About this file

This document is an Asbestos and Lead Paint Survey Report for the Interventional Radiology Suites at Malcolm Randall VA Hospital in Gainesville, Florida, conducted by Terracon Consultants, Inc. on November 7-8, 2023. The survey involved collecting 135 bulk samples from 45 homogeneous areas to identify potential asbestos-containing materials (ACM) and lead-containing paint (LCP) in preparation for renovation activities.

Key findings include the detection of asbestos in six samples, specifically 5% chrysotile asbestos in black mastic found on pipe insulation in the interstitial ceiling space. No lead was detected in the nine paint samples collected from various surfaces including metal, wood, drywall, plaster, and cementboard. The survey was conducted in an L-shaped area on the first floor, which is currently not in use, and included typical building components such as drywall systems, ceiling tiles, vinyl floor tiles, and ceramic tiles. The report emphasizes the need to treat any undiscovered suspect materials as potentially asbestos-containing until sampling can confirm otherwise.

Terracon Project 227408

November 20, 2023

1.0 INTRODUCTION

Terracon Consultants, Inc. (Terracon) conducted a pre-renovation asbestos survey and a limited paint inspection for lead paint in the designated areas. Terracon performed the surveys on November 7 &

November 8, 2023.

The limited asbestos survey was conducted by Mr. Peter Thompson, an Asbestos Hazard Emergency

Response Act (AHERA)-accredited building inspector. A copy of Mr. Thompson’s asbestos inspector certificates is attached as Appendix D.

The limited inspection of paint for lead was conducted by Mr. Peter Thompson. Mr. Thompson is an EPA-certified lead paint inspector. A copy of Mr. Thompson’s lead paint inspector certificate is attached as

Appendix D.

The limited surveys were performed based on information and drawings provided by the client and included parts of the first floor and the roof accessed from the second floor. The interior building components from the designated areas were surveyed and homogeneous areas of suspect asbestos-containing materials (ACM) and applicable painted surfaces were visually identified and documented.

Although reasonable effort was made to survey accessible suspect materials, additional suspect but un-sampled materials could be located in walls, in voids or in other concealed areas.

1.1 Project Objective

Terracon understands the purpose of these inspections was to provide information to the client regarding asbestos and lead content in materials likely to be disturbed during renovations. EPA regulation 40 CFR 61, Subpart M, NESHAP, prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated asbestos-containing building materials be identified, classified and quantified prior to planned disturbances or demolition activities. Suspect ACM samples were collected in general accordance with the sampling protocols outlined in EPA AHERA regulation, 40 CFR 763.86. Samples were delivered to an accredited laboratory for analysis Polarized Light Microscopy (PLM). The OSHA Lead in Construction standard 29 CFR 1926.62 regulates lead paints or coatings that are disturbed during construction or renovation activities. Paint and coatings with the potential to contain lead were identified visually by surface color and sampled by scraping to the substrate. Samples were delivered to an accredited laboratory for analysis by Flame Atomic Absorption.

2.0 BUILDING DESCRIPTION

The designated area is an L-shaped area on the first floor, most areas of which are currently not in use. Typical interior building components from the designated area consisted of drywall systems, drop-in ceiling tiles and vinyl floor tiles (VFT), ceramic floor and wall tiles and associated beddings, Limited Asbestos and Lead Paint Survey

3.0 FIELD ACTIVITIES

The surveys were conducted on November 7, and November 8, 2023. A summary of survey activities is provided below.

3.1 Asbestos Survey Activities

The survey was conducted in general accordance with the sample collection protocols established in

EPA regulation AHERA, 40 CFR 763.86. Our survey activities began with visual observation of the interior building components from the designated areas to identify apparent homogeneous areas of suspect ACM. A homogeneous area consists of building materials that appear similar throughout in terms of color, texture and date of application. The assessment was conducted throughout visually accessible areas of the designated work area. Building materials identified as glass, wood, metal or rubber are not considered suspect ACM.

Terracon lifted floor coverings in selected locations and did not observe additional floor coverings/layers except as noted in the report. However, as Terracon could not assess beneath all flooring areas, there may be isolated areas of additional suspect material present beneath floor coverings.

3.2 Physical Assessment

A physical assessment of each homogeneous area of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the EPA as a material which can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.

3.3 Sample Collection

Based on results of the visual observation, bulk samples of suspect ACM were collected in general accordance with AHERA sampling protocols. Random samples of suspect materials were collected in each homogeneous area. Samples were collected using wet methods as applicable to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.

A total of 135 bulk samples from the designated areas were collected from 45 homogeneous areas (HAs) of suspect ACM from the designated area. A listing of suspect ACM observed and sampled from the designated areas during the survey can be found in Appendix A.

3.4 Sample Analysis

Bulk samples were submitted under chain of custody to Cates Labs (Cates) in Dallas, Texas, for analysis by Polarized Light Microscopy per EPA methodology EPA/600/R-93/116. The percentage of asbestos, where applicable, was determined by microscopic visual estimation or point counting. Cates is accredited by the National Institute for Science and Technology (NIST) under the National Voluntary Laboratory

Accreditation Program (NVLAP) for bulk-asbestos sample analysis.

3.5 Paint Containing Lead Survey Activities

Terracon performed a visual assessment to identify suspect lead containing paint (LCP) and document the general location of the materials and the condition of the materials, including noting areas of

Environmental | Facilities | Geotechnical | Materials 3 damaged, peeling, or flaking paint. Terracon collected representative paint chip samples of applicable suspect coatings identified on surfaces in the designated area. A summary of LCP sampling activities is provided below.

3.6 Sample Collection

Terracon collected nine suspect LCP chip samples from the structure. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. Sample locations were chosen to include unique color/substrate combinations

3.7 Sample Analysis

Paint sampling included visual observations of applicable coated surfaces (i.e., paints, varnishes) to identify potential LCP-coated components and to collect paint chip samples. Samples were submitted to EMSL Analytical of Orlando, Florida for analysis by EPA Methods SW-846 3050B Acid Digestion of

Sediments, Sludges, and Soils and 7000B Flame Atomic Absorption Spectrophotometry. EMSL is accredited by the AIHA® Laboratory Accreditation Programs, LLC under the Environmental Lead

Laboratory Accreditation Program (ELLAP).

4.0 Regulatory Review

The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to demolition or renovation activity. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable or Category II non-friable ACM. Friable materials are those that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II non-friable ACM are any materials other than Category I materials that contain more than 1% asbestos.

Friable ACM, Category I and Category II non-friable ACM which is in poor condition and has become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during anticipated renovation or demolition activities is considered regulated ACM

(RACM).

In the State of Florida, asbestos activities are regulated by the Florida Department of Environmental

Protection (FDEP). RACM must be removed prior to renovation or demolition activities which will disturb the materials. The owner or operator must provide the FDEP with written notification of asbestos abatement activities and/or planned demolition activities at least 10 working days prior to the commencement of such activities.

The U.S. Occupational Safety and Health Administration (OSHA) Asbestos standard for construction (29

CFR 1926.1101) regulates workplace exposure to asbestos. The OSHA standard requires that employee exposure to airborne asbestos fibers be maintained at or below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc) as an eight-hour time weighted average (TWA) and not exceed 1.0 fibers per cubic centimeter of air (1.0 f/cc) over a 30-minute time period known as an excursion limit (EL). The TWA and EL are known as OSHA’s permissible exposure limits (PELs). The OSHA standard classifies construction and maintenance activities which could disturb ACM and specifies work practices and precautions which employers must follow when engaging in each class of regulated work. States which administer their own federally-approved state OSHA programs may require additional precautions.

Environmental | Facilities | Geotechnical | Materials 4

OSHA regulations governing exposure to airborne lead can be found in 29 CFR 1910.1925 and 29 CFR

1926.62. This regulation establishes a permissible exposure limit (PEL) of 50 µg/m3 of lead over an eight-hour time-weighted-average for all employees covered. The standard also sets an action level of

30 µg/m3, at which an employer must begin specific compliance activities. The OSHA standard prescribes worker protection requirements and precautions which employers must follow when engaging in lead activities.

5.0 FINDINGS AND RECOMMENDATIONS

5.1 Asbestos

Asbestos was detected in six samples of two materials collected from 135 samples in 45 homogeneous areas identified in the designated interior areas of the VA Hospital. The identified asbestos-containing materials are listed in Appendix A. The asbestos laboratory analytical report and chain-of-custody are provided in Appendix B. The Inspector Certification is provided in Appendix D.

Laboratory analysis identified asbestos fibers in samples of the following materials collected from the

Malcom Randall VA Hospital:

• Black mastic collected from the exterior surfaces of, and from the concealed interiors of fiberglass and paper wrap pipe insulation

It should be noted that suspect materials, other than those identified during the interior NESHAP survey, may exist within the designated areas of the building. If suspect materials other than those which were identified during this survey are discovered prior to or during the renovation process, those materials should be assumed to be asbestos-containing until sampling and analysis can establish the presence or absence of asbestos.

5.2 Lead Containing Paint

Detectable levels of lead were not identified in samples collected from the designated area. The laboratory analytical report and chain of custody are provided in Appendix B. The Inspector

Certification is provided in Appendix D.

6.0 GENERAL COMMENTS

A small area of approximately 48 square feet behind the restroom in the designated area was unable to be accessed because the door had been sealed closed. Please refer to the highlighted area in the drawing below for the location. Materials in this area which were not observed to be present in the accessible portions of the designated area, and which have not been sampled should be assumed to be asbestos containing.

Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. CatesLab utilizes CVAE on a routine basis and does not include point counting unless specifically requested by the client. The results may not be reproduced
