3 Publication Requirements

The Contractor shall develop and produce the technical manual IAW this SOW and the content selection matrix for MIL-STD-40051-2C.

3.1 TM Submissions. Publication submissions are required to meet all the format and content requirements of the applicable military specifications and standards listed in this SOW.

3.2 TM Content Selection Matrix Compliance. The MIL-STD-40051-2C Content Selection Matrix in this SOW (identified as Table A-IV) shall be used to organize and develop the content for the TM.

a) All items marked “R” in the matrix are required to support the equipment and shall be included in the order established in the matrix.

b) All items marked “AR” in the matrix shall be included as required to support the equipment, and if included, shall be included in the order established in the matrix.

c) All items marked “P” in the matrix are prohibited and shall not be included in the manual.

3.3 Maintenance Allocation Chart (MAC) Development. All maintenance procedures identified in the Government-approved Maintenance Allocation Chart (MAC) shall have corresponding maintenance, troubleshooting, and Preventive Maintenance Checks and Services (PMCS) procedures within the TM, as applicable. The MAC introduction and MAC tables shall be developed to conform to format and content requirements as detailed in MIL-STD-45001-2C. All item names of MAC functional groups shall be official nomenclature in accordance with the RPSTL nomenclature and nomenclature format/naming order. The MAC shall be updated to include changed or additional components and their corresponding maintenance functions.

3.4 Repair Parts and Special Tools List (RPSTL). The Contractor shall produce RPSTL information and artwork to support repair and replacement of parts. The RPSTL text, illustrations, and indexes shall conform to MIL-STD-45001-2C format requirements. The RPSTL parts list shall be updated to reflect part number changes as provided in approved engineering change packages (ECPs). The RPSTL figure title, the functional group title, and the applicable MAC title shall be identical. The RPSTL assemblies and subassemblies shall be in the same sequential order as the MAC. All submissions shall include RPSTL text and line art illustrations (photographs are discouraged), are subject to approval for use by technical publications, and will conform to guidance provided for graphics.

3.5 Alphabetical Index. Index shall be a detailed index with topics, subtopics, and page references, and shall be formatted in two columns with a subject column and a work package and page number column.

Index tags shall be used to designate content information for use in the index. An index automatically generated from TM headings will not be accepted.

3.6 XML Source Files. Publications shall be developed in eXtensible Markup Language (XML), IAW MIL-STD-40051-2C and a USAMC LOGSA-compliant Document Type Definition (DTD) and XML Stylesheet Language for Formatting Objects (XSL-FO) Stylesheet. The XML source files shall:

a) be a valid XML source file tagged in accordance with MIL-HDBK-2361D;

b) comply with the generally accepted XML industry standard definition of a “valid XML document.” All XML entity references shall be converted to relative file paths. c) consist of a single, independent XML file with all referenced external graphic files;

d) permit the Government to parse and compose the XML using Arbortext Editor release 7.0 or later to produce the PDF submission document.

3.7 Naming Convention for Work Packages (WP). A unique alpha-numeric identification number (wpno is the element in the XML file) shall be identified for each WP (see 4.7.9.1 in MIL-STD 40051-2C). For example, M0032-10-1670-337

a) be a file generated from the XML source files using the Government-provided stylesheet;

b) be a single PDF file with all fonts embedded;

c) include a cover sheet that identifies where the PDF derived from the XML source files deviates from any requirements or guidance, if any; and

d) be delivered electronically to a representative for Technical Publications.

The final reproducible copy (FRC) PDF file shall reflect all content of the text and graphics contained in the FRC Submission accepted by the Government.

3.10 Data Release. The Contractor shall package and deliver all source material, defined as operating plans, standard procedures, and residual material to include computer disks and all other media containing digital or electronic files developed to fulfill the requirements of this SOW. The Contractor shall grant the Government unlimited rights to any and all data/products produced under this SOW including unlimited intellectual property rights and technical data rights.

During preparation of equipment publications, these IPRs will be used to clarify requirements and provide guidance to the Contractor, ensuring the publication is written to conform to this SOW, the appropriate MIL-STD, and the Content Selection Matrix. Either the Contractor or the Government may request additional IPRs by teleconference or in person as required for development and delivery of the TM. The Government will notify the Contractor not less than five days prior to each formal IPR. IPR locations shall be as specified by the Government. If scheduled at the Contractor's site, the Contractor shall make adequate space, facilities, and personnel available for Government scheduled IPRs at no additional cost to the Government.

7.3 Verification Conference. Verification of the technical manual is the responsibility of the Government.

Maintenance procedures, including all PMCS, troubleshooting, and the RPSTL will be 100 percent verified IAW AR 25-30 and AMC PAM 25-31, with the exception of maintenance procedures which were verified previously and are carried forward verbatim. Contractor participation is required. Contractor will have subject matter experts (i.e. writer, system expert (if applicable), etc.) present for the duration of the verification conference.

7.3.1 Verification Plan. The Government will draft and submit for review a Verification Plan IAW AMC PAM 25-31. The Contractor shall review the plan for accuracy, applicability, and availability of Contractor personnel and support, and shall provide any commentary to the Government no later than 10 calendar days after receipt.

7.3.2 Government Responsibilities for Verification. The Government shall coordinate the necessary personnel, facilities, equipment, tools, test equipment, supplies, and pertinent documents required for the Verification Conference. The Verification will be scheduled in accordance with the Verification Plan. The Contractor shall take corrective action resulting from the Verification and modify subsequent submission(s) accordingly.
