About this file
This file is a quad chart presentation template for vendors responding to the Enterprise Logistics and Installation Support Services (ELISS) Commercial Solutions Opening (CSO). The template guides vendors to structure their proposals across four key evaluation areas: Managed Service model and methodology, Operational Impact and Outcomes, Technical and Innovative Merit, and ROM pricing with schedule. Vendors must provide company information (name, CAGE/UEI, and point of contact), describe how their solution transfers daily management burden from the Government to the vendor, directly map benefits to Performance Objectives outlined in the SOO, and propose 2-3 outcomes-based metrics demonstrating success. The technical section requires vendors to explain how their solution innovatively integrates cross-functional teams (logistics, legislative, etc.) while meeting security requirements. Pricing deliverables include a total Rough Order of Magnitude for the 9-month base period and four 12-month option years, accompanied by a high-level transition and full operational capability schedule.
The underlying solicitation (W519TC-26-R-ELISS) is issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal under the CSO authority (10 U.S.C. § 3458 and DFARS Subpart 212.70), with awards to be executed as either Firm-Fixed-Price contracts or Other Transaction Agreements. The Government seeks to transform its current reactive, resource-intensive staff augmentation model by procuring end-to-end strategic outcomes through a managed service approach, shifting from labor-hour purchasing to outcome-based delivery managed by the vendor.
