AMENDMENT 0001
SUBJECT: QUESTIONS/ANSWERS
RFQ No: 36C10G23Q0110 ; Whiteboard Videos Page 1 of 3
Question # Section Page # Question / Clarification Answer / Clarification
1.
Is there a budget range in mind?
No additional information can be provided since this requirement, as solicited now, is completely new.
2.
Is there an incumbent vendor?
No, Incumbent
It looks like that was created using Doodlly. Are you looking for the same creative execution but with new scripts and characters?
Or are you looking for something that is higher production value?
NCPTSD expects similar quality at minimum.
4.
E.3 Does a male owned SDVOSB qualify to submit a quote?
Yes, this is a SDVOSB set aside
5.
in regards to examples of work, it states that “The links and information provided shall not contain self-identifiable information like the vendor’s name.” Does that mean that the work we submit as an example shouldn’t be a link to a case study on our website or Vimeo page?
If it’s possible to provide the example any other way, or in a way you don’t have to identify yourself, please do so.
If not, this will suffice.
If not, Do you have a preferred method for getting those videos over to you?
See answer to previous question

Question / Clarification Answer / Clarification
7 E.3 The Instructions request links to current work under factor 1, but page 46 says that hyperlinks are not allowed. Can the government clarify its expectations for the use of hyperlinks?
This is only in reference to any other links not requested specifically on the solicitation.
You can use links when specifically requested.
If hyperlinks are approved, does the government have a preference for how the videos are shared? For instance, we could use an unbranded YouTube or Vimeo account
All deliverables must be received in a manner that aligns with VA firewall restrictions.
YouTube is a viable option for viewing examples.
The Instructions list the same file titles for the Tech Volume and the Past Performance volume, which may cause confusion.
Would the Government consider changing the file title for Volume II, Past Performance, to something else?
Typo. Use Volume II Past Performance: [Contractor Name]PastPerformance.doc/pdf
Is it acceptable for the price volume to take the form of the table in Section B3?
Yes, but please follow Quote submission Instructions for details/information needed on Price spreadsheet.

# Section Page # Question / Clarification Answer / Clarification
E.3 Do resumes count toward page limits? With potentially 10 key personnel listed and a limit of 10 pages for the entire technical volume, which includes other requirements, it will be extremely difficult to respond in a compliant manner to this RFQ
Resumes are Not part of the page limit for Volume 1
Since voice talent will vary by approved concept and video, is it acceptable to submit a resume for the person who will vet and select voice talent as key personnel, instead of the voice talent themselves?
Otherwise it will be difficult for offerors to provide VA with the flexibility and choice of story concepts that are required?
Yes, submitting a resume for person responsible for working with NCPTSD to choose appropriate voice talent for each video is acceptable.
Can you tell us if there is an incumbent and who they are?
No, incumbent
If there is an incumbent, can you share the total contract value for their contract?
No additional information can be provided since this requirement, as solicited now, is completely new.
