Drinking Water Standard Operating Procedures (SOP) Patrick Air Force Base (PAFB)
PAFB:
· 45th Aerospace Medicine Squadron/Bioenvironmental Engineering “BIO” (AMDS/SGPB) collects all samples taken at PAFB.
· Kennedy Environmental and Medical Contract (KEMCON) couriers the samples to the laboratory and provides the laboratory results to BIO.
· Monthly Operating Reports (MORs) – 45th Civil Engineer Squadron/Civil Engineering Operations Infrastructure (CES/CEOI) completes the Monthly Operating Report (MOR) and submits to 45th Civil Engineer Squadron/Environmental Quality Office (CEIE) by the 5th of each month. CEIE submits the MOR by the 10th of each month to Florida Department of Environmental Protection (FDEP).
· Microbial Sampling (Micros) BIO collects the samples and KEMCON will pick up the samples at PAFB and transport the samples to be analyzed. KEMCON will submit the sampling results to CEIE by the 5th of each month. CEIE will submit the Micros in support of the MOR to FDEP by 10th of the month.
· Total Trihalomethanes and Haloacetic Acids Five (TTHM and HAA5) - Compliance laboratory results of the samples taken by BIO during the first week of the first month of the quarter will be submitted through BIO to CEIE by the 5th of the 2nd month of each quarter. CEIE will submit them to FDEP by the 10th day of the 2nd month of each quarter. The quarterly reports supporting the laboratory results will be completed by BIO and submitted to CEIE by the 5th of the first month after the sampling quarter. Also, if an exceedance occurs BIO will submit the Operational Evaluation Level (OEL) Report to CEIE. CEIE will submit the OEL Report to FDEP.
· Disinfectant Residual (Chlorine) reports (quarterly) will be completed by CEIE and submitted to FDEP by the 10th of the month after the sampling quarter.
· Outages (Malfunctions and Planned):
· Malfunctions (emergency) - Notifications to FDEP are required within 24 hours, by phone and email, or noon the next business day (if a malfunction occurs on a weekend) by CEIE. BIO will prepare the Incident Report for the malfunction and the “Do Not Drink Notice” (DNDN). BIO will post the notices per FDEP regulations. CEIE will submit the Incident Report and the DWDN to FDEP. When sampling analysis is completed, the results will be submitted by KEMCON to BIO. BIO will then submit the sampling results and Rescission Notice to CEIE. CEIE will send the sampling results and rescission notice to FDEP.
· Planned Outages - Notification to FDEP must be submitted at least one business day prior to the outage by phone or email. The Incident Report will be completed by CEIE. BIO will complete the DNDN and post the notices and submit the DNDN to CEIE. CEIE will submit the Incident Report and the DWDN to FDEP. When sampling analysis is completed, the results will be submitted by KEMCON to BIO. BIO will then submit the sampling results and Rescission Notice to CEIE. CEIE will send the sampling results and rescission notice to FDEP.
Drinking Water Standard Operating Procedures (SOP) Cape Canaveral Air Force Station (CCAFS)
CCAFS
· Monthly Operating Reports (MORs) - Infrastructure Operations and Maintenance Services (IOMS) completes the Monthly Operating Report (MOR) and submits to 45th Civil Engineer Squadron/ Environmental Quality Office (CEIE) by the 5th of each month. CEIE submits the MOR by the 10th of each month to Florida Department of Environmental Protection (FDEP).
· Microbial Sampling (Micros) - KEMCON will collect the samples and submit the sample results to IOMS and CEIE by the 5th of each month. CEIE will submit the Micros to FDEP by 10th of the month.
· Total Trihalomethanes and Haloacetic Acids Five (TTHM and HAA5) - KEMCON will collect the compliance samples during the first week of the first month of each quarter and submit them to CEIE by the 5th of the 2nd month of same quarter. CEIE will submit the compliance sample results to FDEP by the 10th day of the 2nd month of each quarter. The quarterly reports supporting the laboratory results will be completed by KEMCON and submitted to CEIE by the 5th of the first month after the sampling quarter. Also, if an exceedance occurs KEMCON will submit the Operational Evaluation Level (OEL) Report to CEIE. CEIE will submit the OEL Report to FDEP.

An Incident Report based on the incident information obtained from IOMS will be provided by Environmental Support Contact/Vista Technologies (ESC/VZT). IOMS will complete the “Do Not Drink Notice” (DNDN) and send the notice to the facility manager where he/she will post the notice at the potential affected areas. IOMS will collect and analyze the samples, submit the results to ESC/VZT, who will then submit the sampling results and Rescission Notice to FDEP and copy CEIE. If the sampling results are satisfactory, IOMS will contact the facility manager and advise him/her to remove the DNDN.
· Planned Outages - Notification to FDEP must be submitted at least one business day prior to the outage by phone or email. The Incident Report will be completed by ESC/VZT based on incident information provided by IOMS. IOMS will complete the DNDN and send the notice to the facility manager where he/she will post the notice at the affected areas. IOMS will collect and analyze the samples. The sampling results will be submitted by IOMS to ESC/VZT. ESC/VZT will then submit the sampling results and Rescission Notice to FDEP and copy CEIE. If the sampling results are satisfactory, IOMS will contact the facility manager and advise him/her to remove the DNDN.
