About this file

This is a Questions and Answers document for federal contract opportunity 140P8626Q0029, addressing inquiries from two site visits conducted on April 29, 2026 and May 4, 2026.

The document addresses operational and logistical details for what appears to be a pressure washing and tunnel cleaning project at Fort Baker. Water access is available from two hose bibs in front of Building 513, with a 3/4" pressurized connection capable of filling a 500-gallon tank in approximately 20 minutes. The scope of work includes wing walls and the front of the tunnel. The project is subject to prevailing wage requirements per the Department of Labor Wage Determination and Prevailing Wage Schedule listed in the main RFQ (Attachment 03). Insurance requirements beyond standard general liability and workers' compensation are specified on page 13 of the RFQ under Liability Insurance with Department of Interior requirements. Contractors must submit a traffic control plan for approval, with staging designated for the parking lot on the East side. Eastbound traffic may be directed to Conzelman via McCullough. At least one flagger is recommended though not mandated. Contractors must wear minimum Type II reflective vests and follow OSHA requirements regarding hard hats and masks based on work site conditions. Test spots are not permitted. The tunnel has no limited access restrictions and is open to the public. Contractors are responsible for field verification of all site conditions.

SITE VISIT : 04/29/2026 at 10:00 AM (PT)

• Can the fire hydrant by the parking lot be used for water, if not where is the location to get water?

Answer: Water can be obtained/supplied at Building 513 in Fort Baker.

• Are the wing walls and front of the tunnel included?

Answer: Yes.

• Can you please confirm whether there will be on-site water access available for the pressure washing operations or do we need to bring our own water?

• How should we obtain the water for onsite refilling?

• Is it prevailing wage project or not?

Answer: Per posted RFQ, see Attachment 03 – DOL WD SCA.

• Are there any specific insurance requirements for this project beyond standard general liability and workers’ compensation coverage (such as higher limits, additional insured wording, waiver of subrogation, etc.)?

Answer: See RFQ, page 13, Liability Insurance – DOI.

• What is the water pressure and/or flow rate (gallons per minute) on nearby water access points?

Answer: Specific GPM is not know but from previous experience I believe it takes about 20 minutes to fill a 500 gallon water tank. Contractors are responsible for field verification of ALL conditions.

• What is the diameter of hose spigots & is it gravity fed or under pressure?

Answer: If you are referring to the hose at 513, I believe it is 3/4" and it is pressurized that's why it does not take too long to fill tanks.

• Who is authorized to access the tunnel during work hours (our crew, inspectors, escorts, etc.)?

Answer: There is no limited access - open to public

• Are there any restrictions on crew size, equipment staging, or entry/exit points?

Answer: No, staging is the parking lot on the East side

Answer: Submit one for approval

• Is there a minimum amount of flaggers we need?

Answer: No, but at least one is recommended

• Are we required to have hard hats on, if so what type?

Answer: Follow the OSHA requirements for work site conditions.

• Are we required to have masks on, if so what type?

Answer: Follow OSHA requirements for work site conditions

• Are we required to wear reflective vests?

Answer: Yes, minimum Type II

• Are we allowed to perform a test spot, if so where and/or limitations?

Answer: No

• Do we have to accommodate traffic flow going Westbound and Eastbound?

Or are we allowed to direct traffic one way (Westbound)?

Answer: Eastbound traffic can be directed to Conzelman via McCullough
