This is a Pre-Solicitation Notice for transient commercial lodging services in US territories. The 413th Contracting Support Brigade, Regional Contracting Office – Hawaii is seeking to establish multiple Firm-Fixed-Price Blanket Purchase Agreements (BPAs) to provide temporary duty (TDY) and lodging-in-kind accommodations for 9th Mission Support Command Army Reserve, active duty, and approved Department of War personnel operating in American Samoa, Guam, and Saipan (CNMI). The estimated contract value is $349,999.99 for the base year, falling between the $25,000 and $350,000 Simplified Acquisition Threshold. The requirement is classified under NAICS code 721110 (Hotels and Motels) and Product Service Code V231 (Lodging, Hotel/Motel). All nightly rates must comply with Joint Travel Regulations and not exceed maximum OCONUS lodging per diem rates as calculated by the Defense Travel Management Office.
The contracting office intends to set aside this requirement 100% for small business participation to support local OCONUS economies. The pre-solicitation notice will remain active on SAM.gov for a minimum of fifteen calendar days from the August 7, 2026 publication date, after which direct solicitation will be issued to the seven active small business incumbents plus any qualified vendors identified through this notice. The government plans to establish a minimum of three to five BPAs, ideally renewing all seven or more viable small business agreements to maintain geographical coverage across all three territories. New BPAs are anticipated to be effective October 1, 2026, with an ordering period extending through September 30, 2031 (5-year cycle). Prospective offerors should submit capability statements including company registration details, available room inventory, booking system capabilities, active FEMA fire-safety certification, and relevant experience with military lodging-in-kind services. Notice ID No. W912CN-26-M-EC01 Issue Date: Aug 7, 2026
Pre-solicitation Lodging-In-Kind in US Territories of American Samoa, Guam and Saipan (CNMI)
1. The purpose of this Pre-solicitation Notice is to notify the commercial marketplace of the
Government's upcoming requirement for transient commercial Lodging-in-Kind (LIK) services and to identify interested, qualified small business sources located within American Samoa, Guam and Saipan. This notice serves as broad market outreach to expand the Government's competitive pool.
Any qualified small business entities identified through responses to this notice will be added to the direct solicitation list alongside the seven (7) active small business incumbents.
In accordance with RFO 5.101, Table 5-2, because this proposed contract action is estimated to be greater than $25,000 but, less than or equal to $350,000 (Simplified Acquisition Threshold, SAT), this pre-solicitation notice will be active on SAM.gov for a minimum of fifteen (15) calendar days from publication. Following this 15-day notice period, the Government will issue direct solicitation to the qualified suppliers on the compiled solicitation list.
2. The contracting office for this requirement is the 413th Contracting Support Brigade, Regional Contracting Office – Hawaii (413th CSB, RCO-HI). The points of contact are:
• Contracting Officer:
Cierra Urquhart Email: cierra.urquhart.civ@army.mil
• Contract Specialist:
Edmond R. Chan Email: edmond.r.chan.civ@army.mil
3. Total Small Business Set-Aside in accordance with RFO Part 19.
• A formal search of the SBA Dynamic Small Business Search (DSBS) database utilizing NAICS code 721110 returned zero (0) results due to administrative profile synchronization gaps unique to OCONUS territories. However, historical procurement records and local commercial market analysis confirm a robust, highly competitive small business lodging sector on the islands. There are currently seven (7) active small business incumbents successfully executing these exact requirements under expiring BPAs. Consequently, the Contracting Officer intends to set aside this requirement 100% for Small Business participation to continue supporting local OCONUS economies.
4. The following federal classification codes identify the commercial services being procured:
• North American Industry Classification System (NAICS) Code: 721110 – Hotels and Motels.
• Product Service Code (PSC): V231 – Transportation/Travel/Relocation -
Travel/Lodging/Recruitment: Lodging, Hotel/Motel. Note: This requirement is treated as a Supply Buy for administrative purposes but, utilizes a Service PSC because no corresponding Supply PSC adequately describes the temporary commercial lease of lodging facilities.
