About this file

This is a Statement of Work (SOW) for the Oregon Wildlife Services P25 VHF Radio to Satellite Project, a hybrid satellite radio system procurement for USDA APHIS Wildlife Services Oregon.

The project objective is to augment the existing Land Mobile Radio (LMR) system to provide expanded coverage and enhanced interoperability with Federal and State agencies throughout Oregon. The scope includes installation of both fixed and mobile systems. The fixed system requires installation of an LTE Router, SAT100M Satellite Radio, and Icom 7510S VHF radio into a 14U moveable cabinet at the Wildlife Services office in Roseburg, Oregon, with antennas mounted on the roof or building front using non-penetrating bases and pole extensions. The mobile system involves installing satellite equipment under rear seats with remoted microphones to instrument panels and VHF radios with ram mounts below the instrument panel in vehicles, with all antennas routed through vehicle flooring to a rear light bar plate.

Hardware requirements include seven SAT100M satellite push-to-talk devices (one AC-110V, six DC 12-Volt) with multi-functional speaker-microphones, 256 AES encryption, GPS receivers, and short data messaging; six Icom 7510S interface cables; one JPS Gateway with crossband capabilities; seven P25 Icom 7510S mobile radios with multiple encryption options; six Icom 7010S portable radios with accessories; routers with dual FirstNet/4G/LTE modems; and extensive cabling, antenna systems, and mounting hardware for both base and vehicle installations. Service requirements include satellite service activation for seven devices and one year of service time. The contract type is firm-fixed price for communication equipment, with invoicing submitted to the IPP system upon government acceptance of deliverables in accordance with FAR 52.212-4. The technical point of contact is Daniel Laswell, APHIS Radio Manager.

Statement of Work for a Hybrid P25 Satellite Radio System

Project: Oregon Wildlife Services P25 VHF Radio to Satellite Project

1.0 BACKGROUND:

The use of Radio resources is important in assisting the United States Department of Agriculture Animal Plant Health Inspection Service (APHIS) Wildlife Services Oregon to meet its operational requirements.

Oregon Wildlife Services use of radio resources is to enhance and expand coverage to provide critical communications for field operations supporting multiple projects in coordination with Federal, State, and Counties throughout the state of Oregon. The LMR system, though robust, cannot provide 100% traditional VHF/UHF Radio Coverage throughout the whole state without installing costly Radio Infrastructure

2.0 SCOPE OF WORK

To augment the existing system and provide greater interoperability capabilities, USDA APHIS Wildlife Services has the need for a Hybrid P25 Satellite System which will allow for more reliable communication and for interoperability with other Federal and State agencies and to expand the radio coverage area.

Fixed System – USDA is requesting to install LTE Router with external Antenna, SAT100M Satellite Radio with external antenna, Icom 7510S with VHF 1012-B external Antenna into 14U moveable Cabinet with surge protection connected to a 20-amp circuit for power at the Wildlife Services office location located at 3503 Old Hwy 99 South, Suite J Roseburg, OR 97471 System will be grounded from the Chassis of each device to the grounding connection at the circuit provided. The LTE Antenna, VHF Radio Antenna and Satellite antenna will all be mounted on the roof or on the front of the building with at least a 2ft arm extension and a Cable entry port seal for the wiring with silicone, and spray foam.

If mounted on the roof then the antenna base will be non-penetrating 3ft x 3ft base and 60-inch pole for the VHF System, and 36-inch pole for the LTE and Satellite antennas.

Mobile System—USDA will be installing the Satellite System under the rear driver-side seat and remoting the hand microphone to the instrument panel. USDA will be mounting the VHF Radio with a ram mount in between the driver-side and passenger-side radio console, below the instrument panel of the vehicle. All antennas will run under the flooring to the rear driver-side door panel up through the headboard, and out the rear passenger door seal to the mounted light bar plate in which the antenna will be mounted on. Antenna base will be spaced adequately from the satellite radio and the VHF Radio on the cab of the truck. A shark fin will be used for the cover for the Satellite antenna, and a ¼ wave vhf with spring will be used for the VHF Radio System. Power will come directly from the battery to a 6-way fuse box with a low voltage disconnect device for when the battery reaches minimum cranking amp capacity the system circuit will open and will shut off.
