About this file

This document is a bid specification for zero-emission transit buses, including battery electric buses (BEBs) and fuel cell electric buses (FCEBs), issued by the State of California, Department of General Services (DGS) in collaboration with transportation districts within the state. The specification establishes the minimum technical requirements for a base medium-duty zero-emission bus to be used for both suburban express and urban arterial service. It covers general requirements, applicable laws and industry standards, definitions, and detailed technical specifications for design, dimensions, powertrain, charging/fueling interfaces, and other key components. The scope indicates the intent to establish purchase agreements for the most modern zero-emission transit buses available to maximize passenger appeal, comfort, safety, reliability, and operating efficiency.

The specification does not dictate a specific bus design, but provides a baseline for the desired zero-emission bus characteristics. It references the need for Altoona testing prior to vehicle acceptance and compliance with applicable APTA technical specifications. The buses are required to meet all ADA accessibility requirements. The contract opportunity is related to a separate Request for Information (RFI) issued by the State of California to assist in the development of a statewide contract for the procurement of zero-emission transit buses.

SCOPE

This specification establishes the minimum requirements for zero emission buses (ZEBs) of both battery electric buses (BEBs) and fuel cell electric buses (FCEBs). This specification is not intended to dictate any specific design, but rather indicate the base type of bus and equipment desired by the State. This specification defines requirements for a base, medium-duty ZEB to be used for both suburban express service and general service on urban arterial streets. Specific options not included in this specification for the base ZEB shall be configured directly with the manufacturer and/or dealer.

The State of California, Department of General Services (DGS) in collaboration with the transportation districts within the State, seek to establish agreement(s) for the purchase of the most modern transit ZEBs available. Intent is to maximize passenger appeal in appearance, comfort, and safety, combined with excellence in reliability, operating characteristics, and economy of operation. The ZEBs are for seating ambulatory and wheelchair passengers from a wide spectrum of passengers including children, adults, elderly, and people with disabilities.

The contractor shall ensure that the application and installation of major subcomponents and systems are compliant with all such subcomponent vendors’ requirements and recommendations. Components used in the vehicle shall be of quality design and capable of transit service.

The ZEBs may be referenced as “the bus” or “the van” for this specification and requirements.

APPLICABLE LAWS and INDUSTRY STANDARDS The following standards, laws, regulations, and codes of the issue in effect on the date of the Invitation for Bid (IFB) form a part of this specification to the extent specified herein. Any applicable laws, regulations, codes, industry standards, or manufacturing standards, though not specifically cited, shall apply. Any referenced document is the current edition, as of the date of the issuance of this specification.
