Specific material requirements include barbed wire (two 12.5-gauge galvanized wires with 14-gauge 2-point barbs spaced 4 inches apart, minimum 950 pound-force breaking strength), barbless bottom wire (12.5-gauge galvanized, placed 16–18 inches above ground), steel T-posts (ASTM A702, painted, 1.33 lb./linear ft minimum), 42-inch twisted wire fence stays (9-gauge galvanized), and corner/stress panels using ASTM F1083 SS40 steel pipe. Wire gates must use wooden stays (1.5–3.5 inch diameter pine, fir, cedar, juniper, honey locust, Osage orange, or white oak) with total length of 4 feet. The contractor is responsible for assessing structural damage, recording GPS-located repairs with itemized lists, maintaining weekly check-ins with the Contracting Officer Representative (COR) or Project Inspector (PI), submitting weekly progress reports, and properly disposing of removed materials at approved facilities. BLM will conduct regular field inspections and accept work upon satisfactory completion of all requirements and deliverables.

STATEMENT OF WORK

A. Description of Work:

Background: During the 2026 fire season, the Adobe Fire damaged numerous fences within the Elko District. Repairing these fences is necessary to protect emergency stabilization and rehabilitation treatments and provide temporary grazing rest within burned areas and loose fence wires pose a risk to wildlife, livestock, and humans. The fences will require total reconstruction with adherence to the provided specifications.

Purpose: The purpose of this project is to repair fences to temporarily rest burned areas while allowing grazing to continue in unburned areas and to protect emergency stabilization and rehabilitation treatments.

Objective: Reconstruct approximately 4.5 miles of existing 4-wire fence (see attached maps).

The contractor will be responsible for following the specifications on all reconstruction and new fence structures. Removed fence materials shall be hauled off-site and properly disposed of in an approved landfill or recycling center.

Timelines for completion are discussed below.

B. Project Location:

The project is on Bureau of Land Management administered lands within the Elko District in Nevada. The attached spreadsheets provide an approximate list of structures, approximate longitude and latitude, the status or expected work to be completed for each structure, and specific direction or information for a structure if needed.

Legal Locations and Segment Length:

Access:

The main access to the burned area is from Elko, Nevada take Highway 225 to the Double Mountain turnoff. Continue toward Double Mountain where the burned area is located. Fire restrictions or weather may temporarily preclude access to some field areas. Additional details will be covered during the pre-work conference. Historical weather conditions that preclude work have been accounted for and included in the performance period.

C. Specific Requirements:

General

1. Weekly check-in with the COR or PI.

2. Ensure all fence wires are tight.

3. Work shall be completed when roads are dry or frozen to minimize potential damage.

4. All vehicles shall be cleaned prior to entering the worksite to minimize the risk of spreading noxious weeds/invasive non-native species.

5. Report to the COR or PI any observed noxious or invasive weed species.

6. Contractor shall follow all fire restrictions in the Elko District.

7. Remove from the public lands and properly dispose of removed wire, T-posts, wood posts, wire stays, fence staples, and other trash.

Fence Replace (wire removal and replacement)

1. All fence line wire will be removed and disposed of in an approved landfill or recycled and new wire installed (3 barbed and a smooth bottom).

2. The attachments provide an estimate of the proposed work to be completed; however, the contractor is responsible for assessing the current condition of fence structures and repairing or replacing, to the attached design and specifications (Attachment 6), any damaged structure that is not functioning properly.

3. Barbed Wire: A strand of two 12.5-gauge galvanized wires twisted together with 14-gauge, 2-point barbs spaced 4 inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 pound-force. The barbed wire shall conform to the A121 Standard Specification for Metallic-Coated Carbon Steel Barbed Wire.

4. Barbless Wire: A strand of two 12.5-gauge galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 pound-force. The barbless wire shall conform to the A121 Standard Specification for Metallic-Coated Carbon Steel Barbed Wire.

5. The fences have both steel and wood structures which have potentially been damaged by the fire. The attached spreadsheets estimate the expected work to be completed for each fence segment and structure; however, the contractor is responsible for assessing the current condition of each structure and repairing damaged or deficient areas to the attached design and specifications (Attachment 7) unless otherwise directed.

6. Contractor is responsible for recording location and itemized list of all completed repairs. Location information will be captured using a GPS device (contractor required to provide). The contractor may request a Fence Construction Log template worksheet to record repairs in written format. These items are required before any payments are made.

7. Wire Fence Stays: 42” twisted wire fence stays manufactured from smooth galvanized 9-gauge wire.

8. Clip-Type Wire Fastener for T-post: Galvanized wire, 8-gauge.

9. Steel T- Posts: ASTM A702, painted, "T" bar type, with a welded or riveted anchor plate. Furnish with clip-type wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb./linear ft. The anchor plates shall weigh a minimum of 0.67 pounds +5 percent and be a minimum of 18 inches in area.

a. T-posts will be installed in a straight line between fence structures (i.e. stress panels or corners), driven plumb with no more than 5 percent lean, driven 1 foot 6 inches in depth burying the anchor plate slightly below the ground surface, and securing all wires to the t-post using clip-type wire fasteners. If there is an existing post, the price includes removing or straightening the old one and installing a new one.

b. When ground conditions prevent driving, move either direction in the fenceline not to exceed 20 feet and no less than 12 feet between posts. When drilling holes for t-posts, holes will be slightly smaller than the diameter of the t-post and a minimum of 18 inches deep. Remove the anchor plate and drive the t-post firmly into the hole ensuring the t-post is driven to the depth of the hole.

10. Corner, End, and Stress Panels (Attachment 7)

a. Steel Pipe: ASTM F1083 SS40. Post pipe shall be at a minimum 7 feet long and

2-1/2 inch (2.875-inch O.D., 3.12 lbs./ft); brace pipe, 7 feet long, 1-5/8 inch, (1.66-inch O.D., 1.84 lbs./ft).

b. Panel Wires: Four wires of 9-gauge smooth, galvanized wire or 2 wires of galvanized, 12-1/2-gauge barbless wire. The minimum weight of zinc coating for 9-gauge wire shall be at least 0.4 oz of zinc/ft2 of coated surface area; for 12-1/2-gauge wire at least 0.3 oz of zinc/ft2 of coated surface area or four strands of Barbless Wire as described under barbless wire shall be used.

c. Brace Clamp and Wire Holder- Chain Link 3” (2 7/8” OD) Heavy Brace Band (11 Gauge)-Galvanized Steel

d. Chain Link 3/8" x 1 1/4" Carriage Bolts & Nuts (Hot Dip Galvanized Steel)

e. Chain Link Fence 3" [2 7/8" OD] Galvanized Round Dome External Fence Post

Cap

f. Bar Stock 1-1/4” X 1/4”

g. Tension Device (wood stay stick, rebar, or differ link).

11. Wire Gates: Furnish with the same type of wire and wire spacing. Gates will be built using wooden stays (Attachment 8).

a. Wood Gate Stays: Sound and straight pieces, 1-1/2 to 3-1/2-inch diameter of the species pine or fir (with bark removed), honey locust, western red cedar (full stem with bark removed), juniper, Osage orange, or white oak. Treatment with preservative is not required. Stays shall be of uniform length sufficient to touch the ground. Total length shall be 4'-0".

b. A rigid steel strap or 9-gauge smooth wire loop 6 inches from the ground securely connected to the gate post and shaped so the gate stay will be securely held in place. No barbed wire shall be used.

c. Staples: Bright-finish or galvanized 9-gauge with slash-cut points 1-3/4 inches long

d. Re-use all cam lever devices “cheater bars” on existing gates.

e. Replace all missing cam lever devices “cheater bars” on existing gates.

12. Miscellaneous

a. Wire for ties and gate loops shall be 9 or 125-gauge galvanized wire.

b. Staples: Bright-finish or galvanized 9-gauge with slash-cut points 1-3/4 inches long.

c. Replace bottom barbed fence wire with smooth (barbless) wire and place 16”-18” above the ground in reconstruction areas.

d. The top two wires shall be at least 12 inches apart to reduce wildlife entanglement.

e. Replace existing bent/damaged T-posts as needed. Install one wire stay between t-posts. Replace burnt wood posts with steel t-posts.

f. Repair corner, end, and stress panels as needed. Replace burnt wood with metal.

g. Replace burnt gate stays as needed.

D. Contractor Furnished Items:

1. All necessary labor, equipment and materials to complete the fence removal, repair, or reconstruction including t-posts and hardware, steel posts and hardware, staples and wire fasteners, wire and wood stays, equipment for rolling and unrolling wire, equipment to install steel pipe and t-posts. This list is not exhaustive, and the contractor is responsible for providing the necessary materials and equipment to complete the desired work described above.

E. Government Furnished Items:

1. Priority areas for start of performance period to be discussed at prework conference.

F. Deliverables:

Performance will include completion of approximately 4.5 miles of reconstructed fence meeting the specific requirements above.

G. Inspection and Acceptance:

The BLM will require regular status updates from the Contractor. BLM will visit the field at any time or will request an update on miles of accomplishment. The Contractor shall submit a weekly progress report to the BLM so the BLM can begin inspecting the completed sections. Work will be accepted when the deliverables have been satisfactorily met and all requirements in the statement of work and contract.
