About this file

This document provides guidance for contractors developing digital products for the National Center for PTSD (NCPTSD) regarding compliance with Section 508 accessibility standards. Contractors must ensure that any products they develop, such as websites, courseware or media players, meet Section 508 requirements to be accessible to users with disabilities. Section 508 compliance must be considered throughout the entire development process. Ultimate responsibility lies with the contractor. The document directs contractors to resources including the full text of Section 508, the Section508.gov toolkit, and the VA Section 508 Office, which must approve products as compliant before completion. Related opportunities may involve the development of animated whiteboard videos for the Department of Veterans Affairs.

508 guidance for potential National Center for PTSD contractors

The National Center for PTSD (NCPTSD) is committed to ensuring that online materials are accessible to all audiences, including those with disabilities. Section 508 compliance is the law. Adherence to it must be built into the product development process from the very beginning.

NCPTSD contractors should carefully consider how they will ensure the accessibility of the products they are developing. Keep in mind that newer web development tools, such as media players and courseware, may present special challenges regarding 508 compliance.

IMPORTANT: The requirement that products be 508 compliant is included in statements of work and executed contracts. Ultimately, the responsibility for 508 compliance lies with the contractor.

Section 508 Revised Standard This is the full text of the accessibility rule. The section on Software – Chapter 5 – is the one that is most relevant for products developed for NCPTSD.

Section508.gov Section508.gov is the General Services Administration’s comprehensive website providing technical assistance to help Federal agencies comply with Section 508 requirements. The toolkit has a wealth of resources on accessibility requirements, how to create and test content and where to get training on the standards.

VA Section 508 Office This is the office within the Department of Veterans Affairs that has the final authority in determining that products developed by the National Center for PTSD are compliant with Section 508. As products near completion, NCPTSD contractors should work their NCPTSD project manager and the NCPTSD Associate Director for Information and Communication and the Associate Director for Education to initiate the process for submitting products to VA 508. In most cases, project managers will do the actual submission because it must be done through the YourIT website, which is only accessible to VA staff.
