5. Demonstration that the Contractor’s Unique Qualifications or Nature of the

Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

These items have been standardized throughout the Iowa City VAMC. Installing a different manufacturers’ systems will create significant duplication in costs for the facility, and in most cases the equipment will not function properly. The specific impact for not using the brand name items is listed below:

ii. Impact: Any other devices and equipment not of the existing manufacturer may not provide correct interface and operability with existing Building Automation Controls System. The BAS is vital to climate controls of the facility. Modifications or updates to the existing system without the correct OEM components and service can compromise the integrity of the entire system. Factory trained and authorized service must be used for installation of all components in this system.

b. Lock Cores

i. CORMAX Best (Stanley Security)

ii. Impact: Currently, there are no competing vendors whose products are fully compatible with ICVAMC’s existing door locking system.

c. Door Closers

i. LCN Closers

VHAPG Part 806.3 OFOC Page 4 of 6 Revision: 02 Effective Date: 11/15/23 Acquisition ID#: 36C776-24-AP-0335

ii. Impact: Iowa City VAMC has standardized LCN Closers door hardware for security requirements, and to maintain uniform spare parts for the entire facility. Standardization of medical center’s physical security system is an essential part of overall facility security setup.

d. Emergency Exit Door Hardware System

i. Von Duprin

ii. Impact: Iowa City VAMC has standardized Von Duprin emergency exit door hardware for security requirements, and to maintain uniform spare parts for the entire facility. Standardization of medical center’s physical security system is an essential part of overall facility security setup.

ii. Impact: Iowa City VAMC has standardized Yale door hardware for security requirements, and to maintain uniform spare parts for the entire facility.

Standardization of medical center’s physical security system is an essential part of overall facility security setup.

f. Fire alarm system

i. Tyco/Simplex

ii. Impact: Any other devices and equipment not of the existing manufacturer may not provide correct interface and operability with the existing fire protection system. The fire protection system is critical for safeguarding patients, visitors, staff, and the facility. Modifications of the existing without the correct OEM components and service can compromise the integrity of the entire system. Factory trained and authorized service must be located and supported by OEM within a limited travel time to provide emergency service support.

g. Speakers (PA System)

i. EST

ii. Impact: EST speakers are part of facility-wide public address overhead paging system. Added speaker devices must seamlessly tie into facility’s existing speaker system. Harmonization of public address overhead paging speaker system across facility is essential to ensuring highest communication integrity through hardware reliability, parts availability and maintenance familiarity.

h. Overcurrent Devices and Electrical Metering

i. Square D Power Logic

ii. Impact: Square D was selected by a previous contract bidding process as facility standard for electrical panelboards and overcurrent devices. The ICVAMC’s existing installed panelboards and overcurrent devices are primarily Square D brand. In general, addition of new panelboards and overcurrent devices must be compatible with existing facility electrical distribution hardware. Harmonization of electrical distribution equipment across facility, is essential to ensuring highest system integrity through hardware reliability, parts availability, and maintenance familiarity.

i. Automatic Door Operators

Program is currently underway at Iowa City VAMC to update all room signage to latest VA standard. Signage updates are being sourced through ASI Sign Systems.

k. Card Reader System

i. Lenel

ii. Impact: Lenel was selected by a previous contract bidding process as physical access control system standard for Iowa City VAMC. Presently installed access control system in facility is Lenel. This is a proprietary system, such that non-Lenel components cannot be added to system, and source changes would be cost-prohibitive. To maintain security of entire facility, additions to physical access control system must be Lenel.

Standardization of medical center’s physical access control system is an essential part of overall facility security setup.

l. Key Punch Door Openers

i. KABA

ii. Impact: Specific door hardware is a physical security standard for Iowa City

VAMC. Sole source intent is to install same brand and type of door locking hardware throughout the medical center to provide interchangeable parts/components that are compatible with existing door locking hardware.
