The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Approach
2. Past Performance
3. Price
(i) Technical Approach Proposal. Technical approach will be evaluated using the combined Technical/Risk Rating Method in accordance with Table 1 provided below.
Table 1 - Combined Technical/Risk Rating Method
Adjectival Rating Description Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.
Offerors shall submit a technical approach proposal, not to exceed 25 pages on 8.5”x11” paper that shall enable government personnel to make a thorough evaluation and determination as to whether or not the Offeror is technically capable of meeting requirements of the solicitation. To this end, the proposal shall be specific, detailed and complete as to demonstrate that the offeror has a thorough knowledge and understanding of the requirements, the experience, capability, quality control plan, and facilities IAW each applicable PWS. Statements that paraphrase the specifications or attest that "standard procedures will be employed”, “will comply”, “take note of”, etc., are insufficient. Each proposal must be sufficiently adequate to demonstrate full compliance with each paragraph as listed within each PWS. Failure to comply with these instructions may result in rejection of an offer. The Technical Factor shall receive a rating based on the Combined Technical/Risk Rating Method Table above. An unacceptable rating will result in a technical rating of unacceptable and the offerors proposal will be rejected.
(ii) Past Performance. Past performance will be evaluated on an acceptable/unacceptable basis.
Table 2.
Past Performance Acceptable/Unacceptable Ratings Acceptable Based on the offeror’s past performance record the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s record is unknown.
Unacceptable Based on the offeror’s past performance record the Government does not have a reasonable expectation that the offeror will successfully perform the required effort.
The Offeror is requested to provide three (3) references of past efforts to demonstrate its ability to deliver high quality services on schedule and in accordance with the Performance Work Statement. Information submitted for past performance shall not exceed 15 pages with page size being 8.5”x11”. In order for references to be considered acceptable during the past performance evaluation, the Offeror must ensure that reference information is complete (reference who has knowledge of your company’s past performance on efforts similar to the requirements of the solicitation), recent and relevant. Please include the point of contact, addresses and email and/or telephone number for each reference along with a short (1 page or less) description of the project including price and period of performance.. To determine acceptability/unacceptability of past performance the Government will examine the recency and relevancy of the past performance information based on the following:
Past Performance - Recency Recent Past performance example has been completed within the past three years from the date of this RFP posting.
Not Recent Past performance is older than three years.
Past Performance - Relevancy Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
(iii) Price: The Government will review the Offeror’s price to assess and evaluate the balance and reasonableness of the Offeror’s prices for performance of the requirements of this solicitation. The Government expects adequate price competition, however, it reserves the right to request other than certified cost and pricing data IAW FAR 15.403-3(c). The Offeror’s price may be compared with information available to the Contracting Officer, including any Government estimate. The Government will not make any adjustments to the offered prices.
However, a price found to be unreasonable or inconsistent with the Offeror’s technical proposal may be ineligible for award. If the Contracting Officer determines that the lack of balance of a price proposal poses an unacceptable risk to the Government the proposal may be ineligible for award.
(iv) BASIS FOR CONTRACT AWARD: This is a competitive solicitation using simplified acquisition procedures and best value tradeoff in which competing offers technical approach and past performance, when combined, are more important than price.
One award will be made under this solicitation. Awards will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers via e-mail; oral offers will not be accepted. All offerors must be registered with the System for Award Management (SAM).
