About this file

This Statement of Work (SOW) details requirements for remediation services for U.S. Forest Service Guy Towers across three locations: Winona Repeater, Golden Pond Repeater, and Cass Repeater. The project involves implementing guy system tensioning, minor guy system repairs, and new grounding installations on guyed lattice-based communication, fire watch/lookout, and research towers. Specific requirements include: tension guy wires to specified standards, perform corrosion abatement on guy wire anchors, install safety wires, install waterfall ground leads, bond anchor shafts, and apply corrosion-resistant coatings following SSPC (Steel Structure Painting Council) standards.

The SOW specifies site-specific requirements for each location, such as inspecting guy anchor shafts, installing ground rods, and addressing environmental and structural conditions. The contractor must provide all necessary tools, equipment, materials, and technical expertise. The project is expected to be completed within 30 days of start, with a remediation plan and final schedule to be submitted two weeks prior to work commencement. The primary federal agencies involved are the U.S. Forest Service and the Federal Aviation Administration (FAA), with the contract aimed at sustaining the health and functionality of forest communication infrastructure.

Life-Safety Compliance

PRIORITY LEVEL: 2 DEFICIENCY DESCRIPTION WITH RECOMMENDED CORRECTIVE ACTION (RCA):

-No lightning protection system (including down conductors and air terminals) has been installed on the tower. RCA:

Install an LPS to include an air terminal, down conductors, and tie into an earth electrode system in accordance with NFPA 780 Section 4.

-Structural bonding is detached from leg B and not properly grounding the tower to an earth electrode system. RCA:

Ensure all legs of the tower are properly bonded to an EES in accordance with NFPA 780 Section 4.

Reference: OSHA Deficiencies (OSHA Standards), Electrical Safety Deficiencies (NEC and NFPA 780) industry best practices), and Hazardous Conditions (issues of concern, life threatening).

Mission Capability

PRIORITY LEVEL: 2 DEFICIENCY DESCRIPTION WITH RECOMMENDED CORRECTIVE ACTION (RCA):

-The FAA tower mapping/structural analysis is adhering to the current version TIA-222 which stipulates that guyed towers are analyzed once every three years and self-supporting structures analyzed once every five years. It is recommended that subsequent inspections follow the TIA-222 standard.

-The sleeve inside the eye loop for guy wire leg C at 40 feet has started to work its way out. RCA: Replace the sleeve and ensure the connection is compatible.

-Transmission lines are unsupported between the tower and the adjacent building. RCA: Install an ice bridge for proper transmission line support and protection.

-The weatherproofing around the connectors has degraded at 45 and 130 feet. RCA: Use industry standard weatherproofing materials to seal the transmission line connection.
