REQUEST FOR QUOTATION – 140P8624Q0034

Scope of Work (SOW) for

Fire/Intrusion Alarm System .... Test, Inspection and Alarm Services

San Francisco Maritime National Historical Park

1.0 GENERAL REQUIREMENTS

The work of this contract consists of the testing and inspection of both fire and intrusion alarms and supporting equipment at various locations at San Francisco Maritime National Historical Park in San Francisco. The work includes maintaining and testing numerous panels, detectors, devices, switches, and keypads. The contractor shall provide all labor, equipment, and materials to perform the work. The contractor shall provide deficiency repairs that were reported during the last alarm inspection. All work shall conform to the applicable National

Fire Protection Association (NFPA) codes and standards. The contractor shall coordinate all activities with the government-provided Contracting Officer's Representative (COR) and US Park Police Monitoring Center. The contractor shall be familiar with and able to program the Radionics and Bosch alarm systems with RPS software. The contractor shall be familiar with and able to program wireless Inovonics devices, including repeaters and receivers. Provide a list of devices associated with each alarm panel and provide final reports with recommendations.

2.0 TECHNICAL REQUIREMENTS

The contractor shall provide all labor, materials and equipment, qualified personnel, and supervision to do the following:

A. Test and inspect the Fire Alarm equipment and smoke detectors and provide cleaning and sensitivity check on the existing equipment at the following locations:

1) Bldg E, Fort Mason Center: Fire alarm control panel, remote power supplies, smoke detectors, heat detectors, manual pull stations, water flow switches, tamper switches, elevator, and notification devices.

2) Maritime Museum Bldg. (Include West Bleachers and East Bleachers): Fire alarm control panel, remote power supplies, smoke detectors, heat detectors, manual pull stations, water flow switches, tamper switches, elevator, and notifications

3) HSP Rangers Station: Fire alarm control panel, water flow switch, tamper switch, horn strobe, and bell.

4) Small Boat Shop: Fire alarm control panel, water flow switch, tamper switch, horn strobe and bell

5) Maritime Store: Fire alarm panel, smoke detectors, manual pull stations, and notification devices

6) Sea Scout Base: Fire alarm control panel, smoke detectors, manual pull stations, remote power supplies, and notification devices.

7) Balclutha Ship: Fire alarm control panel, smoke detectors, heat detectors, manual pull stations, and notification devices

8) The contractor shall provide an inventory of the devices associated with each alarm panel and their location on the site maps.

9) The contractor shall provide the COR with a final report of activities (within 10 days of the inspection), which includes a list of deficiencies for resolution once the Test and Inspection is complete.

B. Test and inspect the existing Intrusion Alarm equipment and support devices at Fort Mason Center

Building E, the Maritime Museum Building, Maritime Store, and Maritime Visitor Center ----

AS NEEDED

1) Panel

a. Check all panel connections

b. Cleanup wiring at panel locations, dress cables, and clean enclosure as needed

c. Replace back.up batteries

d. Check and test all keypads

e. Test enclosure tamper switch

2) Field Devices

a. Check and test all door position switches

b. Walk test all motion detectors

3) The contractor shall provide an inventory of the devices associated with each alarm panel and their locations on the report.

4) The contractor shall provide the COR with a final report of activities (within 10 days after the inspection), which includes a list of deficiencies for resolution once the Test and Inspection is complete.

C. Alarm Services AS NEEDED:

a. Emergency service calls - up to 15 times per year.

b. Replace smoke detectors, modules or pull stations - up to 12 times per year.

c. Replace receivers and panic buttons - 2 times per year.

d. Replace and program of alarm panel - 1 time per year.

e. Replace alarm panel/power supply batteries - 3 times per year.

f. Update RPS program/add alarm codes - 4 times per year.

g. Test and inspection of intrusion alarm systems - 2 buildings per year.

3.0 REFERENCES

The contractor is expected to conform to all applicable requirements, including, but not limited to, the National Fire

Protection Association (NFPA), applicable Life Safety Codes, and the National Electrical Code (NEC). The following is for reference only.

A. NFPA 70 (National Electrical Code)

B. NFPA 72 (National Fire Alarm and Signaling Code)

C. NFPA 101 (Life Safety Code)

D. NFPA 170 (Standard for Fire Safety and Emergency Symbols)

4.0 Alarm Service, Test and Close-Out

A. Contractor shall leave all areas neat and clean on a daily basis.

B. Contractor shall provide all reports/data sheets to the COR.
