Project Title

USDA, Eastern Regional Research Center, Wyndmoor, PA Pathogen Lab Cook Hoods Upgrades

General Information

1.0 Background and Purpose

The Eastern Regional Research Center (ERRC) is one of four Regional Research Centers of the Agricultural

Research Service, U.S. Department of Agriculture. The ERRC is home to the nation’s leading scientists and engineers who solve problems facing the U.S. today and tomorrow with fundamental, applied, and developmental research on agricultural commodities.

Most of this research is conducted in the main building within two laboratory wings. The original building was constructed in 1940. Due to continuous upgrades and renovations, ERRC is very modern with respect to laboratory design and system condition.

2.0 Period of Performance

Project shall be completed during normal business hours, Monday thru Friday, 7:30AM-3:00PM. The work shall be completed within 60 Days of Award.

Contractor Requirements

3.0 Technical Requirements / Tasks

The contractor shall provide all material and labor to add a 14x14 gravity backdraft damper to each of two

Captiveaire Fans Model DU85 cook hood exhausters in ERRC Main building room 0217. Dampers are to be mounted directly below existing exhaust fans external to the building and shall be suitable for outdoor service.

Dampers shall be stainless steel and insulated to match existing.

The contractor shall provide all material and labor to add a 14x20 damper with 24V operator to each of two cook hood make-up air Supply duct in ERRC Main building room 0217. Dampers are to be mounted to existing ductwork directly above roofline and shall be suitable for outdoor service. See Appendix below. Dampers shall be stainless steel and insulated to match existing.

4.0 Deliverable / Schedule

The contractor shall provide dampers, operators, insulation and appurtenances necessary to augment the existing ductwork to include the needed additional dampers.

The contractor shall warranty material and labor for a period not less than one year.

5.0 Contractor’s Key Personnel

The contractor shall perform all work described in this Performance Work Statement in accordance with all applicable Federal, State, and local laws, regulations, codes, technical specifications, manufacturers guidelines, USDA, REE, and the ARS mission.

6.0 Security Requirements

All contractor personnel who work at USDA must have approval for facility access. Prior to work starting, the contractor must supply the names of those employees selected to perform the work.

1. Contractors and their Subcontractors shall provide a picture ID to Security at the main lobby before visitor badges are issued, unless a site badge or linkpass has been approved

2. All contractor personnel shall always be in the presence of a USDA escort while on location.

7.0 Insurance Under Fixed-Price Contracts

7.1. Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable

Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they must be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 must be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.

7.2. General Liability. The Contractor must have bodily injury liability insurance coverage written on a comprehensive form of policy of at least $500,000 per occurrence.

7.3. Automobile Liability. The Contractor must have automobile liability insurance written on a comprehensive form of policy. The policy must provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States must provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage or loss.

7.4 .Aircraft Public and Passenger Liability. When aircraft are used in connection with performing the contract, the Contractor must have aircraft public and passenger liability insurance. Coverage must be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger injury. Coverage for passenger injury must be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.

7.5 Pursuant to the clause at FAR 52.228-5, proof of insurance is required within 5 calendar days of award.

8.0 Quality Assurance Surveillance Plan (QASP)

The Government shall establish a QASP as a means of evaluating whether the Contractor is meeting the performance standards/quality levels identified in the PWS to ensure that the government pays only for the level of services received.
