About this file

This is a Statement of Work (SOW) for a deep cleaning project of the Baker-Barry Tunnel located in Golden Gate National Recreation Area, Sausalito, California (PMIS #311778). The National Park Service Pacific West Region is administering this service work contract.

The work consists of pressure washing approximately 43,000 square feet of tunnel walls and ceilings using hot water between 180-200 degrees Fahrenheit, avoiding direct contact with lights and electrical conduit. The contractor must clean weep holes and wire mesh (estimated 130 weep holes at 3 inches diameter) by removing mineral buildup and debris, with potential replacement of up to 20% of wire mesh due to excessive mineral deposits. Additional tasks include scraping and wire brushing to remove heavy mineral deposits from roadway and gutter areas, implementing traffic control measures to allow westbound vehicle passage through the tunnel while detouring eastbound traffic via McCullough and Conzelman Road, and removing all graffiti using biodegradable liquid gel remover effective on porous concrete surfaces with low VOC and volatility characteristics. Drain inlet protection with waddles and silt barriers is required at a minimum of two inlets per side to prevent sediment entry into the drainage system.

Work operations are restricted to 10 pm to 6 am during weekdays (Sunday 10 pm through Friday 6 am) for no more than five consecutive calendar days, with westbound public traffic entering through existing timed entry and eastbound entry closed during work hours. The contractor must maintain emergency vehicle access along Conzelman Road at all times and provide a minimum of one trained flagger equipped with reflective vest, hard hat, and stop/slow paddle meeting ANSI/ISEA 107 Standards. Required submittals three weeks prior to work include a letter designating the project superintendent, service work schedule, site-specific safety and health plan, and traffic control plan. Water for pressure washing will be provided by the NPS at an approved location. The contractor is responsible for securing all equipment and materials, using designated staging areas adjacent to the East Entrance, complying with federal and state regulations including the Golden Gate National Recreation Area Superintendent's Compendium, and protecting historic features and natural surroundings from damage. Final cleaning and site restoration are required before substantial completion, with a punch list to be completed within 30 calendar days as weather permits.

STATEMENT OF WORK

1.1 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: The project location is in Golden Gate National Recreation Area – Marin County, Marin

Headlands - Bunker Road:

1. Bunker Road, Sausalito, CA West End of Tunnel: 37.838996, -122.485810

2. Bunker Road, Sausalito, CA East End of Tunnel: 37.841959, -122.493467

B. The Work consists of the following, also See Attachment 05_Drawings_Maps_Figures for further description and clarifications:

1. Pressure wash the walls and ceiling of the Baker-Barry Tunnel (~43,000 sq. ft.) using hot water in the range between 180-200 degrees Fahrenheit, staying approximately two feet away on both sides of the lights and electrical conduit running the length of the tunnel. The lights could be damaged if they were directly sprayed. No cleaning agents or solvents are to be used to clean the tunnel walls. Waddles and silt protection must be used at drain inlets to prevent sentiment and debris from entering the drainage system. Drain inlet protection is required for a minimum of two inlets on each side of the tunnel.

a. Scraping or wire brush implements (or similar) may be necessary to remove areas of heavy mineral deposits around weep holes and seepage areas. Roadway. Pressure wash roadway areas where mineral deposits have built up. Remove built up mineral deposits back to asphalt surfacing.

b. Concentrated effort is necessary to remove mineral buildup. Manual and/or power scraping and wire brush implements (or similar) may be necessary to remove areas of heavy mineral deposits on roadways.

c. Gutters. Pressure wash gutters. Gutters shall be cleaned free of debris to allow intended drainage and mineral deposits removed.

2. Inspect weep holes and wire mesh for clogging, clean weep holes and wire mesh as necessary by removing mineral build-up and debris to allow free seepage flow. Weep holes and wire mesh are to be cleaned and rinsed. Wire mesh if dislodged needs to be reinserted to the back of the weep hole.

Estimated number of weep holes is ~ 130. Weep holes are 3” in diameter and vary in depth

a. Replacement of wire mesh may be necessary for up to 20% of the weep holes due to excessive mineral build-up. Wire mesh is 17-gauge galvanized wire screen with wire mesh openings no larger than ½”. Wire screen shall be shaped to fit the 3” diameter weep hole so that there are no gaps between the screen and inner diameter of the weep hole so that the screen is snuggly seated at the back of the weep hole. See Attachment 05_Drawings_Maps_Figures.

3. Implement traffic control measures that allow west bound (inbound to the Marin Headlands) vehicles to go through the tunnel and safely maneuver around working equipment and vehicles inside the tunnel, and detour east bound (outbound leaving the Marin Headlands) traffic over McCullough and

Conzelman Road. See – Public Traffic Management and Drawings_Maps_Figures.

4. Graffiti Removal. Using liquid gel graffiti remover according to label direction, remove all graffiti within the tunnel. Graffiti remover shall have the following salient characteristics:

a. Biodegradable

b. Effective on porous concrete surfaces

c. Can be used more effectively in combination with hot water and high-pressure spray
