About this file

This is a Questions and Answers (FAQ) document for federal contract solicitation FA462026QA203 regarding public address system services for an Air Force airshow event.

The document clarifies technical and operational requirements for the PA system procurement. Key specifications include: an Air Boss/Narrator workstation positioned at elevated height to observe runway activities and make real-time announcements; a self-contained control point trailer serving as a central operations center for media connectivity and PA system control; coverage of an audience area measuring 4,500 feet wide by 125 feet deep; radio frequency capability in the 225-400 MHz range supporting both AM and FM modes (AM for Air-to-Ground communications, FM for ground-to-ground Land Mobile Radio); and integrated media press box equipment with multiple inputs and outputs to ensure all equipment synchronizes cohesively across identified spaces. Regarding submission procedures, offerors must use the pricing format specified on the first page of the posted solicitation package and reference FAR 52.212-1 (Instruction to Offerors), with flexibility to submit additional documentation as deemed necessary. The document does not specify response deadlines, award dates, or pricing terms, as these are template clarifications rather than substantive solicitation details.

FA462026QA203 Public Address System FAQ Sheet

Q: What is an Air Boss/Narrator workstation, height justifiable, to be able to see the entire runway?

A: This is a workstation for the Air Boss/Narrator to make announcements. The heigh justifiable aspect refers for the ability to see beyond the crowd and explain what is occurring on the runway in real-time.

This can be a lifted podium, stage, etc.

Q: What are the requirements or setup for the control point trailer.

A: The main requirement is for a central operations center for the PA system. A central point for media to be connected to the speakers for the purpose of music, announcements, etc. The intent is to have a single location where we can control the whole PA system. The self-contained aspect is for the protection of the equipment from people, weather, etc.

Q: SOW 4.1.5 Could you confirm that the audience area is predicted to be 4500' wide and 125' deep?

A: What is stated in the Statement of Work is correct.

Q: SOW 4.1.7 The Air Force appears to use 138-150mhz narrow band FM and possibly AM in that range too. The other possibility is 225mhz-400mhz...primarily AM, but with other modes involved. I just want to be sure we're bringing the right radio setup to receive what's being broadcast. What will they be using?

A: We typically operate the Airshow between the range 225-400 Mhz. We have both AM and FM in this range, as most Air to Ground are AM, and ground to ground (Land Mobile Radio or LMR) is FM. We can cover both AM or FM in this range.

Q: SOW 4.1.12 Does this mean a press box which is 1 or 2 inputs, 8 or so outputs to plug cameras, recorders, and possibly other sound systems into?

A: This is ensuring that all of the equipment brough will sync together and work cohesively at the identified spaces.

Q: Submitting the bids by email, is there a standard form that needs to be filled out with our quote, or are we responsible for laying out a clear format of how the event services will be priced?

A: Please see the first page of the posted Combo to fill out pricing. See FAR 52.212-1, Instruction to Offerors in the Combo. Additionally, you may submit any documents you deem necessary.
