards in Housing. This method includes:

1. Using wipe sampling media as required by 40 CFR 745.63. For this survey, commercially available wipes were supplied by the laboratory (i.e., Ghost Wipe). The Ghost Wipes are a sturdy wiping material moistened with DI water. The Ghose Wipes meet the ASTM requirements for Method E1792 for sampling materials for lead in surface dusts.

2. Disposable gloves. These are used to prevent ross-sample contamination from hands. Gloves are changed between samples.

3. Hard shell containers. Plastic 50-mL centrifuge tubes were supplied by the laboratory. Permanent markers are used to notate the sample number and other sample information, as appropriate.

4. Chain of Custody Forms.

5. Wipe sampling with masking tape and templates. For variable sized/shaped areas (e.g., windowsills), an area is marked and measured with masking tape. The wipe sample is collected from within this measured area. For interior windowsills, efforts were made to collect dusts from the full windowsill to increase reporting limits.

For other surfaces (e.g., floors), a one-square foot disposable template is used. The template is placed on the surface and a wipe sample is collected from within the template. For this survey, 2-wipe sampling locations were composited into 1-sample. This was discussed with the laboratory to ensure their capability to analyze composited wipe samples. Composited samples were collected from “like” substrates (e.g., hard flooring and carpets are sampled separately).

The wipe procedure outlined in the HUD document was utilized for all samples (i.e., multi-pass, side-to-side/top-to-bottom in an S motion).

6. Wipe samples were analyzed by an accredited laboratory using the Lead in Dust by Flame AA (SW 846

3050B/700B Series) method.

Results and Findings

Millennium collected a total of thirty (30) wipe samples including blanks throughout the areas identified in Fig. 1-3.

Samples were collected from floors (11), interior windowsills (16), and other horizontal surfaces (1) along with the blank samples (2). The summary results of the floor surfaces windowsill/other horizontal surface are presented in the below tables.

Findings of lead-contaminated dusts on floors:

• As seen in Table 1, the results of the wipe sampling on the floors of the East Wing of Bldg. 201 ranged from <5.0-µg/ft2 to 31-µg/ft2. The higher levels of leaded dusts were documented on Floor 1 in Areas 3 and 4 (see Fig. 1).

• While all floor samples are below the CDPH threshold of Lead-Contaminated Dust of 40-µg/ft2, two (2) of the eleven (11) samples were above a newer EPA threshold of 10-µg/ft2 (2019). This newer threshold is targeted to reduce risks to children in pre-1978 housing and childcare facilities. In addition, the San

Francisco Department of Public Health revised its lead-contaminated dust levels to match the newer EPA thresholds. Similar to the EPA, the SFDPHs lowering of the lead-contaminated dust levels is for properties where children may be exposed. To date, the CDPH has not revised their lead-contaminated dust threshold of 40-µg/ft2 (see §35035 of Title 17, CCR Division 1, Chapter 8) for interior floor surfaces.

Findings of lead-contaminated dusts on windowsills:

• As seen in Table 2, twelve (12) of sixteen (16) samples of the interior windowsills detected lead-contaminated dusts above the EPA and SFDPH thresholds. The interior windowsill results ranged from

17-µg/ft2 to 4,300-µg/ft2.

• The EPA in 2019 also reduced the allowable lead dust for interior windowsills in pre-1978 housing and childcare facilities. This new level was reduced to 100-µg/ft2 from 250-µg/ft2. SFDPH similarly lowered the interior windowsill threshold to match the 100-µg/ft2; however, SFDPH also lowered a threshold for other interior horizontal surfaces to 40-µg/ft2.

• CDPH has not, as of this date, lowered its interior windowsill threshold and it remains at 250-µg/ft2 for interior horizontal surfaces. As compared to the CDPH threshold, nine (9) of the sixteen (16) samples exceeded the CDPH value of 250-µg/ft2 for interior horizontal surfaces.

Findings of lead-contaminated dusts on other horizontal surfaces:

• One(1) sample was collected from a built-in cabinet in Rm. 120. This sample detected lead at 180-µg/ft2.

This sample result was below the CDPH threshold value of 250-µg/ft2 for interior horizontal surfaces. It is, however, above the revised values as seen above for the SFDPH and EPA.

Conclusions and Recommendations

In November 2021, Millennium performed an assessment at the Golden Gate National Recreation Area’s Fort

Mason Building 201 for the presence of lead dusts. The findings of the November 5, 2021 assessment detected lead-contaminated dusts above regulatory thresholds at windowsills. While the paint coatings at the interior windows and windowsills are in a good condition, there are deposited dusts on the windowsills which have accumulated at the corners of windows. These accumulated dusts are either from previous activities or from leakage at the windows and originating from the exterior surfaces of the windows. The correction of damaged paint coating on the exterior of windows is currently being planned by the GGNRA and will be handled under a separate contract.

Dusts containing lead were also detected at flooring samples and other horizontal surfaces and these levels were below applicable regulatory thresholds. While paint chips were observed on floors in areas, the amount of paint chips are de minimis amounts.

As tasked under Contract 140P8621P0069, Millennium is developing a workplan for cleaning based on the results of the dust wipe samples. Once completed, this workplan will be submitted to the GGNRA for approval and for communicating the cleaning scope of work to the GGNRA’s selected contractor.

Limiting Conditions

Millennium conducted the survey in November 2021, in general accordance with industry standards for lead sampling procedures in existence at the time of the project. The survey was limited to selected areas where planned remodeling activities were performed. The conclusions and recommendations presented in this report are based on the applicable standards of our profession at the time this report was prepared. Copies of this report are furnished to provide the factual data that were gathered and summarized in the report.

The analysis and recommendations submitted in this report are based in part on the data obtained from specific and discrete sampling locations including representative surfaces where remodeling activities are scheduled to be performed. However, the nature and extent of variations between the sampling locations may not become evident until planned renovation and/or demolition procedures commence. If potential variations are identified during renovation or demolition activities, or other areas or materials need to be disturbed, it may be necessary to conduct additional assessments. Millennium also relied on previous data reports provided by the Client. Millennium is not responsible for the validity of the Client supplied data reports but relied on these results as true and accurate as directed by the Client.

This report has been prepared for the exclusive use for building owner. This report may not be copied (except by our client) without the written permission of the building owner. No other representation, expressed or implied, is made.
