About this file

This file is Attachment E of a Technical Proposal template for PBGC's Real Estate Investment Trust (REIT) Management Services RFP (16PBGC26R0001). It outlines the corporate experience evaluation criteria (Factor 4) that offerors must address in Volume 2, Phase 2 of their technical proposals.

The attachment requires offerors to demonstrate firmwide commitment to asset management, equity asset management, and active REIT equity management through documentation of sizable, stable, and growing assets under management (AUM) and strong client account retention over the past five years. Offerors must respond to detailed questions across two primary sections: Background and Firm Stability and Growth. Background requirements include providing founding date, SEC registration documentation, office locations and staffing details, ownership structure with organizational charts, succession planning information, significant organizational developments within the past three years, lines of business with revenue breakdowns, audited or SEC-filed financial statements, legal and regulatory history, fiduciary liability and errors and omissions insurance coverage details, disaster recovery plans with testing results, internal control evaluations (SSAE 18 or SOC1), cybersecurity practices, code of conduct policies, and written acknowledgment of ERISA fiduciary obligations to PBGC. The Firm Stability and Growth section requires five-year AUM data, identification of major U.S. tax-exempt pension and insurance clients with accounts exceeding $100 million, minimum and maximum account size requirements with justification, listings of all other products managed with total assets, and identification of all terminated REIT clients over the past three years with account values and termination reasons. Supporting financial and account data must be provided using attached Excel templates (Attachment F).
