A04 STATEMENT OF WORK: REMOVE HAZARD MATERIALS DUE TO RODENT
INFESTATION AT BOULDER BEACH RANGER STATION
1. BACKGROUND
A recent rat infestation at the Boulder Beach Ranger Station has led to the building being vacated due to the health concerns of staff being exposed to the feces, urine, and rodent activities in the building. An inspection of the building was performed on 4/11/2024 by a pest management specialist who identified the ceiling insulation, drop down tiles, and HVAC system as the primary nesting place of the rats. It appears, the rats were able to infiltrate the building by climbing the trees immediately outside the structure and then accessing the building through the roof. The rats then created nests in the insulation and HVAC units that provided heat during the winter months. The damage caused by the infestation will require removal and replacement of all the effected building materials.
This project requires a hazard material specialist to remove all affected building materials and rat carcasses from the ranger station including but not limited to roofing insulation, ceiling tiles, HVAC ducting, IT hardware, and lights that cannot be cleaned.
The walls, carpeting, and furnishings will need to be protected or moved from the building during the process to prevent further contamination. Contractor will assure removal meets all federal and state guidelines and regulations to assure the safety of the crew performing the removals and the construction contractors. NPS staff would then start remodeling the building removing a couple of walls required to expand office space in the facility.
The next phase will require the roof to be insulated with closed cell spray foam insulation, new insulated HVAC ducting installed, and a false drywall ceiling to be constructed against the roofing trusses to create a closed space in case of future infestations. New electrical conduit, romex, and IT cabling would be hung against the false ceiling and below that a new grid tile ceiling would be installed for access to the utilities. The grid lighting and registers would then be reinstalled. Any damage to the walls would be repaired and painted for a finished appearance.

3. PROJECT TASKS
a) All of the following tasks shall be completed by contractor to satisfy the requirements of this contract.
b) All work shall be in compliance with the latest edition of the International Building Code, International Energy Conservation Code, and National Electric Code.
c) All materials, products, and equipment installed shall be installed in compliance with the manufacture's installation instructions and best practices recommendations.
3.1 HAZARD MATERIAL REMOVAL
a) Protect wall surfaces, office partitions, carpet, and furnishings within the facility with heavy duty poly plastic. This may require moving furniture into a consolidated space to be covered.
b) Document where registers and lighting existed as well as document the size and configuration of the HVAC ducting that will need to be installed after demolition.
c) Wear proper PPE and take necessary precautions to protect workers while performing the demolition operations within the facility.
d) Remove and save all HVAC registers and lighting that have not been contaminated by rodent urine or feces.
e) Remove ceiling grid system including cabling, fasteners, and associated parts to be disposed of.
f) Existing electrical wiring shall be preserved. Any wiring that must be disconnected during the work shall be labeled for reconnection later.
g) Remove all communication wiring from ceiling. Document active communication lines so that new communication lines can be replaced to existing layout.
h) Remove all ceiling HVAC ducting and cover openings to air handler units and air intakes.
i) Remove and demo all fiberglass roofing insulation including all hangers, fasteners, and associated parts.
j) Clean facility of any hazardous debris, dead rodents, feces, urine, and debris as a result of demolition.
k) Dispose of all hazardous materials per state and federal guidelines providing NPS with proof of proper disposal of materials for their records.
3.2 SPRAY FOAM CEILING INSULATION
a) Install HVAC hangers, fasteners, or components needed to install ducting that cannot be installed after spray foam insulation is complete.
b) Closed cell polyurethane foam insulation shall be continuous on the underside of the roof deck, and of a thickness to achieve a R-49 value. All exterior opening in the roof assemble shall be sealed.
c) Allow adequate time after spray application in order to ventilate fumes/odor from work area.
d) Apply in multiple passes to allow for proper drying and off gassing.
3.3 HVAC DUCTING
a) Install insulated galvanized steel insulated HVAC ducting based on pre-demolition size and configuration using documentation created before demolition.
b) Fasten ducting to the hangers installed before the spray insulation and install new fasteners and hangers per manufacturer specifications.
c) Connect ducting to air handler units, return air wall ducts, and outdoor air vents.
Connect to ceiling registers once installed during the construction of the ceiling grid system.
d) Assure all ducting is connected and insulated properly to ensure maximum efficiency of air flow for the system.
3.4 DRYWALL FALSE CEILING
a) 5/8 inch Type X gypsum board shall be fastened according to code to the underside of the roof trusses. All joints and penetrations shall be finished to Level 1.
3.5 WIRING CONDUIT
a) If 3.1 (f) above is done, there should be no need for new wiring. If there must be any new wiring is shall be done in accordance with the NEC
b) Install Category 6 communication cable and trace new wire through walls using documentation from demolition for layout and leave unconnected.
3.6 SUSPENDED GRID CEILING
a) Install new grid ceiling throughout building matching pre-existing layout 2’ x 4’ layout.
b) Install all necessary main beams, cross tees, hanger brackets, wiring, ceiling tiles, clips, and wall molding matching the pre-existing layout.
c) New grid shall be in compliance with our seismic zone requirements and shall be equivalent to the existing suspended ceiling grid and tiles.
d) Reinstall salvaged lighting and connect HVAC registers to newly installed ducting.
Replace any damaged or unsalvageable lighting or registers in-kind and install.
3.7 POST CONSTRUCTION
a) Repair and paint any damages to the interior walls during construction.
b) Test HVAC system to assure cooling and heating is functioning properly and supplying air to each room and is operating as the system was intended.
c) Remove all remaining protective sheeting and protection.
d) Clean and vacuum building of all construction debris and materials.
4. PRODUCTS
Contractor will meet or exceed the following products salient characteristics for this contract.
Each product will require a submittal review by NPS COR during the construction project.

5. CONTRACTOR USE OF PREMISES
a) Contractor will keep worksite organized and clean as work allows.
b) Contractor is responsible for keeping visitors away from building and hazardous materials during project. This may include signage, barriers, and signs posted during work.
c) Contractor will follow all hazardous waste guidelines, regulations and applicable laws while performing remediation and removal.
d) Designated areas for staging and contractor access will be identified by COR.
e) Contractor will be responsible for the proper disposal of all construction debris and waste.
f) NPS will provide water and electrical for contractor to perform work.
g) COR has the right to revoke any of the above privileges at anytime if cleanliness or unprofessional behavior warrants it.
5.1 CONTRACTOR QUALIFICATIONS
a) Contractor or subcontractor managing the hazardous material removal must have a Nevada Department of Agriculture Pest Control License and a hazard materials handling certification from Institute of Inspection and Cleaning and Restoration Certification or equivalent.
6. PERIOD OF PERFORMANCE:
All tasks and deliverables for this contract must be completed within 90 of days after award.
Days listed herein refer to calendar days.
7. PROJECT SUBMITTALS
a) Safety Plan after assessment detailing PPE, equipment, and precautions planned to safely remove hazardous materials from building. Document will be reviewed by NPS Safety Officer before work can begin.
b) Inventory of all removed building materials, furnishes, and IT equipment deemed hazardous including estimated quantities and amounts.
c) Proof and record of compliant disposal of hazardous materials.
