About this file

This is a technical specifications and packaging requirements document for Zirconium Hydride procurement under solicitation W519TC-26-Q-ZHYD issued by the Army Contracting Command - Rock Island (ACC-RI). The material must be produced domestically with documented supply chain mapping, and must meet MIL-Z-21353 chemical and physical specifications including minimum 95.5% zirconium plus hafnium content, hydrogen content of 1.85-2.10%, and average particle diameter less than 10 microns as measured by Fisher Subsieve Sizer. All raw and recycled materials must be sourced and purchased domestically. Contractors must disclose trace materials including hafnium (0.2% minimum), iron (0.1% maximum), silicon (0.1% maximum), chromium (0.1% maximum), and chlorine (0.02% maximum), with testing performed by Inductively Coupled Plasma (ICP) analysis or government-approved alternative methods.

Quality assurance requirements mandate that contractors perform all tests and provide a Certificate of Analysis for each lot, with submission of a 10-pound first article sample prior to full lot shipment. Government sampling upon receipt will test three separate containers per lot, with rejection of the entire lot if any specimen fails to meet specifications. Packaging requirements specify maximum 20-pound capacity, tin-plated steel containers with specified gauge thicknesses, secondary seals, placement in waterproof polyethylene bags, and shipment in UN-rated 4G/Y7.5/S fiberboard cartons (6 7/8 x 6 7/8 x 7 7/8 inches) labeled as Flammable Solids per Department of Transportation provisions. The solicitation requires 10 pounds for first article testing and 2,216 pounds for the main requirement.

Zirconium Hydride Procurement Technical Data and Requirements A. Zirconium Hydride must be produced domestically. Must cite domestic production and must provide a supply chain map. Failure to cite domestic production and/or absence of a supply chain map are automatically considered unacceptable.

B. Material is to meet the chemical and physical requirements of MIL-Z-21353

1. Chemical Requirements:

Property
Requirement
Method
Zirconium (Zr) + Hafnium (Hf)
95.5 % min
Para. 4.4.1
Hydrogen (H)
1.85-2.10 %
Para. 4.4.2

2. Physical Requirements:

a. Material will have an average particle diameter of less than 10 microns as measured MIL-STD-1233 Method 100 (APD by Fisher Subsieve Sizer).

3. Testing methods/exceptions:

a. If the contractor cannot perform the chemical testing methods called out in MIL-Z-21353, the contractor may propose alternative method(s) subject to review and approval by the government (CAAA).

b. No other methods will be accepted in place of the APD by Fisher Subsieve Sizer unless submitted and approved by the government (CAAA).

c. The government (CAAA) can perform and will verify APD of samples submitted prior to full lot submission. Shipping of such samples will be at the expense of the contractor.

C. Material to meet additional chemical requirements

1. All raw or recycled materials used in the process of making the Zirconium Hydride must be sourced and purchased domestically.

2. Disclosure of trace materials, detectable amount, and analysis used.

3. Testing Methods/Exceptions:

a. If the contractor cannot perform the chemical testing methods called out above, the contractor may propose alternative method(s) subject to review and approval by the government (CAAA).

D. Quality Assurance Provisions

1. Contractor is required to perform all tests unless otherwise specified.

2. Contractor will provide a Certificate of Analysis for each lot submitted.

3. Lot requirements are specified in MIL-Z-21353 para. 4.2 and 6.2.

4. Contractor will submit a 10 pound (4.5 kilograms) first article sample for laboratory and performance testing prior to shipment of first full lot.

5. Sampling by Government inspector upon receipt:

a. 3 separate containers will be sampled from each lot.

b. Representative 0.25 pound (115 grams) specimens will be collected from each selected container.

c. Each specimen will be tested and reported separately.

d. If one or more specimen fails to meet the chemical and physical requirements, the lot shall be rejected.

e. Contractor shall have the option of partial or complete analysis of samples from each batch in a lot, at no expense to the government, if the contractor wishes to resubmit a rejected lot. The resubmitted lot shall be accepted provided that all samples pass all required tests.
