Performance Work Statement (PWS)
Project: Preventive Maintenance Service on PerkinElmer Single Kernel Characterization System
(SKCS), Aquamatic 5200 moisture meter, and Lab Mill 3100.
GENERAL INFORMATION
1.0 Background and Purpose: The Cereal Crops Research Unit, Hard Red Spring & Durum Wheat
Quality Laboratory (WQL) owns a PerkinElmer Single Kernel Characterization System 4100
(SKCS), Aquamatic 5200 moisture meter, and Lab Mill 3100, which were purchased in 2017, 2019, and 2023, respectively. On-site preventive maintenance (PM) on all three instruments are needed to be performed on an annual basis.
2.0 Definitions:
ARS: Agricultural Research Service
PM: Preventive maintenance
SKCS: Single Kernel Characterization System 4100
WQL: Wheat Quality Laboratory
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
Contractor will come to NDSU, Peltier Complex where all 3 instruments are housed. Contractor will perform annual PMs on the SKCS, Aquamatic 5200 moisture meter, and Lab Mill 3100.
4.0 Deliverable / Schedule:
• USDA-ARS will contact contractor and schedule annual service visit at a mutually agreed upon date, generally no later than by the end of April of each year.
• Contractor will perform the PMs on the SKCS (S/N 5179), Aquamatic 5200 moisture meter (S/N
1954220), and Lab Mill 3100 (S/N 221159).
5.0 Site Information:
• ARS will provide the contractor access to the laboratories where the instruments are housed at
NDSU Peltier Complex (1300 18th Street North, Fargo, ND) in cooperation with WQL director or
ARS-technicians. Access can generally be gained from 6:00 a.m. to 6:00 p.m., Monday through
Friday, excepting federal holidays.
6.0 Travel:
This is a firm fixed price requirement. All travel costs are assumed by the contractor. Only one on site visit per year is necessary if all annual PMs are completed at the same time.
7.0 Contractor’s Key Personnel:
Contractor shall provide OEM certified engineers and/or technicians qualified to perform annual PMs on
PerkinElmer SKCS, Aquamatic 5200 moisture meter, and Lab Mill 3100.
8.0 Performance Requirement Measures:
Contractor shall provide PMs on PerkinElmer SKCS, Aquamatic 5200 moisture meter, and Lab Mill
3100 to meet performance specifications as scheduled with USDA ARS director or technicians.
9.0 Invoicing:
The clause at FAR 52.212-4(i)(1) indicates payment after delivery only. Invoicing is in arrears. Any invoicing submitted prior to delivery will be rejected.
