About this file
This document is a state bid specification for heavy-duty zero-emission buses (ZEBs) including battery electric buses (BEBs) and fuel cell electric buses (FCEBs). The State of California, Department of General Services (DGS) in collaboration with transportation districts within the state, seeks to establish agreement(s) for the purchase of the most modern transit ZEBs available. The specification defines requirements for a base, heavy-duty ZEB to be used for both suburban express service and general service on urban arterial streets. The buses shall meet all applicable laws, regulations, codes, industry standards, and have a service life of at least 5 years or 500,000 miles. Technical requirements cover general specifications, operating environment, workmanship, service life, Altoona testing, accessibility, design, dimensions, weight, powertrain, wheels, brakes, fare collection, and signage.
The related state and local contract opportunity is a Request for Information (RFI) to assist in the development of a statewide contract for zero-emission transit buses in the state of California. The RFI seeks input to help develop the specifications and contracting approach for the future statewide procurement.

SCOPE
This specification establishes the minimum requirements for zero emission buses (ZEBs) of both battery electric buses (BEBs) and fuel cell electric buses (FCEBs). This specification is not intended to dictate any specific design, but rather indicate the base type of bus and equipment desired by the State. This specification defines requirements for a base, heavy-duty ZEB to be used for both suburban express service and general service on urban arterial streets. Specific options not included in this specification for the base ZEB shall be configured directly with the manufacturer and/or dealer.
The State of California, Department of General Services (DGS) in collaboration with the transportation districts within the State, seek to establish agreement(s) for the purchase of the most modern transit ZEBs available. Intent is to maximize passenger appeal in appearance, comfort, and safety, combined with excellence in reliability, operating characteristics, and economy of operation. The ZEBs are for seating ambulatory and wheelchair passengers from a wide spectrum of passengers including children, adults, elderly, and people with disabilities.
The contractor shall ensure that the application and installation of major subcomponents and systems are compliant with all such subcomponent vendors’ requirements and recommendations. Components used in the vehicle shall be of quality design and capable of transit service.
The ZEBs may be referenced as “the bus” for this specification and requirements.
APPLICABLE LAWS and INDUSTRY STANDARDS The following standards, laws, regulations, and codes of the issue in effect on the date of the Invitation for Bid (IFB) form a part of this specification to the extent specified herein. Any applicable laws, regulations, codes, industry standards, or manufacturing standards, though not specifically cited, shall apply. Any referenced document is the current edition, as of the date of the issuance of this specification.
