1.10 CONTAMINATED SOIL AND GROUND WATER
1.10.1 Contaminated soil and groundwater are present in and around the area of proposed construction. This contamination exceeds the Illinois Environmental Protection Agency (IEPA) Title 35 Illinois Administrative Code (IAC) Part 742 Tiered Approach to Corrective Action Objectives (TACO) Soil Remediation Objectives (SROs) and Groundwater Remediation Objectives (GROs). The contaminants are coal, coal ash, heavy metals, and semi-volatile organic compounds (SVOCs). Contamination is present at four locations along the south side of Beck Avenue, one location near the railroad tracks on the west side of building 299 adjacent to the former coal pile, and along a long section on the north side of Beck Avenue. These areas are highlighted on sheet CONTAM.01 in the plan sheets found in appendix “A”. Excavated soil in these areas cannot be reused and will need to be disposed of as a non-hazardous waste at an approved landfill. The contractor is responsible for the disposal of this material. Method of measurement for disposing of the contaminated soil shall be done by cubic yard (CY) removed. Method of measurement shall be counted by truck load; each truck shall be counted as 8 cubic yards. Truck load counts shall be submitted to the COR at the end of each workday to be counted. Truck load counts not submitted within 24 hours of hauling shall be omitted.
1.10.2 Groundwater contamination has been detected in the form of heavy metals in and around the area of construction for the storm sewer along the west side of building
299. The location of concern regarding ground water contamination is the storm sewer line noted and highlighted in red on sheet CONATM.01 in appendix “A” of the plan sheets. This contamination exceeds the IEPA Title 35 IAC Part 742 TACO GROs. Groundwater likely will not be encountered during the road replacement activities but will be encountered during the storm sewer line installation given the depth that excavation activities will be conducted. Per the IEPA General National Pollutant Discharge Elimination System (NPDES) Permit Number ILR10 that expires on August 31, 2028, any groundwater removed from the excavation must be done in such a manner as to provide pollution prevention measures for the discharging of the non-storm water component. RIA DPW will collect up to two groundwater samples for laboratory analysis in the contaminated areas identified above. The first groundwater sample is to be collected at the
9 | P a g e beginning of trenching activities assuming it will start at the downstream portion of the sewer line at building 295 and work northward. If the trenching activities along the above-mentioned north-south trending sections are still ongoing after one month, a second sample will be collected. The contractor is required to notify the COR in advance of trenching activities required to install the new storm sewer line in question. The groundwater samples will be submitted for laboratory analysis of the 23 Target Analyte List (TAL) metals, lithium, and hexavalent chromium. If the laboratory analytical results do not exceed the IEPA Title 35 IAC Part 302 Water Quality Standards for surface water discharge, then the groundwater can be discharged onto the ground surface. If the laboratory analytical results exceed the surface water standards, the contractor is responsible furnishing all labor material and equipment required for pumping, containerizing and properly disposing of the contaminated non-hazardous water.
1.10.3 Contaminated soil that is encountered during construction activities cannot be reused and must be properly disposed of at an approved landfill. This can be performed by staging it on plastic and covering with plastic for disposal later during construction activities or directly loading into dump trucks to be transported and disposed of at the approved landfill. It will be the contractor’s responsibility to identify a landfill to accept the contaminated soil and determine the landfill’s requirements (i.e. laboratory analytical data/soil sampling and sampling frequency (one sample per X tons) to dispose of the contaminated soil.
All soil sampling and associated costs will be the responsibility of the contractor.
1.11 MUNITIONS AND EXPLOSIVES CONCERN
1.11.1 For both the Beck Avenue replacement construction and the storm sewer line replacement, there are no known Munitions and Explosives of Concern (MEC) in those areas. Historically there were magazines in the grass area north of Beck Avenue, near the intersection of the railroad tracks and the south side of Beck Avenue, and in the parking north of Beck Avenue. These magazines were removed in the mid-1980s. A MEC survey was conducted in 2010 at the grass areas east and west of the railroad tracks north of Beck Avenue resulting in no MEC concerns being reported. No development or changes to the area has occurred since the MEC survey was completed. Excavation of contaminated soils were conducted at the former coal and ash pile area and no MEC or indications of the former magazine there were encountered in the northwest corner of the former coal pile. According to the 2010 MEC survey the two magazines under the parking lot were also removed at the same time as the other magazines.
1.12 ELECTRICAL CONSTRUCTION
1.12.1 The contractor shall relocate the existing handhole located along the south side of
Beck Avenue at the entrance of building 299. Relocation shall include providing new electric wire to feed the relocated 12-foot light poles. The size of the proposed wire shall match the size of the existing wire.
1.12.2 The contractor shall remove and relocate an existing 12-foot light poles. Location information can be found on sheet D.04 in the plan sheets of Appendix A. The contractor shall terminate the proposed electrical wire to the relocated light poles at the new location.
10 | P a g e
1.12.3 The light pole shall be mounted to a 2-foot diameter foundation. The foundation shall sit 6 inches above finished grade.
1.12.4 Final acceptance shall include the commissioning and testing of the relocated light pole per the article 300’s of the NEC code.
1.12.5 The contractor shall remove and relocate an existing 30-foot light pole. The pole can be located at the southeast corner of parking lot 2G.
1.12.6 The contractor shall provide wind load calculations that must be approved by the Department of Public Works electrical engineer.
1.12.7 Relocation of the light pole includes a new foundation proportional to the wind load calculations and the weight of the relocated pole.
1.12.8 Rewire the existing electrical wire to the new location.
1.12.9 Final acceptance shall include commissioning and testing of the relocated light pole per the article 300’s of the NEC code.
