About this file
This Performance Work Statement (PWS) details a Device Service Plan for a Roche Cobas e 4111 fully automated, high-throughput electrochemiluminescence immunoanalyzer located at the USDA Western Human Nutrition Research Center (WHNRC) in Davis, California. The contract covers a base period plus four option periods, requiring two annual on-site preventative maintenance visits with at least five months between visits, technical support including software and firmware updates, and comprehensive device repair services. The contractor must provide an authorized OEM service technician, use only OEM-approved replacement parts, respond to repair requests within 3-5 business days, and cover all repair expenses including parts, travel, labor, and shipping.
The Quality Assurance Surveillance Plan (QASP) mandates 100% compliance with all technical requirements, with the government evaluating the contractor's performance to ensure appropriate service levels. Security requirements stipulate that all contractor personnel must be escorted by USDA staff while on location. Service reports must be delivered to the USDA technical point of contact within five business days of any inspection visit, and upon completion of service visits, the technician must ensure that mixing paddles and probes are properly aligned.
