2 SCOPE
2.1 Purpose
A. The purpose of the Tyndall Air Force Base (TAFB) project XLWU 21-8131, Sprung City Parking Area, is to improve the parking area that is currently shared by the LRS, SFS, CES and CONS within the effort to rebuild Tyndall Air Force Base. Due to the current layout and usage for different zones with the parking area this project will have to be phased to maintain access to the adjacent offices and minimize interruption of productivity. The project will consist of design, reconstruction and repair of the parking area and two driveways, to include all aspects of the design, permitting and construction. The Contactor shall be responsible for all professional services, permits, equipment, labor, tools materials and ancillary items necessary to complete the tasks defined by the SOW. The performed tasks shall be based on the project description, other data furnished in the SOW, and information covered during a pre-construction/criteria review meeting to be held prior to contractor mobilization.
B. The Contractor shall adhere to the following guidance during construction phase(s) of this project: Unified Facilities Criteria (UFC) 3‐250‐01, Pavement Design for Roads and Parking Areas; UFC 3‐250‐03, Standard Practice Manual for Flexible Pavements; UFC 3‐600‐01, Fire Protection for Facilities; United States Army Corps of Engineers; Uniform Building Code (UBC); those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area; Air Force Standards; Department of Defense (DOD) Directives; Florida State Statutes;
Florida Department of Transportation (FDOT); the Tyndall AFB Facility Excellence Plan (Base Regulations); 325th Fighter Wing Bird Aircraft Strike Hazard (BASH) Plan 910; National Electric Code (NEC); Occupational Safety and Health Administration (OSHA) Requirements; Department of Environmental Protection (DEP) Regulations; Environmental Protection Agency (EPA) Regulations; and any related Americans with Disabilities Act (ADA) Compliance Requirements. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.
C. While we should always use our Unified Facilities Criteria as the basis for all our facilities designs, we will also integrate the best practices from the Florida Building Code (FBC) High-Velocity Hurricane Zone (HVHZ) into this design guidance to further improve facility resiliency at Tyndall. Other details from the memorandum may also apply.
D. This task order delivery method is Design-Build (D-B). Work on supporting parking lots includes external lighting fixtures, utilities within the Points of Demarcation (POD) for privatized utilities. The Contractor shall be responsible for providing all labor, equipment, tools, materials, and services necessary to complete the project within the allotted timeframe.
E. This project has an estimated period of performance from Notification to Proceed (NTP) through completion and turnover of the facility back to the Government for mission operations of 150 calendar days.
F. Mobilization and implementation of site prep work may begin after the 95% Design has been approved. Ordering of long lead items may be coordinated with
CO.
2.2 General:
A. Field Changes: The Contractor and the Government may agree to perform a no cost field change. Field changes are made when the change appears to be mutually beneficial to all parties and would not require changing the negotiated items. All field changes must be approved by the CO prior to execution. Only the CO may authorize field changes or deviations from the SOW.
B. Ancillary Task: The tasks in this scope of work do not describe all the ancillary tasks required to complete the task. The contractor is required to complete all ancillary tasks to meet codes and standards that results in a complete and useable facility. Any task omissions by the contractor in their proposal will be the responsibility of the contractor.
C. Quantities and Measurements: All quantities and measurements are approximations or summaries and the contractor is responsible for verification during the development of the proposal.
D. The parking area will meet ADA and ABA standards
3 Summary of Work
The priorities of this project are design, reconstruction and repair of parking areas to support a shared usage by the LRS, CES, SFS and CONS sections. The project area is approximately 212,000 square feet (SF) and is to include all aspects of design, permitting and reconstruction and repair of the parking lot to consist of as necessary: lighting, asphalt, concrete and striping. Parking areas will utilize the locations outlined in Appendix B.
Traffic patterns and phasing may require entrance and exit driveways onto Mississippi Road and Suwannee Road. The existing asphalt driveway connecting to Suwannee Road needs to be widened to the standard width (24 feet) to match the other driveways on base and the current gravel driveway to the east shall be constructed into a second asphalt connection. Personnel and traffic that usually park in this area will have to be accommodated with parking elsewhere during the phased construction process. The reconstructed areas will need to be sloped in a way that allows the storm water runoff to be conveyed into the existing storm water management system to not enable flooding and minimize puddling/bird baths. The reconstructed parking area, western portion, is to be milled, resurfaced and striped as shown in diagram in Appendix B. Reconstructing the multi-use pathway located at the southwestern corner of the parking area is necessary as it was previously used for pedestrian traffic and is currently in a highly deteriorated condition. The open area on the north-eastern portion of the parking will not have any striping but will require milling and resurfacing to repair all of its damage, wear and open cut trenched locations. The remaining zones between the sprungs structures, around the storage containers and vaults shall be repaired to ADA compliancy at a minimum, safe for pedestrians, and again sloped to convey storm water runoff off the parking lot flooding (See Appendix B for an area breakdown).
3.1 Task 1.0: Reconstructing Parking Areas
3.1.1 Design & Permitting
The parking area shall be designed to maximize the quantity of parking spaces that can fit within the space available. The image provided in Appendix B shows 81 parking spaces, however the designer may propose a revised layout option to be considered. The proposed striped area at the west side of the parking lot has layout restrictions, therefore the layout shown in appendix B cannot be revised with much flexibility. It is the contractor’s responsibility to verify the requirement of any and all permits for the approved project activities.
3.1.2 Striped Parking Area
This existing parking area shall have the existing asphalt pavement, base materials and excess soils removed. The reconstruction of this area will be sloped in a way that allows storm water runoff to be conveyed into the storm water management system and surrounding grassy areas. The following general requirements shall be met during construction:
A. Remove existing asphalt pavement, base materials, and excess soils.
B. Compact subgrade to 95% Modified Proctor value.
C. Install 8 inches limerock base compacted to 98% Modified Proctor value.
D. Install 2.5 inches SP12.5 asphalt pavement with standard cross slopes (crown) to shed water.
E. Paint new reflective pavement markings.
3.1.3 Non-Striped Parking Area
This existing asphalt area shall be milled and overlaid in-order-to correct the damaged area. This location shall also be sloped in a way that conveys storm water runoff away from the structures within into the abutting grassy area. The following general requirements shall be met during construction:
A. Mill 1 to 2 inches of existing asphalt pavement.
B. Prepare milled surface for overlay.
C. Place 1 to 2 inches of SP9.5 or SP12.5 asphalt pavement.
3.1.4 Striping
Striping of site will include all markings necessary to convey vehicles in, out and through parking areas to include but not limited by parking space lines, stop bars, directional arrows and a crosswalk.
3.1.5 Signage
Contractor shall install the required signage for the pedestrian crossing and parking stalls set for ADA compliance.
3.1.6 Best Management Practices (BMPs)
The contractor shall provide/install measures that control erosion connected to construction activities. Methods and procedures will also be in place that prevent the transferal of sediment to the adjacent roadways, into the Sprungs/buildings on site, or into the existing storm water management infrastructure. There will be daily and post storm event inspections of all erosion and sediment control measures in place by the site supervisor or trained employee. These measures are to be restored back to a functioning status immediately to secure the site during construction. The contractor must report any major incidents and take action without delay to minimize environmental impact.
These control measures must be in accordance with the criteria noted in UFC 3-201-01, UFC 3-210-10, HDS-5, or the state drainage manual; whichever is more stringent. Ensure that the storm water runoff does not adversely affect surrounding sites.
3.2 Task 2.0: Driveway Reconstruction
3.2.1 Pavement Access Way Expansion
The existing asphalt driveway has some normal wear and tear and width issues that require its removal and reconstruction. The existing type-D curbing will also be removed on both sides to allow storm water run-off to flow onto grassed areas on both sides of the driveway. The new driveway shall be sloped to keep run-off on-site and not allow run-off from Suwannee Road to enter the site. The new driveway will also be a minimum width of 24-feet. The following general requirements shall be met during construction:
A. Remove 12 inches of existing soils and base materials.
C. Install 8 inches limerock base compacted to 98% Modified Proctor value.
D. Install 2.5 inches SP12.5 asphalt pavement with standard cross slopes (crown) to shed water
3.2.2 Gravel to Asphalt Access Way Improvement
The existing gravel driveway located on the east side of the site is not officially connected to Suwannee Road. The Type-F curbing will have to be altered to allow the new asphalt driveway to smoothly transition down to that actual edge of pavement (EOP). The new driveway will be a minimum width of 24-feet and sloped to displace storm water runoff while disallowing any to enter or leave the site. The following general requirements shall be met during construction:
A. Remove 12 inches of existing gravel, soils and base materials.
C. Install 8 inches limerock base compacted to 98% Modified Proctor value.
D. Install 2.5 inches SP12.5 asphalt pavement with standard cross slopes (crown) to shed water.
3.3 Task 3.0: Spaces between and around the Sprung Structures
The remaining zones between the sprung structures, around the storage containers and vaults shall be repaired to ADA compliancy at a minimum. This area has a lot of trip hazards and trenching damage that could potentially lead to greater damage if left as is.
This area shall be effectively patched and sealed in locations that machinery cannot reach due to close proximity of the existing structures. The open areas will be milled, repaired (as needed) and resurfaced in areas where the machinery is able to traverse. The area should be reconstructed in a way that would allow storm water runoff to not collect in areas on the pad and minimize any puddling.
3.4 POINTS OF CONTACT (POCs)
3.4.1 POCs will be coordinated through the CO.
3.4.2 Contracting Officer Authority:
A. CO, the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
