This is a Statement of Work (SOW) for the installation of solar control and security window film at Cheyenne Mountain Space Force Station in Colorado, prepared by the 21st Civil Engineer Squadron with a work task number 18971742 and effective date of July 21, 2026.

The contractor shall supply and install solar control and security window film on approximately 152 windows in Building 101 (Location 1), along with three windows and one half-lite door in Building 12100, and one window and one half-lite door in Building 12001 (Location 2), totaling approximately 3,100 square feet. Location 1 requires Premium Nano-Ceramic or Spectrally Selective Solar Film with exterior reflectivity not exceeding 15%, with standard dyed dark tints and mirrored finishes strictly prohibited. Location 1 also includes installation of heavy-duty commercial-grade roll-up blinds on all east-facing second-level office windows, excluding office 203 and the main entrance atrium, with additional coverage for offices 212 and 213 on the west side. Location 2 requires film designed to limit viewing into the facility while maintaining views outward, with no blinds required. The contractor must submit material samples ranging from 10% to 75% VLT, a film-to-glass compatibility chart, and a factory-certified thermal stress analysis prior to installation. All work must comply with OSHA and Air Force Occupational Safety and Health standards. Installation procedures require thorough cleaning of glass surfaces, uniform application without air bubbles or defects, and film placement 3mm to 5mm short of window frame edges to preserve structural silicone and acoustic seals. Work hours are 7:00 a.m. to 4:00 p.m., excluding weekends and federal holidays, with deviations requiring written approval. Contractors must obtain proper authorization and visitor passes, with Location 2 requiring access to a restricted area and contractor-provided escorts. Upon completion, the contractor shall provide operations and maintenance documentation and test results, with final inspection conducted by Civil Engineering representatives and the Contracting Officer Representative, and any punch list items to be corrected at no additional cost to the government.
