About this file

This document includes a Performance Work Statement (PWS) and draft Request for Proposal (RFP) related to engineering services for Soldier Unmanned Aircraft Systems. The PWS outlines requirements for design and development of a wireless interface between a Handheld Ground Control Station and ground radio over 12 months. Key deliverables include program management plans, trade studies, preliminary and critical design reviews, interface specifications and control documents, prototype units, and technical data packages. The draft RFP seeks cost-plus-fixed-fee proposals on a small business set-aside basis for engineering support of Group 1 UAS including Short Range, Medium Range, and Long Range reconnaissance aircraft as well as the Handheld Ground Control Station. Questions regarding the draft RFP are due by February 11th, 2022 and the official RFP will be released on February 24th, 2022. The opportunity is issued by the US Army Materiel Command Contracting Command at Redstone Arsenal.

1. Conduct Program Management Reviews (PMRs) as to the overall program status quarterly at the

Contractors Site. Hold Bi-weekly Integrated Product Teams (IPTs) and collaborate with the Government.

Provide slides and meeting minutes for IPTs, PMRs, Preliminary Design Review (PDR) and Critical Design Review (CDR) events via email to all attendees.

3.2.2 3.2.4

2. Provide Program Management oversite for task execution for cost, schedule, and technical performance.

Provide and update a Work Breakdown Structure (WBS) (A023) and Integrated Master Schedule (IMS) (A032).

3.2.1 3.2.5

3. Conduct a Trade Study to access current and emerging technology in the UWB field to meet SUAS’s Size, Weight, and Power (SWAP) needs within industry and the United States Government. Then determine the performance and physical characteristics solution(s), document the characteristics, and deliver the recommended solution (A009).

3.3.3 3.5.4

4. Utilize Object-Oriented Systems Engineering (OOSEM) processes to capture various aspects of the wireless solution.

3.3.8

5. Conduct a Preliminary Design Review (PDR) of the recommended UWB solution’s characteristics and specifications documents as well as the OOSEM process used and the aspects captured.

3.3.4

6. Develop the interface requirements specification within the OOSEM process, utilizing Cameo Enterprise Architecture (EA) software suite for capturing various aspects of the interface to include use case analysis, requirements, and design (A062).

3.3.7

7. Develop an Interface Control Document (ICD) within the OOSEM process, utilizing Cameo EA software suite for capturing various aspects of the interface to include use case analysis, requirements, and design (A020).

3.3.5

8. Utilize the PDR approved criteria to develop solid models, Computer Aided Designs (CAD) drawings, etc.

of the UWB solution to support prototype builds and incorporation into the Government’s TDP (A050).

4.5.4

9. Conduct a Critical Design Review (CDR) of the UWB ICD, Specification Document and design as well as the supporting files created during the Model-Based Systems Engineering (MBSE) process (A034).

3.3.4

10. Finalize the ICD and supporting models generated throughout the OOSEM process and enter into a Dynamic Object-Oriented Requirements System (DOORS) or Government approved equivalent data base and deliver a loadable export of the specification document (A020).
