About this file

This is an evaluation factor document that outlines the technical requirements and assessment criteria for Zirconium Hydride (ZrH2) production and delivery under solicitation W519TC-26-Q-ZHYD issued by the Army Contracting Command - Rock Island. The evaluation factor establishes five key technical areas: domestic production capability with U.S.-sourced components and supply chain documentation; compliance with MIL-Z-21353 specifications including hydrogen percentage, zirconium/hafnium composition, and particle diameter requirements; quantifiable trace element data for iron, silicon, chromium, and chlorine; and delivery schedules with major milestones for both the 10-pound First Article Test (FAT) and subsequent production quantities of 2,216 pounds.

The document also specifies detailed packaging requirements that contractors must meet, including inner pack specifications for tin-plated steel containers with secondary seals and 3-mil polyethylene bags, and outer pack specifications requiring fiberboard cartons with UN 4G/Y7.5S ratings, specific dimensions, and Department of Transportation flammable solid labeling. Contractors must demonstrate their capability to package no more than 20 pounds per container and provide analysis methods to maintain ongoing compliance with applicable military specifications. The evaluation criteria require respondents to provide Gantt chart formatted schedules, chemical composition data, particle size measurements, trace element analysis capabilities, and comprehensive supply chain decomposition documentation to support domestic production claims.
