B.2 PERFOMANCE WORK STATEMENT
Part 1. Scope of Work
1.1 Description of Services/Introduction:
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), National Center for PTSD (NCPTSD) seeks a contractor who will script, design and produce a total of up to 10 whiteboard videos, with similar style and length (~3-4 minutes each). Three of the videos will replace “treatment explainer” videos already available with a goal of aligning treatment recommendations with the 2023 VA/DoD Clinical Practice Guideline (CPG) for PTSD. The other videos will be new topics not currently in our video series. Each video must be fully 508-compliant (see attached) and adhere to NCPTSD’s diversity, equity, and inclusion standards.
1.2 Background:
The National Center for Posttraumatic Stress Disorder (NCPTSD) created a series of animated whiteboard videos to offer basic information about PTSD and effective treatments for the general public, in particular Veterans and other trauma survivors.
1.3 Objectives:
The whiteboard videos aim to offer key information about trauma, PTSD, effective treatments and co-occurring problems in an engaging format. The tone is serious and hopeful, as we strive to encourage treatment engagement for those who have PTSD. The National Center is committed to inclusivity, acknowledging the diverse backgrounds of those who experience trauma and the increased risk that some historically marginalized groups face. As such, diversity and cultural sensitivity are critical to our educational products.
The primary audience for our videos is the general public, in particular Veterans and other trauma survivors. One video (that will be recreated) is aimed at mental health providers, specifically those who are licensed to prescribe medications. Many of our videos are currently used by VA mental health providers as a way to introduce treatment options to patients, and our series is promoted during PTSD Awareness Month to the general public through social media and other means.
1.4 Scope:
This contract seeks a Contractor who will script, design and produce a total of up to 10 animated videos, 3 of which are revisions of videos currently on the NCPTSD website (see below) and the balance of which will be completely new. All videos will be MP4 format with SRT captioning files.
The 3 videos to be recreated are listed below. Each can be viewed on our website: https://www.ptsd.va.gov/appvid/video/index.asp.
| • | PTSD Treatment: Know Your Options (Public Audience) |
| • | Medications for PTSD (Public Audience) |
| • | Prescribing for PTSD: Know Your Options (Professional Audience) |
Of the 7 new video topics, 1 video will be Spanish language. The contractor will be responsible for creating a culturally sensitive and scientifically accurate video, translating the script into Spanish and ensuring that a back-translation (from Spanish to English) maintains integrity of meaning and readability.
While the Contractor will generate scripts and storyboards for the videos, NCPTSD will supply subject matter experts (SMEs) and background information to support scientific accuracy.
The scope of work includes all management, supervision, labor, materials, supplies, equipment, certification, licenses or other resources necessary to execute the contract.

Part 2. Government Furnished Items and Services
2.1 Government Provided Subject Matter Experts

Part 3. General Tasks and Requirements
3.1 Whiteboard Requirements
The Contractor will be responsible for all aspects of video planning, organization and development. The Contractor will provide a scriptwriter who will develop a script for each video, working with NCPTSD SME(s) and materials for key messages and scientific accuracy. The script will be written using Microsoft Word and will not exceed an 8th grade reading level using the Flesch-Kincaid Grade Level Test for readability.
The Contractor will develop a storyboard, offering 2-3 creative options for the storyboard art theme of each video. The Contractor will work iteratively with the NCPTSD SME(s) during the creative process to refine the art for each video. Each video will present a significantly different look and feel (i.e., viewers should be able to differentiate between videos) while maintaining consistent branding of all videos as part of the NCPTSD animated video series.
NCPTSD subscribes to a 508-first philosophy; we require that building a 508-compliant product begins early in the development process. To that end, NCPTSD will submit the storyboard for each video to VA’s 508 Office for an initial review (or pre-audit). The Contractor will develop a plan to make the changes required by the VA 508 Office and incorporate those changes into the script and storyboard before video production. Each video requires a captioning file. Our preference is to create videos that do not require an audio description.
DELIVERABLES
3.1.1 Script document
3.1.2 Storyboard document
3.2 Production and Delivery of Videos
The final videos will be based on the storyboard, including all changes agreed upon between the Contractor and NCPTSD. The Contractor will incorporate music and secure voice talent with approval from NCPTSD (e.g., gender, age, tone). NCPTSD will approve the audio track. The Contractor will produce each video, working iteratively with NCPTSD to finalize content, look, feel and flow. The Contractor will deliver a final version of each video with captioning file.
Each video must be deemed 508 compliant by the VA 508 Office and delivered to NCPTSD for upload on the VA media server (and/or VHA’s YouTube channel). As such, the Contractor will verify that 508 deficiencies previously identified by the VA 508 Office have been remediated. The final versions will then be submitted by NCPTSD to the VA 508 Office for a formal review. Any deficiencies will be remediated by the Contractor to the satisfaction of the VA 508 Office.
The Contractor will be responsible for performing quality control of the videos--resolving all errors, audio quality, grammar in captioning file, etc.–prior to delivery. Should an audio describe track be required for a given video, the Contractor will supply two versions of that video: one with an audio describe track and one without.

Information technology, as defined in 40 U.S.C. 11101(6)—
(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use—
(i) Of that equipment; or
(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;
(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but
(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.
(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub. L. 117-328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, “No TikTok on Government Devices” Implementation Guidance, collectively prohibit the presence or use of a covered application on executive agency information technology, including certain equipment used by Federal contractors. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the Government, or on any information technology used or provided by the Contractor under this contract, including equipment provided by the Contractor’s employees; however, this prohibition does not apply if the Contracting Officer provides written notification to the Contractor that an exception has been granted in accordance with OMB Memorandum M-23-13.
(c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts, including subcontracts for the acquisition of commercial products or commercial services.
(End of Clause) C.2 52.212-4 CONTRACT TERMS AND CONDITIONS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEC 2022)

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). (e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
