| 51 | v1 | 7/10/25 | 7/30/25 | Architectural / Structural | After reviewing the current roof insulation specifications, our team has identified a potential Value Engineering (VE) opportunity that we believe could benefit the project. We would like to propose Lightweight Insulating Concrete (LWIC) as an alternative roof insulation system. LWIC offers several advantages, including improved durability, enhanced thermal performance, and long-term cost savings. Additionally, it provides excellent slope-to-drain capabilities and can help streamline the installation process. This being a police station, the emphasis on security is magnified and with our LWIC system, we essentially bond to the substrate ensuring no leaks/potential security breach. We are confident that this VE option meets or exceeds the performance requirements outlined in the project documents while offering potential cost and schedule efficiencies. | LWIC is not currently specified. Contractor may submit as a formal VE proposal for review. Must meet performance and security requirements. |
(KPFF Response:) Structural roof is concrete fill over metal deck. Adding a layer of LWIC to replace the rigid insulation on top of the concrete fill would increase the weight of the roof beyond the original loading criteria and may trigger a re-design of the primary structure. LWIC used in lieu of structural concrete is not sturcturally acceptable.

| 62 | v1 | 7/10/25 | 7/30/25 | Electrical | Specs | Specification section 23 09 23 part 1.1.F states that the existing DDC is by Schneider Electric. Please confirm that the existing control system integrator is Siemens and that the referenced specification paragraph is incorrect. | Specification 23 09 23 appears to be incorrect. Siemens is the current integrator. Schneider Electric will be the DDC for the new police station not Siemens. | |
| 63 | v1 | 7/10/25 | 7/30/25 | Architectural | Specs | Specification section 07 42 13.23 part 2.1.B lists Alucobond as the wall panel manufacturer. It also says, “or approved equal”. We’d like to confirm that the VA does not have a sole source justification for Alucobond, and that the VA will accept any manufacturer that meets the buy American act, and that meets and/or exceeds the salient characteristics as laid out in the specifications? | Confirmed. The specifications provide required performance criteria for MCM panels and allow contractors to offer alternative panel options for VA review and approval. | |

The irrigation notes on sheet L1.10 states: “All proposed landscape areas shown on plan shall be irrigated. Square footage for the various planning areas are noted within the Landscape Planting Legend. Provide Irrigation to all adjacent areas during construction and restore to revised site layout once hydro-seed is placed.” A Landscape Planting Legend was not provided. All plants have been crossed out on sheet L5.10. Based on these facts we assume planting is not included in the scope of this project other than Hydro-seeding.
| Please clarify what adjacent areas need irrigation during the course of the project. | Landscape Architect proposed the existing palms be reused elsewhere on the site since they are quite large and expensive to purchase – perhaps that is no longer the case, VA to confirm. Landscape architect was asked to just show hydroseed to all disturbed areas – nothing more. There was an irrigation plan with valves and mainline routing in the earlier submittals, but we believ the VA has removed irrigation from the scope, VA to confirm. We suggest that it is now design/build. | |||||||
| 65 | v1 | 7/10/25 | 7/30/25 | Landscaping | Drawings | Please confirm that the irrigation piping layout for the new hydro seeded lawn is a deferred submittal and will need to be designed and submitted by the landscaper after the project is awarded. | Yes, irrigation layout is a deferred submittal by landscape contractor. | |

Spot checks may be performed.
| 67 | v1 | 7/10/25 | 7/30/25 | General | Specs / Drawings | Specification Section 00 01 15 List of Drawings includes a list of page numbers that are not in the drawings issued by the VA, for example the spec lists L1, L2 and L3, the plans only contain L1.10 and L5.10. The spec also lists 30-1 through 30-6, will the VA be issuing these pages or can these pages be ignored? | These pages are not part of the issued set. They can be disregarded unless issued by addendum. | |
| 68 | v1 | 7/10/25 | 7/30/25 | General | Specs | Per spec section 01 00 00 1.22 Tests, the contractor is to provide a commissioning plan. However, Specification Section 01 91 00 Commissioning in part 1.8.C states that the VA will engage the commissioning agent. The commissioning agent is the one who writes the commissioning plan. Plese confirm that the contractor will not be writing the commissioning plan, and we can disregard part 1.22 Tests. | CxA will provide commissioning plan. Contractor does not need to prepare it. | |
| 69 | v1 | 7/10/25 | 7/30/25 | Architectural | Specs | Per the RFP states under Factor 3 Professional Qualifications that no one individual may perform more than two of the key staffing positions. Spec section 01 35 26 part 1.9.C states that the SSHO has to be a separate qualified individual from the Prime contractors Superintendent and/or quality control manager with duties only as the SSHO. Which guidance are we to go by? Can the superintendent, if qualified, also serve as the SSHO as long as a separate individual serves as the QC Manager? | SSHO must be a separate individual.
