INTRODUCTION
This plan outlines the drinking water sampling, analysis, monitoring and reporting activities conducted for the United States Air Force (USAF) at Cape Canaveral Air Force Station (CCAFS) in order to maintain compliance with local, state and federal regulations as required by USAF requirements. Regulatory and permit compliance monitoring is required by state and federal laws and is conducted by Integrated Mission Support Services (IMSS) and its subcontractors under the Kennedy Environmental and Medical Contract (KEMCON). Samples are collected in accordance with the most recent version of the Florida Department of Environmental Protection (FDEP) Standard Operating Procedures (SOPs) for Field Work and either field analyzed with calibrated field equipment or laboratory analyzed in accordance with National Environmental Laboratory Accreditation Conference (NELAC) standards by Florida Department of Health (FDOH) certified laboratories.
This plan serves as KEMCON Data Requirement Description (DRD) 5.3.5-001 for those activities where sampling of potable water system (FDEP ID 3054140) is performed, including frequency of sampling, justification for sampling efforts, rationale for the analysis of the parameters performed, and laboratory analytical methods. Sampling event references are based on a calendar year schedule.

REVISED TOTAL COLIFORM RULE
MICROBIOLOGY AND CHLORINE RESIDUAL MONITORING
Description: Monitoring is performed on the CCAFS Potable Water System for Coliform Bacteria and Fecal Coliform per the FDEP’s Drinking Water Standards, Monitoring and Reporting Requirements as outlined in Chapter 62-550.518 F.A.C., Microbiological Monitoring of Potable Water Systems. This sampling is conducted in order to comply with the Environmental Protection Agency’s (EPA) Revised Total Coliform Rule which took effect April 1, 2016 (78 FR 10269 and 79 FR 10065). The Revised Total Coliform Rule incorporates and updates the Total Coliform Rule of 1989 (40 CFR 141.21 Subpart C) and requires a written sampling plan for coliform testing which is outlined below.
Sampling Requirements: Sampling events are conducted twice each month for a total of 24 sampling events per year from the designated sites located at CCAFS (Figure 1). Water samples are typically collected the 2nd and 4th weeks of the month. Additional detail of the sampling locations is provided in the table below.

If any sample sites test positive for the presence of coliform organisms, the affected sites will be resampled within 24 hours. In addition to the sample site which tested positive, upstream and downstream locations will also be sampled. If the results of any resampled sites again test positive for the presence of coliform organisms, the water system at all affected facilities will be tagged out of service and testing continued until such time that subsequent testing confirms the absence of any coliform organisms in the water system.

DISINFECTION BYPRODUCT RULE (DBPR), STAGE 2
Total Trihalomethanes (TTHMs) and Haloacetic Acids (HAA5)
Description: Compliance monitoring of the CCAFS Potable Water System for disinfection residual and byproducts is conducted per the FDEP Drinking Water Standards, Monitoring and Reporting Requirements of Chapter 62-550.514 F.A.C., Disinfectant Residuals and Disinfection Byproducts Monitoring Requirements (Stage 2), in order to comply with the EPA requirements outlined in 40 CFR 141, Subpart L.
Sampling Requirements: Sampling is conducted by KEMCON ESAM personnel in accordance with KEMCON Instruction: EVS-I-4311 – Potable Water Sampling. Sampling locations are shown in Figure 2 and described in detail below:
Disinfectant byproduct compliance sampling is conducted quarterly (four times per calendar year) during first week of first month of each quarter as defined by FDEP sampling plan at the two locations listed below:

LEAD AND COPPER RULE (LCR)
Lead, Copper and Water Quality Parameters
Description: The CCAFS FDEP permitted water systems is subject to regulation under 40 CFR Part 141, The National Primary Drinking Water Regulations for Lead and Copper (also called the Lead and Copper Rule or LCR) which requires all community and non-transient, non-community water systems to monitor for lead and copper at a specified number of taps within homes and/or buildings served by that water system. CCAFS operates a non-transient, non-community, consecutive water system and is subject to the LCR, currently under Reduced Monitoring.
Sampling Requirements: LCR and water quality parameter sampling is conducted by KEMCON ESAM personnel in accordance with KEMCON Instruction: EVS-I-4311 – Potable Water Sampling. Lead and Copper sampling is conducted every three (3) years with the next scheduled sampling event scheduled for 2022. As required by sampling protocol outlined in Subpart I of the LCR, a sampling plan representing the entire CCAFS potable water system is submitted to the FDEP for approval prior to conducting each LCR sampling event. Results of a particular sampling event are compiled and reported to the FDEP in accordance with the appropriate regulatory agency format. If sample results show the CCAFS water system exceeds the 90th percentile for lead and copper (meaning more than 10% of samples exceeded established MCLs) the water system is required to be re-sampled.
Lead and copper may leach into drinking water from common plumbing materials such as pipes, lead solder and faucets containing brass or bronze components; however, this can be controlled by changing water quality characteristics. Therefore, additional samples are collected at entry point sampling sites and distribution system sampling sites which are then analyzed for water quality parameters in order to calculate a corrosivity index.
Due to the continuous construction, renovation, and/or demolition of facilities at CCAFS, some sample locations referenced in a sampling plan approved by the FDEP may no longer be present at the time of sampling. In lieu of having a sampling plan reapproved by the FDEP due to absent sampling locations, if a fountain/sink designated as a primary sampling location has been removed, a neighboring fountain/sink in the same building may be used. If the whole building has been removed, a location from the alternate sampling list may be used. In that instance, the Alternate Sampling Location must be of the same tier as the primary sampling location. A tier is defined as the age/type of plumbing that exists in a facility. Tier 1 (buildings that contain copper pipes with lead solder installed after 1982 or contain lead service lines), Tier 2 (buildings that contain copper pipes with lead solder installed before 1983). NATIONAL PRIMARY DRINKING WATER REGULATIONS (NPDWR)
Asbestos
Description: Due to the presence of asbestos-cement piping within the distribution system, the CCAFS Potable Water System is monitored for Asbestos as required by the EPA under CFR 40 Part 141.23 and the FDEP under Chapter 62-550-511 F.A.C. Asbestos Monitoring Requirements. A water sample is collected within the CCAFS Potable Water System and sampling results are reported to the FDEP in accordance with F.A.C. 62-550.730. As a consecutive system, all other Primary and Secondary Drinking Water Regulation analysis required for CCAFS is conducted by the provider system, City of Cocoa (FDEP
ID 3050223).
Sampling Requirements: Asbestos sampling for the CCAFS Potable Water System is conducted by KEMCON ESAM personnel in accordance with KEMCON Instruction: EVS-I-4311 – Potable Water Sampling.
This sampling is conducted every nine (9) years with the next event scheduled for 2022. A single asbestos sample is taken during the designated year at a tap served by asbestos-cement pipe and under conditions were asbestos contamination is most likely to occur. These sampling locations are shown in Figure 3 and described in detail below:

OPERATIONAL TOTAL TRIHALOMETHANES (TTHMS)
Description: Operational monitoring of the incoming water from the City of Cocoa is performed at the request of CCAFS to establish the water quality as it is received.
Sampling Requirements: Sampling is conducted by KEMCON ESAM personnel in accordance with KEMCON Instruction: EVS-I-4311 – Potable Water Sampling. Sampling locations are shown in Figure 4 and described in detail below:
Operational sampling is conducted twice a month at the City of Cocoa interconnect prior to treatment by CCAFS at the location specified below:
