Salient Characteristics & Shipping Requirements for Pantographs & High Reach Arm at RAF Mildenhall
This document outlines the salient characteristics and shipping requirements for aircraft refueling equipment to be delivered to Royal Air Force Mildenhall by June 4, 2026. The Government requires multiple moveable pantograph assemblies and high-reach pantograph assemblies for underwing refueling operations.
The standard pantograph assemblies must feature 341GF aircraft refueling nozzles with D-3 swivel inlets, 351GF-14F DOD-style couplers, moveable configurations with three 4-inch NB 10-meter sections totaling 100 feet plus inlet and dispensing arms, integral stainless steel flanged swivel joints (Grade TP304L), counterbalanced dispensing and inlet ends, lockable and braked 300mm castor wheels, hot-dip galvanized steel support structures, venturi and thermal relief systems, positive displacement meters with temperature compensation, grounding reels, and towbars. These assemblies must comply with STS-M 145, be AFSSEA approved, and include provisions for pre-existing Cla-Val refueling control valves.
The high-reach pantograph assemblies must be designed to USAFE-Standard Spec. STS-M144B for wide-body aircraft underwing refueling, featuring manually operated scissor lift platforms extending to 17.3 feet, 3-inch stainless steel (304L) pipework, high-performance stainless steel (316L) swivel joints, four 12-inch spring-loaded fuel-resistant castors with brakes and directional locks, detachable hot-dip galvanized steel tow bars, thermal relief systems set to 125psi, liquid-filled pressure gauges, sample/drain and venting assemblies, and dual 15-meter spring-rewind grounding reels. Full documentation including installation/operation instructions and EN 10204 3.1 pressure test certificates must be supplied.
Shipping instructions vary by vendor location. UK-based vendors must use FOB Destination with all shipping costs included in the total purchase price; the Government will provide the shipping address and destination point of contact. International vendors must use a consolidated shipping point via FOB Destination with shipment weights exceeding 300 pounds and individual dimensions exceeding 72 inches. International contractors must complete DD Form 1139 to determine MILAIR eligibility, mark cargo "UNITED STATES AIR FORCE" for customs clearance, and coordinate with the 100th Logistical Readiness Squadron at RAF Mildenhall through designated email addresses and the commercial phone number +44-1638-542912.
