About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a Department of Veterans Affairs (VA) minor construction project for a new Police Station at the West LA Healthcare System. The procurement (RFP 36C77625R0014) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a construction magnitude between $15-20 million, specifically requesting brand name approval for two critical system components: a Hirsch Velocity Security Management System ($93,000) and an EST 4 Edwards Fire Safety Plate Form Fire Alarm system ($62,000).
The J&A justifies sole-source procurement of these specific systems based on the need for standardization and compatibility with existing infrastructure at the West LA Healthcare System. The document emphasizes that alternative manufacturers' systems would compromise system integrity, interfere with operational functionality, and create significant cost duplication. The new components must integrate with existing hardware and systems, and at present, no competing vendors have programming rights to these specific systems. The overall procurement will be competed, with the contracting officer determining fair and reasonable pricing prior to award.
