About this file
This document is Amendment 0001 to solicitation 16PBGC26R0001, issued by the Pension Benefit Guaranty Corporation (PBGC) Procurement Department on February 5, 2026. The amendment provides government responses to industry questions regarding Phase 1 of the evaluation for a REIT (Real Estate Investment Trust) asset management contract.
The amendment addresses seven substantive questions from prospective offerors. Key clarifications include: (1) the Government will not accept assets under investment management in global strategies to satisfy the $1 billion minimum assets requirement; (2) the Government will not accept a five-year track record comprised of less than five years in the proposed product, even if longer in global strategies; (3) FAR 52.222-25 (Affirmative Action Compliance) no longer applies due to Executive Order revocation as of January 21, 2025; (4) specific portfolio guidelines regarding out-of-benchmark positions and single stock holding limitations will be discussed with the selected offeror after award; (5) the Excel submission template has been corrected to include proper formulas for calculating quarterly averages; and (6) offerors should use Debt/Total Capital or Debt/Market Assets leverage ratios consistent with the benchmark. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline.
