About this file
This Statement of Work (SOW) outlines a design-build project to repair three flightline gates (A1, A2, and A5) at Travis Air Force Base in California. The contractor must provide 35%, 65%, and 100% design services, with designs requiring structural engineer approval and compliance with NFPA, UFC, ETL, and IBC codes. The work involves demolishing existing gate operators, sensors, and keypads while preserving underground BD loops and conduits.
The project requires installation of new rail-driven gate operators capable of handling up to 8,000 lb gates with 600lb pull force, continuous duty cycle, and 2 HP hydraulic drive. Each gate must be equipped with new keypads, external entrapment devices, and integrate with existing BD loops. The contractor must provide 25 wireless remote controls and training for gate operation. Construction on gate A2 cannot begin until after June 30, 2025. Design submittals are subject to 21-day government review periods, with a pre-design conference scheduled post-award. The site visit is scheduled for March 10, 2025, at 1300 PDT, with RSVP required by March 7, 2025. Questions must be submitted in writing by March 17, 2025.

This project is design-build. The contractor (ktr) shall provide 35%, 65%, 100% design services for the design and construction necessary for the ktr to repair three flightline gates that are currently in disrepair that complies with NFPA, UFC, ETL, IBC codes and industry standards. Any work not specifically covered by the specifications shall comply with listed standards under Section 6 Governing Codes. The ktr shall have approved drawings and submittals for material prior to any new work or installation of equipment, including accessory items. Work shall comply with environmental laws and regulations, including abatement of any hazardous materials. Travis Air Force Base (TAFB) Specification Section 01000 and 01 56 00 have been provided for reference. The performed tasks shall be based on the project description and other data furnished in this SOW.
DESIGN
DESIGN SUBMITTAL (35, 65, 100 PERCENT):
The ktr shall develop the preliminary design phase to include the following:
Drawings: Developed site plans, floor plans, elevations, and sections. Single line schematic drawings for electrical.
Design Analysis: The ktr shall design and provide a 35% design stamped by a structural engineer.
Specifications: The ktr shall provide a list of technical specification sections which are applicable and identify major work requirements to include equipment. Provide 1 hard copy of specifications printed on both sides of paper.
Cost Estimate: Three electronic copies of an updated itemized cost estimate and value engineering considerations shall be furnished by the contractor. The estimate shall be summarized by major work categories and shall include unit man-hour labor and material estimates. A MS Excel version of AF Form 3052 is available from the CE Project Manager.
Catalog Cuts: Electronic copies of catalog information or manufacturer’s data for materials and equipment used as the basis of the design and specifications.
Meeting Minutes: The ktr shall submit meeting minutes of all design review meetings and meetings with government personnel.
CONSTRUCTION TASKS
FLIGHTLINE GATE A1 (B10), A2 (B14), and A5 (B551)
a. Demolition:
The ktr shall demolish the gate operator and associated mechanical parts the operator uses to open and close the gate. Demolish gate detectors/sensors excluding the existing underground BD loops. Demolish the keypad and the wiring to the keypad. During the demolition process, the ktr shall repair rusted areas by sanding and repainting the surface using a matching paint. Dispose of all demolition and general construction debris in accordance with local laws off base. The gate operator shall be operate in the same method as the South Gate.
Reuse the existing conduit and conductors the feed the existing operator to power the newly installed operator. Reuse BD loops installed at the gate. Reuse underground conduit to the keypad.
b. Gate Operator:
The ktr shall replace the existing gate operator with a rail driven operator. The existing gates shall be modified with a rail to accommodate the new operator. Gate design and operation shall adhere to UL 325 standards.
The operator shall open the gate via the following methods:
1. Existing BD loops.
2. Remote controlled operation.
3. Keypad operation by entering the correct combination.
4. In the event a safety switch and/or sensor signal.
5. Signal from an external entrapment device.
The gate operator shall meet the following specifications:
1. Outdoor rated
2. Gate weight maximum: Up to 8,000 lb (3, 629 kg)
3. Pull force of 600lb
4. Duty Cycle: Continuous
5. Horsepower: 2 Hp
6. Drive Hydraulic with VFD motor control
7. Rate of Travel: field adjustable, capable of 1 foot per sec (1ft/s)
8. Drive wheel operated (similar to the operation of the Truck gate)
c. Keypad:
The ktr shall replace the existing keypad for the gate. The three gates that fall under the purview of this project shall be the same make and model. The gate shall open when the correct 4-digit combination is entered into the keypad. The ktr shall provide training and documentation on the procedure of changing gate combinations.
d. Remote Control:
The Ktr shall provide 25 wireless remote control gate operators capable of opening each of the three gates. The remotes shall be provided to BCE (Base Civil Engineering). The ktr shall provide training and documentation on the procedure of resyncing the remotes in the case of a remote replacement or malfunction.
e. BD Loops:
The Ktr shall reconnect the existing BD loops to the new gate operator and have the loops serve their intended functions of either opening the gate or as a safety loop to prevent the gate from closing on a vehicle.
f. External Entrapment Device:
The Ktr shall install a non-contact photoelectric sensor or equivalent as an external entrapment device on the gate in accordance with UL 325.
