About this file
This document is a Commercial Item Description (CID) for Charcoal (For Use In Ammunition). It covers the salient characteristics and quality assurance provisions for four classes of charcoal prepared by the destructive distillation of suitable hardwoods, intended for use in ammunition. The classes differ by granulation requirements, with Class A intended for use primarily as an ingredient in black powder, Classes B and C for use as an ingredient in tracers, signals, flares, igniters, and similar items, and Class D for use in pyrotechnic mixtures. The moisture content shall not exceed 5% and the ash content shall not exceed 5% unless otherwise specified. Granulation requirements are provided for each class using U.S. Standard sieves. Acquisition documents must specify the class required and any specific source for the charcoal.
The related federal contract opportunity is a solicitation from the Army Contracting Command - Rock Island (ACC-RI) for the purchase of Ground Charcoal in support of Pine Bluff Arsenal's M116 Production. This is a 5-year, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to be awarded to the offeror whose quote is responsive and has the lowest total evaluated price.
